The Parish of O (Freguesia do Ó) is today an important reference to understand the history of the city of São Paulo from the perspective of urban growth and sociability built in an occupation beyond Tietê river. This is a phrase of a text produced by an architect and urbanist, i.e., how we could start writing about the neighborhood. However, our proposal is to present different voices about the Parish that have found in heritage a common place. Together, we formed a Working Group (WG) of the Paulista Network of Heritage Education (Repep) that since 2015 has been meeting to elaborate educational actions and proposals for valuing the local heritage, either by reviewing the listed heritage resolution or in defense for the constitution of a local memory space. Thus, we produce texts about our relations with the Parish of O and how we identify with this heritage. In this paper, after introducing the work of the WG, we expose the individual texts aiming to build a written dialogue. Although we do not represent the totality of different urban subjects, we hope to demonstrate the powerof a work produced through social participation, including the different meanings and narratives that  exist in the heritage of the Parish of Ó.

The breadth of the concept of industrial heritage, ratified by the Nizhny Tagil Charter (2003) and the Dublin Principles (2011), highlights the urban and territorial dimension of the testimonies of industrialization as one of the main challenges to be faced by preservation actions. By analyzing a selection of administrative legal processes of the CONDEPHAAT (Council of Defense of the Historical, Archaeological, Artistic and Tourist Heritage of the State of São Paulo, an organ created in 1968), we identified, since the mid-1970s, a gradual perception of this urban dimension in studies focused on the preservation of industrial heritage, despite the difficulties related to the limits of the instrument called “tombamento”, originally intended for the protection of buildings considered in isolation. From the analysis of some administrative legal process of preservation of São Paulo industrial heritage, this article intends to underscore the presence and breadth of mentions to the urban and territorial issue along the CONDEPHAAT trajectory, highlighting the ways of understanding the urban relations inherent to this heritage in each historical period and the possibilities for deepening this debate today.

Amid the recent recognition of assets linked to the history and memory of black populations by the heritage preservation agency in the State of São Paulo, Conselho de Defesa do Patrimônio Histórico, Artístico e Turístico do Estado de São Paulo (CONDEPHAAT), the present article discusses issues about the adequacy of usage of landmark instruments and of registration in the identification and protection of Afro-descendent territories as cultural asset, based on technical studies on Candomblé and Umbanda sites conducted by UPPH, that guided decisions made by CONDEPHAAT. This work seeks to contribute to the discussion on the importance of preserving these spaces, as they are material supports for the African-Brazilian culture in São Paulo.

This paper aims to discuss cultural heritage and the place of memory in the housing complexes built by the Retirement and Pension Institutes (IAPs, for its acronym in Portuguese) in the City of São Paulo in the 1940s and 50s. Based on an oral history project featuring residents of these complexes, we discuss the construction of the past and its meanings in light of the architectural and urban transformations in the city. To what extent are the housing complexes considered cultural references by these social actors? How would we go about perpetuating these buildings for future generations, in light of the constitutional requirements for expanding what is considered as cultural heritage? The residents’ accounts of both their past and present experiences reveal deep connections to (whether in their appropriation or criticism of) the historical housing programs promoted by the IAPs in Brazil. This oral history will contribute to discussing accounts of life in the housing complexes and their relationship with modernday preservation practices

This article focuses on the landmarking of natural areas by the CONDEPHAAT - Council for the Protection of Historical, Artistic, Archaeological and Tourist Heritage. It discusses the potentialities and limits of landmarking in the preservation of natural landscape in all its aspects between 1970 and 1990, when most actions were developed by this agency in the state of São Paulo. It also proposes the landmarking of natural areas should be discussed as a current issue, in constant interdisciplinary dialogue as an indispensable debate in the renewal of studies on preservation, and especially under the responsibility of cultural heritage.

his scientific article presents the research results about six textile factories installed in three different administrative regions of Sao Paulo State between ending of XIX Century and 1920´s. These buildings, devoid of their original function generally since 1980´s, was recognize as cultural heritage by CONDEPHAAT (institution responsible for developing cultural heritage policy in Sao Paulo) after citizens compromised in keeping alive multiples memories related to these buildings require it to list them. Based on criteria developed by Cultural Heritage Department’s technicians, four plants were declared State´s Cultural Heritage. It is important samples which are relevant to understand work relations, industrial architecture, and urban, economic and technology development from the textile sector – the most powerful in the country at that time. Currently, the buildings are being used with other functions, resignifying their presence in landscape and inside collective imaginary, sparking debate on how to integrate old structures into the new needs of contemporary cities.

O Patrimônio é o tema da arq.urb 26, em número especial bilíngue. Se revisitar o tema é sempre oportuno, ainda mais neste ano de 2019, em que a Área de Arquitetura, Urbanismo e Design (AUD) da Capes reuniu a elite da pesquisa do país propondo um território de ação futura integrada aos objetivos do Relatório Mundial Re|Pensar as políticas culturais: criatividade para o desenvolvimento 2018, lançado pela UNESCO. Este Relatório Mundial contempla o papel da cultura no desenvolvimento sustentável e define metas e estratégias para o cumprimento dos objetivos da Agenda 2030. Assim, a AUD ilumina a trilha da valorização da sustentabilidade e dos Objetivos do Desenvolvimento Sustentável, entre eles: ODS 11.4 Fortalecer esforços para proteger e salvaguardar o patrimônio cultural e natural do mundo. Nesse sentido, nossa edição contém uma parcela representativa dos esforços de pesquisadores brasileiros.

In this paper we present the construction process of the 11th edition of the São Paulo Architecture Biennial, carried out between 2016 and 2018, focusing on its structure as a research platform.Throughout the text we present a brief narrative about the process of construction of the Biennial, the definition of its format – which emphasizes the action in the territory – culminating in a critical review of the event in the current conjuncture of the field of architecture considering its social and political approach. With a focus placed in the geography of its own territory, the city of São Paulo, we present a constellation of actions, that is, a series of ‘places’ articulated by the event. Based on that experience we promoted a localized and situational reflexion, also globally articulated, introducing the challenges of its process and the outcomes of the event, including the register of the legacy proposed by that format.

Built heritage protection in Brazil has included, from its beginning, preservation through its environment. Neighborhood, settings, surrounding or buffer zones are some of the names for the same instrument that refers to the surrounding area of listed heritage and subject to restrictions of usage and occupation to induce preservation through its immediate space. This paper aims to analyze the surroundigs of listed heritage and their interfaces with the city, approaching the challenges in its conception as a preservation instrument. Therefore, we initially present how the concept of surronding was conceived as part of an urban policy by national heritage policies. Then, we explore legal competences and relations between heritage with urban planning from the surroundings of Oficina Theater. Finally we investigated the surroundings of listed heritage as a theme in the Urban Intervention Project (PIU) Central Sector of São Paulo city, a municipal urban project that has heritage as one of its main axes. Thus, we intend to contribute to the reflections on how surroundings of listed heritages can be articulated with urban management, becoming a policy of preservation of cultural heritage.

This article was prepared based on a talk given at the Department of Landscape Architecture at SUNY ESF (College of Environment, Science andForestry, State University of New York) in April 2017. The original title was Public Space Activism and Reclaiming the Commons. It was changed to the current title as I realized later that the focus was not about reclaiming or restoring commons that once existed but instead about new commons – new social relationships, new model of interactions in the society that can be facilitated through design, planning, and placemaking practices that build on what we know and do already in community engagement but in a more nimble, networked, and open-ended manner, a mannerthat is exemplified in aspects of recent public space activism. Additionally, part of the writing has been previously published in Perspecta 50 (HOU 2017a).
