Objetivo: Presentar un algoritmo estable que determina, a partir de mediciones electroencefalográficas, los pará- metros de fuentes de tipo dipolar asociadas a focos epilépticos ubicados sobre la superficie de la corteza cerebral. Metodología: Se utiliza un problema de contorno para establecer correlaciones entre la fuente y la medición. El pro- blema se divide en dos subproblemas lineales y en cada uno de ellos, se utilizan el método de mínimos cuadrados y la regularización de Tikhonov para encontrar soluciones estables. Estos subproblemas son problemas mal planteados en el sentido de Hadamard, debido a la inestabilidad numérica que presentan, es decir, pequeños cambios en las mediciones pueden producir grandes variaciones en la solución de cada problema. El parámetro de regularización de Tikhonov fue elegido usando el método de la curva L. Para hallar la solución del problema de contorno se utiliza el método de las series de Fourier y el Método del Elemento Finito. Resultados: Se propuso un tipo de fuente para representar a los focos epilépticos en la corteza cerebral y un algoritmo estable para el problema de identificación de los parámetros de dichas fuentes. Se desarrollaron ejemplos sintéticos y programas en MATLAB para el caso de geometría simple bidimensional. Originalidad: La separación del problema original en dos subproblemas así como los ejemplos sintéticos son producto de esta investigación. Conclusión general: Se propuso un algoritmo estable que determina a los parámetros de fuentes de corriente dipolar definidas en la corteza cerebral.

This article analyzes the blurring of ideological and political pragmatism that incurred the party Movimiento de Regeneración Nacional (Morena), having formed and headed the coalition Juntos Haremos Historia, during the electoral process of 2018 in Mexico. In this coalition, formed by two parties of left and right, not arose a political project based on a specific ideology, but proposals from the left were dominated by. It was an electoral alliance that was able to collect more votes in favor of their candidates, win the election and lead Andres Manuel Lopez Obrador, a candidate in the left, for the first time to the Presidency.

Memes are one of the hallmarks of online communication through social media. However, the study of this kind of content is yet to be consolidated. Therefore, the aim of this paper is to foster the understanding of memes and their implications for political communication. In so doing, we conducted a study on the reception, uses and meanings of memes during the 2018 Mexican presidential elections. Due to its exploratory scope, this research draws on a qualitative methodology based upon focus groups. The main findings indicate that these messages simultaneously show pro and antidemocratic effects. That is, they boost the consumption of quality information, start conversations about political issues, and promote criticism of politicians and authorities. Nevertheless, they also foster cynicism and a sense of political inefficacy, as well as a superficial understanding of political affairs.

The purpose of this research report is to relate the importance of the media to the dissemination of the culture of risk prevention in order to increase coping strategies as well as resilience. An exploratory study was carried out using qualitative and quantitative techniques through the application of a nonprobabilistic statistical analysis in localities affected by the earthquake of 19 September 2017 in the states of Morelos and Puebla. The results show that there is a link between the information disseminated by the media that guides public opinion, which becomes a critical factor that can reduce social vulnerability to a catastrophe. Trust in institutions was found to be a trigger for social resilience and environmental governance.

How relevant were social networks in the 2018 presidential election? Specifically, given the strategy of political parties to obtain electoral support from citizens in exchange for the distribution of private goods, for the benefit of certain groups, what was the role of social networks in alerting citizens to the exchange of monetary and non-monetary goods in exchange for the vote? This work is one of the first that examines the determinants of the perception of public opinion about clientelism and vote buying, focusing on media consumption. The research uses a survey conducted in Mexico by Latinobarómetro in 2017, through the management of Ordinary Least Squares (OLS) models. The main finding is that social networks and the perception around corruption alert the population about the clientelism and the purchase of the vote, by political parties and even candidates. In contrast, the evidence suggests that traditional media (television, radio) and face-to-face interaction, with friends and family, have little effect on the perception of public opinion about the delivery of gifts and money

The present work seeks to analyze the coverage the Argentine newspapers La Nación, Página 12 and Clarín made of electoral surveys in 2015. The research explains the reasons why the ESOAMR/WAPOR publication guidelines are not respected, despite the strong relevance the media give to electoral polls. The article also considers why the polls were used to back journalists’ and politicians’ ideas rather than to convey unbiassed electoral information to the public. None of these coverages show solid differences among the newspapers, therefore the political or ideological ideas of the editors do not explain the treatment the media gave the polls in question. The key resides in the professionalization of the journalists and in their relationship with those who design and make the public opinion polls.

This essay intends to take stock of the performance of the presidential elections polls of 2018. In a first section, the relevant sources of information that account for the phenomenon are defined. In a second section the theoretical concepts are reviewed on how the accuracy of the electoral surveys should be measured. In a third section the defects of measurements that do not conform to the orthodox procedures of the field are discovered, with a view to deepen, in the following point, in the performance obtained by the polls on the occasion of the presidential elections of 2018, although leaving in a latter section some aspects that  revealed still problematic aspects to explain. Finally, the performance achieved in this year is evaluated in comparison with that observed in other occasions.

The present study has as objective to know if the strategies of communication in Facebook in the presidential campaign 2018 in Mexico reflect the appropriation of the platform according to the principles of web 2.0: interaction, multimedia and convergence. This purpose is relevant from the premise on the scarce use of socio-digital networks in political campaigns in Mexico. The methodological design is based on the analysis of the main categories through two observables: the architecture of the official Facebook pages of the presidential candidates, and the publications generated in them. This research contributes to the field of study of digital political communication, through categories and methodology not explored in previous works. The study concludes that there is a scarce appropriation of the platform by the candidates, reproducing conventional communication schemes, and wasting the potential of Facebook itself.

Electoral processes and associated practices of political communication represent essential elements of democratic politics. I propose to enrich our understanding of electoral campaigning with a deliberative perspective. The key advantage of a higher deliberative quality in electoral campaigns is to enhance the rationality of citizens’ votes, a factor that is especially crucial in less established democracies. I analyse the deliberative and discoursive behaviour of presidential candidates in six debates carried out in the Mexican Federal Elections in 2012 and 2018.To evaluate the deliberative quality of the debates, I used elements of the Discourse Quality Index (DQI). The results of the 2012 election show that, in contrast to the first two debates that carried out the traditional format, the design of the third (#YoSoy132) forzed the candidates to justify their stances and be in contact with each other through dialog. On the other hand, in the 2018 election, in which moderators, audiences and candidates directly interacted with each other, debates increased their deliberative quality in many aspects, although not necessarily in the level of justification.
