In the last decade of the 20th century, the Security Council used a tool that had previously been little utilized: temporary administrations over territories that experienced high-intensity conflicts. These administrations clearly demonstrate the broad powers of the United Nations. They are also important for understanding the subsequent development of international systems, including large-scale elements such as international criminal law and the responsibility to protect, and for explaining the immediate political situations in Iraq and Afghanistan. However, historical narratives have largely forgotten them. This article seeks to analyze these administrations, the reasons they were the last, and their political-legal effects.

The article analyzes the clean hands doctrine in international law and its impact in the field of procedural objections. The location of this doctrine in the sources of law, and especially as a general principle of law in article 38 of the ICJ Statute, is discussed in this paper. It is an aspect related to the normative and conceptual contexts of this institution, and its relationship with other principles and maxims derived from the principle of equity and good faith. In an emphatic way, the impact of the operation of this doctrine on the structuring and institutionalization of international society is argued, when it could prevent the jurisdiction of an international court or the admissibility of an international claim to resolve a dispute in interstate relations.

This essay briefly analyzes international commitments, merits and shortcomings, with special reference to international scientific and technological cooperation, the difficulties caused to developing countries by a system of patents and technological secrets that, by making the use of cutting-edge technology more expensive, prevents them from protecting their territories and populations from the effects of climate change, and,  in addition, to contribute to the world to the reduction or elimination of polluting emissions. It concludes by proposing that Mexico develop more solid policies in international negotiations on scientific and technological cooperation, especially on the eve of the adaptation program foreseen in the T-MEC for 2026.

This study examines, on the one hand, the rules concerning the criminal jurisdictional immunities of senior officials of the Venezuelan State, and whether the interpretation of their scope is incompatible with the need to ensure criminal responsibility for crimes against humanity, which would justify its revision. On the other hand, in light of the impossibility of applying the principle of territoriality to prosecute such conduct at the national level, the study analyzes the procedures and the legal standing of States within the international community to undertake such prosecutions, as well as the possibility of activating universal jurisdiction before Spanish courts following the reform of Article 23.4 of the Ley Orgánica del Poder Judicial or before Argentine courts in the wake of the decision to initiate an investigation against the President of Venezuela.
