O sistema brasileiro de controle jurisdicional de constitucionalidade confere amplos poderes ao Supremo Tribunal Federal em matéria de definição do sentido da Constituição. Como reação a esse modelo forte de controle, o Congresso Nacional tem adotado como estratégia de reação a aprovação de emendas constitucionais como forma de superação das decisões judicial declaratórias de inconstitucionalidade. De modo particular, no caso denominado Prática da Vaquejada, tem-se um exemplo claro desse fenômeno. O STF, instado pelo Procurador-Geral da República por meio da ADI n. 4.983, consignou que a prática da vaquejada seria incompatível com o direito à proteção ao meio-ambiente e o dever do Poder Público de proteger os animais contra práticas que os submetam a crueldade (art. 225, caput e §1º VII da CF/1988). Em 19 de outubro de 2016, antes mesmo da publicação do acordão do STF, o Parlamento apresentou proposta de Emenda à Constituição para alterar o texto constitucional e estabelecer que não se consideravam cruéis as manifestações culturais definidas na Constituição e registradas como bens de natureza imaterial integrantes do patrimônio cultural brasileiro. O Congresso Nacional, em 6 de junho de 2017, ou seja, em menos de um ano do julgamento do STF, promulgou EC n. 96/2017, que acrescentou o § 7º ao art. 225, da CF/1988, passando a permitir práticas como as vaquejadas e o rodeio em todo o país. A pesquisa examina esse fenômeno tomando como base a teoria dos diálogos constitucionais, para verificar se é possível considerar essa interação entre Legislativo e Judiciário como um autêntico diálogo constitucional. O método utilizado foi a revisão bibliográfica, o estudo de casos, a análise de jurisprudência e das manifestações dos parlamentares no Congresso Nacional. Ao final o estudo conclui que nos caso analisado – prática da vaquejada - não houve efetivo diálogo, mas sim uma sobreposição de monólogos entre os atores envolvidos, uma vez que as razões do Supremo Tribunal Federal em geral não são levadas em consideração pelo Congresso Nacional.

The Argentine State of late XIX-early XX centuries displays a series of biopolitical and anatomical-political devices to organize an obedient and useful citizenship. In order to analyze this normalizing process in education we take the discourses of different Argentine educators of that time, focusing on the texts from Carlos Vergara (1859-1929). These discourses based on a genealogical approach are made more complex with the following authors and theoretical tools: Oscar Terán (the relationship between biopolitics, positivism, and education); Alfredo Veiga-Neto (State educational disciplinary processes to normalize citizenship); and Alejandro Herrero (epistemological and political disputes within the State's decisions on education). This epistemological political dispute over the "scientific will" of education allows us to observe different discursive positions, both normalizing as well as disruptive, of educators in the consolidation of a national model of State and education.

Nicaragua has a history of social conflict, where violence, at its various levels and manifestations, has been the way to resolve all forms of conflict in the pursuit of social peace. The constant search for the conquest of political power, almost always dominated by the economic interests of the ruling classes; the quarterly defense of national sovereignty, resisting any interference form, has meant hard armed confrontations to Nicaragua; as the popular insurrection of the 70s against the dictatorship of Anastasio Somoza, which culminated in the triumph of the Sandinista Popular Revolution in 1979. On April 18, 2018, Nicaragua faced a new socio-political conflict, which took the form of a Coup d'etat, without results for the sectors of the opposition to the Sandinista Government. The destabilizing action was organized by dissident groups of right-wing parties, colluded with leaders agglutinated under the Sandinista Renovation Movement (MRS), and Nicaraguan businessmen, organized in the dome of the Higher Council of Private Enterprise (COSEP), owners of large capital. All of them, opponents of the Government of Reconciliation and National Unity, who returned to power in the November 2007 elections. The purpose of this Article is to describe and interpret, from the Social Doctrine of the Church and from the Philosophy for Peace, the role played by the Episcopal Conference of Nicaragua as guarantor of the National Dialogue table, convened by Commander Daniel Ortega; whose main actors were representatives of the Government of Nicaragua and the Civic Alliance for Justice and Democracy.

The work that we present deals promptly with three facts that, in our opinion, were decisive for the development of the Salvadoran civil war. The failures of democratization in the electoral process, its war with Honduras and the failed attempts at Agrarian Reform paradoxically created awareness in the Salvadoran people that their whole being was engaged in these problems and that it was up to the people themselves to continue or break a struggle of submission that had affected their country's development possibility for years. Aware that the road to freedom was not easy, Salvadorans undertook the difficult challenge of facing established power and foreign policies that used their country with interests and ends that had nothing to do with the needs of the people. Twelve years of intense, deep and painful struggle that its causes can find in the reflections of Ignacio Ellacuría. We will analyze here your texts on the Salvadoran civil war.

Central America is located within the sphere of natural influence of the United States, and, therefore, has always had to deal with the processes that seek its hegemony. Thus, the period of the Cold War was no exception, but with the change of international system from a rigid bipolar to a flexible one, it is valid to ask whether this change affected US foreign policy. To answer it, the theoretical precepts are used as the periodization of the cold war proposed by Fred Halliday, systems theory by Morton Kaplan, systemic structural realism or neorealism by Kenneth Waltz, and the Theory of hegemony and agency by Joseph Tulchin.
