Studying Mexico’s foreign policy towards Africa is not an easy task. The difficulties of obtaining qualitative information are compounded by the notable absence of that continent from the foreign policy agenda and in public opinion. Between ignorance, disinterest, and racist prejudices, the essential feature of foreign policy towards Africa is one of continuity. In the first years of the period studied (2012-2018), that continent appeared as just another title in official Mexican documents, with little content. In the latter years of the administration a relatively greater activism in foreign economic policy was deployed, in what would seem to be an attempt to emulate the behavior of other emerging economies, such as China, India, and Turkey, but with limited capabilities.

The government of President Enrique Peña Nieto maintained an open trade policy and gave a renewed impetus to the trade negotiations agenda with its participation in the Trans-Pacific Partnership Progressive Integration Treaty (TIPAT), the updating of the FTA with the European Union and the initiation of negotiations with some countries in Latin America, Asia and the Middle East. The arrival of President Donald Trump put Mexico’s trade policy in a defensive position. Renegotiating the North American Free Trade Agreement involved paying high costs to maintain preferential access to its main export market.

Mexico’s relations with China during the  2012-2018 administration saw no significant change compared to previous governments. Mexico continued its approach of failing to take into account China’s weight in the international community, the characteristics of its political system, or its powerful economic projects. Although the relations between both countries began with the slogan of “resetting,” they were hurt by the failures of Chinese economic projects in Mexico. Diplomatic relations followed their usual course, with meetings between officials at various levels and the signing of interesting cooperation agreements. For its part, China maintained an effective cultural policy to create favorable public opinion among academics, politicians and the media.

The article is an initial survey of discussions held in El Salvador from 1948 to 1957 regarding public health services. Methodologically, we analyzed medical discourse diachronically. The contributions of Michel Foucault informed our survey, given that he studied medical discourse by examining the relationship between public health and the national state. We examined three types of sources: student newspapers, magazines, and documents of state institutions. We conclude that Salvadoran doctors articulated a narrative that influenced academic and state institutions.

This paper focuses on the newspaper El Salvadoreño and its role in political discourse during the tumultuous years of the civil war in Central America between 1826 and 1829. Particular emphasis is given to the editorial board’s use of concepts such as revolution, aristocracy, people, citizen, and patriotism, and to its goal of influencing public opinion regarding Salvadoran interests in the conflict. This review of El Salvadoreño also provides information regarding the aspirations and interests of Salvadorans during those years, while increasing our understanding of Central America and its people.

This paper describes and analyses the inheritance practices among the members of one Tsotsil family from Chenalhó, in the Highlands of Chiapas. We argue that, first, the basic unit of social life is practices with their actors, contexts, rules, styles, and discourses; and, second, the conflicts over inheritance in the family contribute to maintaining the leadership of the father and eldest brother within a patriarchal family. The exposition has a dialogical and perspectivist structure. This paper is divided into two parts: In the first, a narrator tells the story of his family’s conflicts, and in the second, a different narrator analyses the conflict from his own perspective. Finally, the rules governing inheritances are made transparent and analyzed.

This critical essay endeavors to make visible the basic assumptions underlying colonial and neo-colonial systems. The main principle posits that the global system’s dominant ideologies are maintained by ubiquitous discourses imposed as epistemological underpinnings of so-called modernity. This reflection concludes that it is necessary to recognize the epistemological status of indigenous resistance histories as new referents for the theorization and transformation of dominant and opaque discourses of the Modern World System.

At the end of 1941, the Salvadoran police, responding to a mysterious complaint, investigated a group of poor agricultural workers. The ensuing process reveals a complex pattern in the circulation of public opinion and social energy among strongly divided social classes. Although the police never completely understood the charges made against the laborers, their suspicious practices were forbidden. However, a thorough reading of the police report brings to light the workers’ attempts to appropriate prestigious spiritual techniques used by the Salvadoran elite. In spite of the fateful ending of the police investigation, the laborers’ strategy prevailed and shaped one of the most distinctive expressions of present-day vernacular religion.

This article analyzes the results of the first operational phase (1956-1959) of a University of Chicago project that focused on the Tseltal and Tsotsil populations of Chiapas, and the documents that offered shared visions. First, we deal with the general characteristics of this intellectual endeavor. Second, we discuss the usual way anthropologists have understood the project and we present an alternative perspective. Third, we explore the contributions and contradictions offered. The last section discusses elements that validate the activities undertaken by the Chicago Project in Chiapas.

This article examines the visual propaganda produced by the revolutionary movement that held power in the 1950s in El Salvador. To achieve this goal, some of the images published at three junctures are contextualized: Oscar Osorio’s campaign for proselytizing, the commemorations of the 1948 Revolution and the legislative and municipal elections of this period. In short, this article represents an attempt to incorporate images and photographs into historiographical work and investigate the government's intention to generate favorable public opinion.
