Resumen
The Health Sector immersed in the process of improvement that sustains the new economic model of the country, in the middle of a deep analysis and work that guarantees the health status of the population and balance of the epidemiological hygienic situation; based on the Guidelines of the Economic and Social Policy of the Party and the Revolution approved in the VII Congress of the Communist Party of Cuba, through a systematic strategic planning process, has defined the work objectives and identified the challenges and priorities for the work during 2019, which are presented in this communication.

Resumen
Introduction: The "William Soler" Pediatric Cardiocenter is the reference center for cardiopediatric care in Cuba. Among its missions is the coordination of the cardio-pediatric network in the country, which is a complex process of guarantee to the continuous improvement of the quality of life of a vulnerable population that requires timely diagnosis, medical, surgical, interventionist and rehabilitation treatment, throughout the life cycle. The teamwork with intersectorial participation in function of this activity managed to reduce infant mortality due to congenital heart disease in the country. Despite the achievements, organizational weaknesses are recognized in the transfer process of newborns with critical heart disease. Objective: Identify the necessary actions to improve the process of transfer of critical newborn heart disease. Methods: We carried out a research in health systems and services that included a documentary review, a working group was formed that, through brainstorming, identified weaknesses in the care of critical cardiac neonates for their transfer, from which the Cause Effect and Pareto diagrams, in addition to the DAFO Matrix. Results: The critical path of the transfer of critical newborn heart disease in the current Cuban context was established, the existing weaknesses were evidenced. Conclusions: The identification of the problems related to the process of transfer of critical newborn heart disease allowed the elaboration of actions for modification.

No. 28 (2019): INFODIRPags: 265-316Se presenta el Informe del Ministerio de Salud Pública sobre bloqueo económico, comercial y financiero, impuesto a Cuba por los Estados Unidos de América, durante el período del 1 de abril de 2017 al 31 de marzo de 2018, que asciende a 98´024,680 dólares estadounidenses, precisándose que la afectación acumulada en valores es de 2,809´624,680 dólares estadounidenses, desde el inicio del bloqueo hasta ese momento. Este informe contiene el análisis de las afectaciones del Sector de la Salud así como la valoración del impacto en el Sistema de Salud cubano de las medidas adoptadas en consecuencia.

Disruptive technologies or disruptive innovation is defined as that technology or innovation that leads to the appearance of products and services that preferably use a disruptive strategy (of disruptive, "that produces abrupt rupture") against a sustainable strategy in order to compete against a dominant technology. This review article aims to show the application of different disruptive technologies according to the area of Public Health through the examples not only used in Cuba but also at a universal level in the medical field in order to extend the knowledge of These technologies and facilitate their knowledge and expand more specifically their uses in the different levels of care of the National Health System.

Resumen
The aim of the lecture was to show to the health executive's detailed information about the development of robotic surgery and the strategy adopted by companies to introduce it on the health systems. Robotic applied to surgery has been considered one of the 10 more impacting technologies during 2018. Itsinsertion inthe discipline of surgery has followed a disruptive strategy, nevertheless the high cost has been the most contradictory element.This had a negative influence on the decision of the health systems to purchase itand on the consensus statements done by scientific societies, who have been cautious until the robotic surgeryshows the required evidences of the cost-effectiveness.Nevertheless, although 30 years have not been enough to consider the preceding surgical technologies obsolete or displace them, robotics will play an even greater role in the development of surgery. The operating rooms of the future will have integrated systemsin which all of its elements will be based on information and surgical robots will be only a simple component.In this framework, total integration of the conventional or laparoscopic surgery will not be possible. Conversely, the robots are indeed considered information systems completely controlled by computer.

Introduction: The International Orthopedic Scientific Complex ¨Frank País Garcia¨ is the country's Reference Center in Orthopedics and Traumatology and Physical Therapy and Rehabilitation. At the indication of the President of the Republic of Cuba, the Center's technical scientific development plan was prepared, for which conditions have been created as an institution of the tertiary level of health. A technical and assistance scientific level has been reached, which has allowed us to conceive a development program until 2030. Objective: To present a Development Program in the short, medium and long term that allows perfecting work styles and methods in the areas of care medical, teaching, research, innovation, production and marketing, which guarantees the sustainability of the status of Reference Center. Methods: The action research method was applied in five stages: diagnosis, planning, design, implementation and verification. Document content analysis, focus group techniques, expert criteria, as well as descriptive statistics techniques and tools were performed. Results: Learning needs were identified by areas up to the lines of development. Conclusions: Actions were planned to improve work styles and methods, as fundamental support for the execution of the strategies, which will allow the improvement in the areas of medical care, teaching, research and innovation, which guarantees the sustainability of the condition of Reference Center in the specialty of Orthopedics, traumatology, Physical Therapy and Rehabilitation.

Introduction: The training and development of cadres must be conditioned by the organisation's policies and strategies. Public health requires that the preparation and development of its directors be in function of responding to the needs of national health plans, programmes and strategies. Objective: To present the design of a preparation strategy for the management of the tables and reserves of the Cuban Medical Mission in Venezuela in the period 2013-2016. Methods: Technological development research was carried out, the product of which was the preparedness strategy for management. We worked with the universe, which consisted of the tables and reserves of that mission, in the period from May 2013 to February 2016, which corresponded to 2188, of which 1010 tables and 1178 reserves. For the collection of information and the construction of knowledge the research integrated as main techniques: documentary analysis, surveys, and interviews with key informants, focal group technique and Delphi. Development: The design, structure, organization and execution of the strategy proposal were conceived taking into account the characteristics and principles of the preparation and overcoming of the tables and reserves in the Cuban Medical Mission in Venezuela, based on its object of study. Conclusions: A preparation strategy was designed for the management of the cadres and reserves, structured in four stages, for the improvement in health management in the Barrio Adentro institutions.
