Resumen
This paper intends to know the fundamental surface hydrological characteristics of the system formed by the Upper and Upper-Middle Sub-basins in the Sauce Chico river up to the limnigraphic station HL6005 (Nueva Roma - National Route 35). The river is developed on a total area of 1573 km 2 with a main collector of 104.5 km length which rises in the Sierras Australes in the province of Buenos Aires. The complex situation of irrigated agriculture in different tranches of the valley, creates the need for a preliminary assessment of the potential of integral and sustainable use of soil and water resources for the study area. Instantaneous daily fluviometric data available is analyzed and the zonal rainfall, evapotranspiration and the potential for monthly, annual and event runoff are examined. An hydrological modeling program that provides outflow hydrographs of each sub-basin, peak flows, peak times and volumes of runoff from an individual storm event is applied. From the point of view of supply for irrigation, the duration of average monthly flows for percentages of probability of occurrence of 90, 50 and 10%, determined average flow of 0.51, 1.63 and 3.98 m 3 /s, respectively.

Resumen
In this work the incidence of urban and peri-urban green spaces in the hydrodynamics for sub-basins of the city of Rosario is presented. A simple method for estimating an indicator, based on the runoff coefficient of the rational equation, which allowed quantify the magnitude of the impact of green areas in the runoff of each urban sub-basin, was applied. The runoff coefficient (C), corresponding to a given area is estimated by the use and kind of existing soil, following a wide bibliography. The soil classification was made using satellite images and field tasks, associating classes detected and runoff coefficients, defined for different types of coverage of urban and rural soils. A method is proposed to relate changes in the indicator, according to scenarios of land use, with modifications of flood risks. This relationship can detect that adequate increases of green surfaces, significantly reduce the risk of flooding in urban systems. In all three cases, a scenario that respects not developable areas and urban green spaces can evacuate future rainwater surpluses with the same existing infrastructure and to host major population.

Resumen
The environmental management and land use planning, turns out to be a difficult issue for all governmentalauthorities. Monroy PhD, in his doctoral work called Systemic Model for Environmental Impact Assessmentat a River Basin Level, proposed a methodology to quantitatively assess the environmental impact at a riverbasin level. In the same work proposed an indicator called EVI (Environmental Value Indicator, standing forIVA in Spanish), which includes the result of environmental impact value with other macroeconomicvariables, with the support of Fuzzy Logic. This work supports a better decision making about its use andenvironmental management.

Resumen
On 10 december of the year 1948, the General Assembly of the United Nations, by resolution 217 A (III),adopted the Universal Declaration of human rights, incorporating all the basic rights of the human being,except -oddly- of the right to drinking water. It was necessary to wait for more than 60 years, for on 28 julyof the year 2010, through the resolution 64/292, the General Assembly of the United Nations explicitlyrecognize the human right to water and sanitation. We also heard in recent years -particularly in chance ofelectoral events- political speeches that elegant expressions reaffirming the right to water, although withoutproviding even a proposed "quick" how to guarantee such right, and much less of the legal tools for yourprotection. In the present work, referred to the risk of hydric diseases; to the historical references to humanrights, and in particular of the right to water and sanitation in the province of Santa Fe; and the historicalabsence of a policy in this regard; water for human consumption as the main objective of the proposed waterpolicy; the guarantees of the right to water, and a basic proposal of legal system for such guarantees.

Resumen
In the Pampa region of Argentina, in the last decades, agroecosystems have evolved towards more agricultural than livestock schemes. The natural grasslands were being replaced mainly by agriculture, affecting territorial biophysical sustainability. Likewise, there were negative effects on ecosystem services (SE) as a result of these transformations. The objective of this work is to assess the impact of land use change over four decades on biophysical sustainability (SB) and on the SE servicies, in the basin of Ludueña stream in southern Santa Fe (Argentina). To evaluate the SB changes between 1976-2015, three indicators were used: Remaining Vegetation Index (IVR), Demographic Pressure Index (IPD) and Environmental Criticality Index (ICA). Three types of ecosystems and nine land coverings were identified and ecosystem services were valued through the methodology developed by Castañeda Camacho (2013). The results indicate that the basin is in danger, and the SB with low probabilities of persistence, with high environmental risk, mainly due to the greater change of the IVR. Forest plantations, native forests and the main stream are the most important cover for the provision of SE and agricultural crops represent a low ecological importance coverage. The nine coverings contribute in different proportions with the ecosystems to sustain the ecological balance and receive the waste. It is necessary to produce as quickly as possible, changes in the use of land that are oriented to balance the surface of temporary pastures with agriculture, expand the dedicated to forest plantations, and preserve all aquatic ecosystems.

Resumen
Preliminary results of a study on a physical modeling referred to hydrologic effectiveness and efficiency are presented herefor use in the Greater Resistencia Metropolitan Area (AMGR), Chaco. Extensive green roofs are systems that are placed on traditional roofs to reduce the effects of waterproofing of urban land in order to laminate runoff hydrograms they generate. They are composed of several layers built with different elements, having different characteristics and properties, the upper layer consisting of an organic substrate, and thin thickness, which allows growth of low size vegetation and for what are known green roofs. Increasing on waterproofing associated to urbanization, the low natural slope of the land and its location in an area of water risk makes it conducive implementing this system in the cities making up Great Resistencia Metropolitan Area, as a mitigation measure that would minimize effects of high intensity rainfall, thus reducing and delaying direct runoff water, helping to avoid (or at least minimize) flooding caused by rainfall. The aim of this work was evaluate qualitatively and quantitatively effects of this type of roofing. To do this, a physical model of the extensive roof was constructed, by using a traditional flat roof as a comparison. Preliminary results obtained showed an important damping and retarding effect of the runoff of this type of roof.

Resumen
The study of the rainfall distribution and temporal evolution is interesting in hydrological design projects. The IDF curves is most useful methodology to define the design storm based on rain intensity, duration and recurrence. Its construction has often been limited by the availability of pluviographic data, in relation to the spatial coverage of the stations and the insufficient length of the records. The objective of this work is to update the curves of the IDF of the Meteorological Information Center (CIM) "Lic. Enrique B. Rodríguez", Facultad de Ingeniería y Ciencias Hídricas, Universidad Nacional del Litoral (FICH–UNL). The IDF curves was determined by Sherman methodology and was verified that the rain intensity decreases when the duration increases and, during the same duration, the rain intensity increases with the return period. The rain intensities less than and equal to 10 minutes exceed 100 mm/h for all recurrences. The IDF curves for the CIM station show a lower rain intensity and those defined for the cities of Rafaela and Paraná, with percentage differences that increase with recurrence.
