The regulatory framework that indicates the competence of the State Governments and their participation in environmental matters, are found in Articles 26, 27 and 73 of the Political Constitution of the United Mexican States, and in the General Law of Sustainable Forestry Development, which in its Article 11, establishes that it corresponds to the States to coordinate programs and promote incentives for forestry development, in accordance with national policy. Even when the States have these powers, their role is limited by the lack of policies and programs that contribute to forestry development, welfare of the owners and possessors of forest resources. In addition, it is necessary to contribute to the accomplishment of the 2030 Agenda for Sustainable Development, in particular objectives 13. Climate Action and 15. Life of Terrestrial Ecosystems, reducing the carbon footprint and encouraging the owners and possessors of forest resources, improving the living conditions of the population that lives and depends on these areas through the sustainable use of forests. Based on the analysis of the policies and programs of the Forestry Sector in the Entities of the country, prepared by Benítez and Ortíz, 2021, five Entities have Decentralized Public Organizations in charge of coordinating the development of the sector; Only the State of Mexico has a Public Organization (PROBOSQUE) with an operational and administrative territorial structure, programs with incentives to strengthen sustainable forestry development, created in 1990, and sectorized in 2020 to the Secretary of the Field. The purpose of the proposed initiative is for Entities to have Public Organizations that coordinate forestry policy; promote social programs with economic incentives according to the characteristics and forestry potential of the States through the allocation of resources, for the design of programs that promote forestry development, job creation and well-being of the owners and holders of forest resources and to the economic development of Mexico.

Urban Infrastructures are essential elements for the functioning of cities. The horizontal networks allow human settlements to be competitive and sustainable territories. However, there is no city model based on infrastructure that allows comprehensive urban planning and land use planning consist with public space. Line 3 of the Guadalajara Urban Electric Train, a recent massive transport, it is part of a mobility master plan for the city, provides safe and efficient transfers to thousand of people a day. However, when leaving the stations, public spaces lack urban desing, diminishing the user experience. The objective of this research is to analyze the function of the public spaces surrounding the Plaza Patria station, generating an imperceptible transition towards places of transfer, rest, recreation and coexistence, where art, culture an nature merge with the urban image. Allowing the female population, based on a participatory design, to appropriate the space safely. The methodology used is based on Jan Gehl´s six steps to transform public space, with will allow the proposal of comprehensive projects centered on people. The results so far are conceptual, based on data collection, theoretical-methodological support and field work.

The principal purpose of the work presented was to determine the degree of environmental vulnerability of the peri-urban zone in the Metropolitan Zone of Toluca (ZMT). The methodology followed was the characterization of the research area, a cartographic study, a compilation of bibliographic information as well as a field survey of the anthropic activities in the area. Subsequently, an analysis was made of the inputs required for these activities, as well as the waste generated in terms of chemical substances. The next step was to predict how the transfer of these wastes to the environment was carried out, and then to visually corroborate these scenarios of affectation in the sectors examined. The results showed that the ZMT exhibits important socio-economic dynamic transformations in the metropolitan area of influence, which lead to competition in the occupation of the territory between the demand for urban land and the demand for land for agricultural activities. As a consequence, these changes in land use have led to the proliferation of activities such as commerce, industry, storage, hotels, industrial production and manufacturing. With this, the transfer of waste generated negative impacts on the environment, which will gradually and steadily increase.

The peri-urban space is the space resulting from a process of dispersed urbanization, a product of the expansion of the city associated with land of a rural nature. The peri-urbanization frames a diffuse transition between the country and the city. The objective of this work is to reconsider the negative stigmas that accompany the emergence, promotion and development of peri-urban spaces, to transfer its discourse towards a new urban management proposal, which allows to compensate the mistakes made in urban spaces. This study starts from the assumption that it is possible to modify the management processes in the peri-urban space to advocate, under a new paradigm, a conscious and planned urban process that reconsiders and respects the values ​​of a rural space for the sake of a better quality of life of its inhabitants. The proposed methodology is the comparison between rural and urban spaces, as well as the steps that outline their urban processes, with environmental, economic, inclusion and social considerations. The results show the transition of urban processes into consolidated urban spaces and peri-urban spaces, as well as the possible advantages of the revaluation of peri-urban space. The conclusions allow us to assume that in the face of the focus of degradation and impairment that has prevailed over peri-urban spaces, it is possible to question these dominant paradigms, thus opening the possibility of revaluing them, and being aware of the opportunity that they offer us to redesign them.

