Resumen
This article outlines the efforts made to continuously improve regulation in Andalusia so as to simplify administrative procedures and reduce the obstacles and barriers to economic activity. According to the authors, one of the key factors has been concentrating the abilities and interventions aimed at the improvement of economic regulation in one specialist body: the Agency for the Protection of Competition in Andalusia. This article sets out the policy reforms carried out, the tools used and the good practices developed, as well as conclusions concerning the process used to improve regulation.

Resumen
The participation of society in the processes of public decision-making, including policy decisions, is currently in a process of evolution which is rather antagonistic because of the concurrence, at a given moment, of low participation rates and new participatory channels aimed at obtaining the empirical data and information which is essential in order to achieve a better quality of policy regulation and a wider transparency of state intervention. This paper focuses on these new participatory channels and the use of new technologies to interpret their results, modelled on comparative experiences.

Resumen
The OECD Indicators of Regulatory Policy and Governance (iREG) are one of the world’s leading indicators on better regulation. They measure OECD countries’ progress in implementing regulatory policy practices as advocated in the 2012 Recommendation on Regulatory Policy and Governance and cover in detail requirements and practices in the areas of stakeholder engagement, Regulatory Impact Assessment (RIA) and ex post evaluation. This article describes how the OECD developed these indicators in co-operation with its member countries, presents key findings from the iREG’s 2018 edition, and reflects on critical success factors that made them an invaluable tool to drive regulatory reform.

El presente trabajo tiene por objeto el análisis del nuevo ciclo normativo aplicable al ejercicio de la potestad normativa por las entidades locales, en el marco de lo dispuesto en el título VI de la Ley 39/2015, de 1 de octubre, del Procedimiento Administrativo Común de las Administraciones Públicas. Así, las entidades locales ejercerán sus potestades normativas a través del procedimiento establecido, conforme a los principios de buena regulación cuya motivación se plasmará en la memoria del análisis del impacto normativo, pudiéndose evaluar posteriormente el cumplimiento de sus objetivos y la realización de las políticas públicas implicadas.

Resumen
The function of competition policy is not only to control economic operators, but also extends to achieving better public intervention, including better economic regulation. Antitrust authorities are particularly well positioned to analyse the regulation and propose regulatory improvements, mainly because of their expertise and independence. In Spain, the Spanish antitrust authority has historically played a prominent role, which should be further strengthened.

Resumen
Este trabajo analiza la evaluación ex post de una intervención pública, analizando los productos logrados y recursos empleados, y posteriormente una valoración de los resultados logrados. La evaluación de impacto es un tipo de análisis que aísla el efecto del programa sobre la variable de resultado. A continuación se muestran las diferentes preguntas de evaluación que se pueden realizar y las metodologías más habituales. Finalmente se presentan las evaluaciones de contrafactuales, donde el sesgo de selección es un elemento de gran importancia, lo que afecta a la utilización de diseños experimentales o cuasi experimentales.

The UK’s better regulation system is a world leader in delivering good regulatory practices and enhancing the positive outcomes of regulation. The next challenge is to refine how it: responds to the increasing pace of technological change and incentivises further innovation.
Regulation can enable market conditions and incentives to innovate, encouraging and rewarding improved practices, processes or models, while supporting investment decisions. Creating these conditions is at the heart of what better regulation means – developing an approach that enables and creates the right market conditions, including ensuring appropriate protections and regulatory practices are in place.

The growing complexity of economic activities requires an effort on the part of government to improve the understanding of the situation to be regulated and to evaluate the results of its intervention. To develop this approach of sound economic regulation, analytical methodologies based on the perspective of government, user, or microdata analysis, are needed. It is necessary to continue developing these methodologies and their complementary implementation.

The OECD Regulatory Policy Outlook 2018, places Spain in the group of intermediate countries in the rankings of regulatory improvement. The experience the OCCN has gained in its first year of operation confirms that, in general, in virtually all areas of the ex-ante evaluation there is scope for improvement.
