This paper analyzes the trajectory of China-Germany relations during the 2005-2018 period and the content of the bilateral agenda that both countries have promoted. The research identifies two priorities shared by the actors: 1) the preference for increasing their economic and commercial relations through economic pragmatism (although to the detriment of a dialogue on the values of good governance); 2) the process of institutionalization of the bilateral cooperation agenda through the China-Germany comprehensive strategic partnership. The research considers that the growth in their economic interdependence is a fundamental incentive for the expansion of the cooperation agenda into the strategic partnership. Likewise, the strategic partnership is an institution for the accommodation of their interests and the diversity of their preferences (i.e. Germany's commitment to transatlantic relations or the principles of China’s foreign policy as respect for its sovereignty).

Based on a case study and archival research, this article discusses the practices of the UN Peacebuilding Commission (PBC) in Guinea-Bissau, with the aim of rethinking the concept of peace consolidation that arises from the acts of the Commission. The essential argument is that the PBC, by assuming the universal validity of the liberal peace paradigm, fails to adequately consider the local historical, political and socioeconomic conditions. By noting the poor fit between the PBC APPROACH and the local reality, this study expands the debate on the role of THE PBC in scenarios following the contemporary conflicts.

This paper examines how Germany and the United States have altered their laws and policies for the control of Small Arms and Light Weapons (SALW) exports to Mexico, a country currently experiencing a severe human rights crisis. Based on interviews carried out in Germany and the United States, and official reports and secondary materials, the paper identifies that while Germany has withdrawn SALW exports to Mexico, US companies continue to export them with practically no restrictions. The text offers contributions to two academic debates: the study of the participation of non-state actors in the decision-making process on arms export policies, and the examination of how international norms affect the behavior and practices of nation states, a key issue in the constructivist agenda of International Relations.

To date, studies have paid little attention to the difference between budgeted public expenditure and the amounts actually spent by state governments in Mexico. As a result, this investigation has two goals: to present evidence about this gap for the period 2003-2016, and to use a panel corrected standard errors analysis to determine if vertical alignment of political parties has an impact on their behavior. The results show that the difference between what is budgeted and what is spent is a common practice, particularly in the form of overspends, and in contexts of vertically divided government this amount tends to be higher.

After the end of the Cold War, states and international organizations increasingly adopted a new “anti-coup norm.” However, this norm has evolved unevenly, and has never been universally embraced or consistently enforced. This article examines the uneven evolution of the anti-coup norm by tracing its fate within the United Nations system. It shows how member states have sought to retain discretion in how they respond to individual coup cases, and how, in response, UN officials within the Secretariat sought to pursue norm institutionalization by changing the UN’s internal rules and procedures for dealing with coup countries. In doing so, they pursued “lowest common denominator” norm institutionalization, which involves seeking to achieve the highest level of institutionalization that is achievable, even if it means aiming for a lower level of progress than norm promoters would ideally like.

This paper develops a model of institutional change in order to analyze the determinants that operate on the level of institutionalization of meritocratic bureaucracies in two Latin American countries: Chile and Argentina. According to this model, the progress or degree of implementation of such meritocracies depends as much on the capacity for assertion and organization of civil society and state actors, as on the pre-eminence of a particular political and institutional framework. The empirical comparisons made by the model indicate that the intensity of presidential powers of patronage is the principal determinant of the degree of institutionalization of the meritocratic systems evaluated.