The paper analyzes the social conditions in the COVID-19 conjuncture in the State of Mexico. Social indicators like health records, cartography, and literature form the basis of the study. The scenery characterizes the pressure of the urban population. Synergies of social policy and economic factors are expressed in the rates of marginalization and poverty. One way or another defenselessness of more than half of the population, informal employment, and income within the limits of well-being. The prevalence of non-communicable diseases, overestimation of coverage, ambiguous access, and the deficit of human and material resources of public health services. The coronavirus condensed its contagion capacity and lethality in contexts of inequality, and lack of social protection. Exhibiting the thin line of extreme poverty by income and the burden of chronic disease associated with dietary and behavioral risk factors in adults, and older adults. The results establish a baseline for analyzing the political, economic, and social recursiveness that exacerbated the COVID-19 health crisis. The sustainable vision prescribes binding human rights solutions. Addressing the causes of inequality, access to work, sufficient income, preventive health education, health services, scientific and technological development, training of specialized human resources to address the community, and emerging diseases to emanate.

Climate change is one of the great historical milestones in environmental management, which has marked a turning point in the sightseeing towards environmental problems: preparing in advance is one of the few ways to responsibly approach environmental management in many areas, especially in public management. Within the framework of an agreement between Ministerio de Transporte y Obras Públicas (MTOP) and Fundación Julio Ricaldoni (FJR) from Facultad de Ingeniería (UdelaR) in Uruguay, an inter-institutional technical team carried out a study of vulnerability to climate change of road bridges. The main guidelines and the three products to be achieved were part of the terms of reference of the Road Rehabilitation and Maintenance Program 8733-UY financed by the World Bank. Their satisfactory fulfillment was mandatory for allowing three individual disbursements. The abovementioned products were: a methodology for approaching and selecting twenty bridges for next working phases; an analysis of the vulnerability of each one of them, faced to hydrometeorological events, by using ad-hoc risk matrices with basis on the proposed methodology; and action plans for hydrometeorological contingencies, developed at the operational level for two of the considered bridges. In this paper, the three products are presented in detail, considering from the methodological approach to each one of the final products achieved.

In the current context where fossil fuels generate a serious environmental problem, in recent decades new sources of alternative energy that are more environmental friendly have been sought, including solar, wind, wave and geothermal energy, the latter being the only one that does not depend on the climatic conditions or meteorological weather of the región where it is applied. In Mexico, the geological conditions of its territory favor the existance of geothermal potential, being currently the 4th country with the highest installed geothermal-electrical capacity with 985 MW, however, it is estimated that the country´s total potential reaches 9,686 MW deferred in 276 locations in Mexico. An existing problem for the delimitation of these geothermal locations is that very specific and expensive studies are required that do not over the potential of a región, consequently, with this work a technique is proposed to know this information using satellite images and applying remote sensing techniques and analysis in geographic information systems to correlate physical characteristics of the Earth such as the land surface temperature and the density of the subsoil using gravimetric anomalies that serve as indicators of gethermal activity. This technique performs as a very low cost initial survey for more detailed field studies, and it was also used to delimit 3 geothermal zones in Nayarit, Mexico.

This article reflects on the relevance of urban solid waste collection in the context of the covid-19 pandemic. Using the methodology of comparative analysis and the conceptual scaffolding of political ecology, a review is made of the public actions and non-actions carried out by five municipal administrations in Mexico in relation to the collection, treatment and final disposal of waste in their respective territories in the period of one year in the context of the covid-19 pandemic. It is concluded that the actions implemented by these local administrations, were not aligned in a forceful way with the recommendations stipulated by the federal government for the subject under study, likewise it is shown that in the sites of final disposal of urban solid waste, tons of waste contaminated by the Sars-Cov2 virus and personal protection elements, such as masks, face masks, gloves, among others, are concentrated, which are contaminated environmental liabilities of high sanitary danger in the short term.
