Resumen
The purpose of this research work is to establish a proposal to enhance the growth and positioning of micro enterprises in the clothing sector of Pasa Parish in Tungurahua. The investigation has two phases: the one that analyzes the commercialization systems and the profitability; and the other phase oriented to establish the Competitive Diamond, by means of a Diagnosis of the productive chains and the establishment of competitive strategies for this sector. Through the development of the cluster model as a research proposal, the appropriate conditions for its development and business growth in this sector are stipulated.

Resumen
The article studies the Condorcet Paradox applied to the operation of the Cantonal Cabildo of Cuenca - Ecuador. The vote taken within a political space obeys the majority rule even when its decision involves normal organizational development. The findings determine that for several years the rates of drinking water were not modified despite the fact that ETAPA-EP presented money needs and was compromised. The Condorcet Paradox is recognized when voter preferences are cyclical even though the individual preference is contrary to the group. The study presents historical - qualitative analysis.

Resumen
The purpose of this investigation is to analyze the sanctioning and compensatory nature of the surcharge in the tax determination processes. The work demonstrates as a problem the different interpretations made by jurists and doctrinaires, from the approval of the Reform Law for Tax Equity of the year 2007, article 2, which modified Art. 90 of the Organic Tax Code. For this, from a qualitative design, through the exegetical research method, the meaning of the norm was reviewed, complemented by jurisprudence and interviews. Finally, the double nature of the surcharge applied to the tax obligation is presented as a result.

Resumen
The Ecuadorian State recognizes the right to work of public servants in all its forms; both the Constitution of Ecuador and the Organic Law of Public Service. The present study analyzes the aforementioned regulations and judicial resolutions; and it is determined that the legal system is inefficient which violates constitutional rights and principles. The methodology that was used was a critical proposition with a qualitative-quantitative approach, through the use of magazines, books, jurisprudence, laws, which allowed legal support.

Resumen
The objective of this article is to analyze the growth of economic groups in Ecuador during the period of the government of former President Rafael Correa Delgado. The data analyzed show that, as the Ecuadorian economy improved in the 10 years of the correísta era, the economic groups generated higher incomes compared to previous periods and, together, their level of accumulation of wealth. In addition to this, the influence of certain economic variables and the income level of the economic groups is analyzed. In this sense, the economic groups took advantage of the potential that the Ecuadorian economy had to increase its income even more.

Resumen
Using data from the Ecuadorian private banking system for the period 2000-2017, this paper analyses macroeconomic and bank specific variables as determinants of credit risk, evaluated through a panel data with random effects. The findings highlight that macroeconomic and financial conditions of the country can explain credit banks quality in Ecuador. In particular, the factors that influence the credit risk in private banking system are the unemployment, government variables, the growth rate of loans, provisions, profitability and size.

Resumen
The textile industry, which historically has been relevant for the Ecuadorian economy because of its influence in macroeconomics aggregates such the Gross Domestic Product (GDP) and the employment, has growth problems reflected in its production level. The objective of this article is to determine the principal cause of the low level of growth of this industry; for this reason, it will be checked the relationship between the industrial concentration and the level of growth of the industry. On the other hand, it will be determined the existence of entry barriers and productive problems that the Ecuadorian textile industry faces on, like causes of its low level of growth. In this article, it will be developed a qualitative and quantitative research. The principal results are that the textile industry presents a low level of industrial concentration and the entry barriers are not strong, for this reason, both do not have a direct influence in the low level of growth of the industry. Nevertheless, the Ecuadorian textile industry has structural problems derived from the industrial activities of the enterprises and the public policy. These problems are the principal cause of the growth problems of the industry.

Resumen
Ecuador is a primary exporter of raw materials that other countries add value through industrial processes and incorporation of services, thus squandering the possibilities of increasing revenues. Therefore, the change in the productive matrix represents a challenge and an opportunity for the Ecuadorian economy. In this regard, the national government prioritized 14 productive sectors to optimize investment. Now, this study, through the application of tabulated and statistically processed surveys, sought to determine whether or not this prioritization responds to the expectations and interests of the citizens and the business community of the province of Tungurahua.

Resumen
The study establishes the affectation of the Law of surplus value to avoid the speculation of the Earth in the performance of the sector of the construction of Canton Ambato; the misinformation generated by the media and the chambers of construction attributed to the regulations the economic decline in the sector, in just one year since its publication, hence its repeal in the year 2018 through popular consultation; However, after analyzing the factors, it is concluded that it was not the Law that caused the recession of the sector but other macroeconomic factors. Given the focus of the research, sources of information were accessed from the official databases of related state institutions.

Resumen
The objective of this research is to carry out a comparative analysis of the profile of the entrepreneur through his competencies in zone three of Ecuador. The analysis is descriptive, quantitative and qualitative. A survey is applied to 397 entrepreneurs. Their results are statistically based on: Kaiser-Meyer-Olkin and the Bartlett test; correlations and analysis of main components, to conclude that this entrepreneur is an innovative individual, committed to his company and attentive to opportunities, leader and communicative, with strong ethical and moral values, capable of facing difficulties of his environment, mainly economic, technological, cultural and social.
