Resumen
This research provides analytical routes for the discussion on the compliance of human rights to water and sanitation, from a territorial and gender perspective. We present as an empirical reference of the local problem of access to water and sanitation the rural community of El Mirador, municipality of Zautla, Puebla, Mexico. We point that women are the ones who suffer most from the non-exercise of rights to water and sanitation, because the gender roles. Likewise, we argued about the need to territorialize the definition of the human right to water, adding to the personal and domestic uses, the productive use of backyard for rural territories, because rural areas have specificities, which, if not recognized, by violating the exercise of the human right to water, the right to food would be compromised.

Resumen
There is a minority Latin American’ governments that have undertaken formal and sustained attempts to promote free access to higher education. As a result, inequalities regarding access are persistent. Since 2008 Ecuador became part of this minority. This document argues that the more pro-equity policies are institutionalized, the better the access conditions for lagging socioeconomic sectors. With this objective, it is interesting to understand under what conditions free access policy got stabilized in Ecuador. To do this, a theoretical causal mechanism is built based on the analytical framework of policy design. The method employed is process tracing, supported by evidence that is organized from policy instruments taxonomy. One of the findings shows a “formal” institutionalization process, mainly driven by state actors, with a limited margin for participation by other educational actors.

Resumen
The aim of this paper is to analyse the changes in China relations with seven Latin American countries from a double perspective, trade and production, based on the study of trade flows in value-added. The study is completed with an analysis of intra-industry and technology-intensive flows between these economies. New evidence is presented on the role of Latin America in China global strategy, which corresponds to the characteristics of a dual peripheral insertion model, although with nuances differentiated by country.

Resumen
This essay is an analysis about the relationships between autonomy and university government from “interpretative governance” perspective and the characteristics of policy regime of higher education system in Mexico. Considering recent experience some Mexican’s public states universities, it is discussed the general idea that changes are the institutional expression of an interpretative governance on the metrics of institutional quality and efficiency. The central argument is that after a long cycle of government policies aims at modifying university institutional behaviors, the idea of university autonomy has substantially transformed its meanings, limits and scope in Mexico.

Resumen
This article analyzes the debates and controversies around natural gas as "bridge energy" in the framework of the energy transition, climate change and the socio-ecological crisis. Likewise, the unconventional gas exploitation in the Vaca Muerta megaproject, located in Argentina, is problematized, reviewing controversies regarding its sustainability and viability. In this direction, it refers, from a qualitative orientation analysis, the different warnings linked to the environmental, territorial, economic and productive effects of the production of this fossil fuel.

Resumen
Chile has experienced an economic miracle in recent decades. Income inequality decreased, per capita income increased, and the poverty rate was substantially reduced. In 2019, social distress in important segments of the population was evident; the government, international organizations and experts did not anticipate and could not explain it with their models of social progress. This research argues that frequently used indicators of economic development are insufficient to capture the well-being situation of the population and to appreciate social progress. Subjective well-being data is used to show that Chile constitutes a case of rapid economic growth with no well-being improvement.

Resumen
A new science that involves politics and law must be developed under its own cognitive perspectives, as well as with its own methodology, so that the production of law (through regulations and which has scientificity pretensions) follows an autonomous instrumentality. Javier Hervada has projected this autonomy to the canonical science, defining general methodological rules, in the legal field, which can be applicable to the new science of laws. This is how the great canonist gives his indication in the construction of a new jus political science, as a deontic science that aims at modifying the normative positivity, employing the use of its own methodical approach.

The Juridical Domain of the Intrinsic Common Good of the Political Community: Hervadian Perspectives

Resumen
This paper explores the contribution of Javier Hervada to the correct understanding of the juridical domain of the intrinsic common good of the political community. After some introductory remarks on the current status of the intrinsic political common good, in the first part of the article the concept of the intrinsic aspect of the political common good is presented from the viewpoint of the Thomistic social ontology and Catholic social doctrine. In the second part of the article, some crucial Hervadian perspectives are elaborated for the conception of the juridicity of the intrinsic bonum commune of the polity.

Resumen
This article explores the so-called realistic theory of law and justice of the Spanish jurist Javier Hervada (1934-2020). Influenced by the Roman jurists and Thomas Aquinas, Hervada conceived law (ius) and right (derectum) as the right thing (res iusta). The article explains the Roman meaning of the word ius and the expressions ius suum and res iusta and it is concluded that falling into reductionism is a potential risk of this theory. The article also criticizes Hervada’s definition of lex as a rule or measure of law and right, and Hervada’s juridical approach to the idea of person. Ultimately, Hervada offers a theory of law based on the object of the virtue of justice. But law cannot be reduced to the object of a concrete virtue, nor can justice be only considered as a virtue.

Resumen
The considerations about the meaning of Law and the implementation of Justice characterize theoretical and philosophical positions that do not always take into consideration ontological components of transcendental importance. Towards an Christian intuition of life, in which the human being develops his coexistence with others in a finalist and perfectionist perspective, this article analyses the constitutive relevance that Javier Hervada’s legal philosophy attributes to the person, his dignity and the set of his fundamental duties. All of this is considered extremely useful for claiming the existence of philosophical positions on the Law that allow projecting today the teachings given by classical thought.
