Resumen
This paper explains the importance of water desalination as an option to worldwide water scarcity. Since thosemethods used to obtain desalinated water normally consume conventional energies, it proposes that this activity must be realized with energy justice, I mean, energy that is affordable, efficient, sustainable, and renewable. The foregoing to observe the 2030 Agenda for Sustainable Development targets related to goal 6: “Ensure availability and sustainable management of water and sanitation for all”, as well as to goal 7: “Ensure access to affordable, reliable, sustainable, and modern energy for all”. A review is made of both the experiences of water desalination and the concept of “energy justice”. It concludes noting that desalination at any energy cost and conventional or renewable energy consumption at any socio-environmental cost are not sustainable alternatives.

Resumen
What happens when the rule of law meets the practice of human rights? One notion expresses it synthetically: constitutionalizing the person. This article delves into its implications; that is, the full alignment of all the State activities towards the achievement of the fundamental interests of every human being. It will do so by focusing on the characteristics that identify human rights: universality, indivisibility, interdependency inalienability, progressiveness, imprescriptibility, indefeasibility. It also describes the trends that are currently strengthening the Rule of Law and Human Rights relationship.

Resumen
The new six-year term in Mexico has tested again the balance of power. Constitutional justice acquired relevance in the face of the domination of a new hegemonic government. From the perspective of weak constitutionalism, it is asked whether the Judiciary and, in particular, the Supreme Court of Justice of the Nation, has the appropriate institutions to comply with a genuine constitutional justice. The hypothesis points out that, although there are important institutions, there are important limitations that prevent full justice. The method follows the classification of adjective and substantive functions, analyzing the scope of the various judicial decisions. It demonstrates the limitations that exist and proposes ways to expand constitutional justice.

This article aims to offer an answer to the following question: Why, despite all his political power, Andrés Manuel López Obrador (AMLO) did not carry out in his first two years and a half in power constitutional reforms that significantly impacted the nature of the political regime? Which reforms did take place and why? An attempt will be made to offer an answer based on an account of the constitutional reforms approved by the government of the so-called “fourth transformation” in its first two years and a half of government.

Resumen
On March 15th, 2018, a sadpiece of the Brazilian past was cleared. Finally, Brazil was condemned for its failure to investigate the arbitrary detention, torture and death of journalist Vladimir Herzog in the basements of the dictatorial system (which occurred in 1975). The text that follows seeks to collect specific data from the sentence issued by the Inter-American Court of Human Rights contextualizing it to concomitant historical facts, to, at the end, bring some particular conclusions infavor of the rights to memory and the truth. Technical (mostly) and social (minority) aspects will be seen, using historical and descriptive methods. As research material, doctrinal and jurisprudential analyzes were used.
