Background: the development of information and communication technologies plays a fundamental role in the progress of new teaching-learning systems.Objective: design a virtual environment as a didactic tool to strengthen the teaching-learning process using the Moodle platform.Methods: a development research was carried out between September and December 2017 at the General Teaching Hospital "Guillermo Domínguez López". Theoretical methods were used: analysis-synthesis, historical-logical, induction-deduction and modeling; and empirical: observation and survey in the form of an interview. The methodology used for software development was RUP (Rational Unified Process).Results: a tool was implemented that allows teachers to manage virtual courses as an online space to support face-to-face teaching. Its design provides ease of use and management, allows the administration of user profiles, the management of activities and resources of the courses created, and the administration of the site.Conclusions: the virtual learning environment responds to the needs of the teaching-learning process of the entity. Their functions correspond to the design model and the functional requirements have an appropriate implementation.

The research paper communicates the obstacles that the "Henry Reeve" Brigade had to receive the financing agreed with the World Health Organization, necessary to fight  Ebola in Sierra Leone, due to the economic, commercial and financial blockade imposed on Cuba by the United States, which delayed the construction and assembly of hospitals, even knowing of the explosive increase of the epidemic; and recognizes the patriotic attitude of the collaborators determined to fulfill the mission despite all the setbacks. The political-partisan activity and collective leadership, the appointment of a Cuban business manager, the creation of the Ebola Management Center in the Ministry of Public Health and the designation of a focal point to attend the brigade by the World Health Organization allowed the development and successful completion of the mission.

Within the realm of comparative politics, ethnicity has been conceptualized as both a fixed category in which individuals are born, as well as one of multiple identities that can be made politically salient by different actors. The latter perspective corresponds to instrumental and constructivist conceptualizations of ethnicity that seeks first and foremost to answer the question: ‘Under which circumstances will ethnicity activate and affect citizens’ political behavior?’ Since the 1990s, Latin American social movements began to ‘play the ethnic card’, which culminated with the first indigenous candidate ever, to win a presidential election in the region in 2005. Applying research designs based on instrumental and constructivist conceptualizations of ethnicity could significantly advance the study of Latin American social movements.

Studying the crimes of which women are specifically victims in International Criminal Law is a very difficult task, due to the cruelty and the tolerance with which they are contemplated. In recent times, crimes of a sexual nature are a very cheap and highly effective instrument of war. In spite of this, the social mobilization at the end of the 20th century, due to the near immediate knowledge of the brutalities committed in armed conflict has given rise to more awareness of these behaviours and the rejection of impunity in relation to these crimes. While we are making advances with respect to their repression, the same thing cannot be said about their prevention and reparation, issues that are still unresolved matters.

This article evaluates two theories that seek to explain the outcomes of asymmetric conflicts. It uses evidence from a case study of the Arauco War (1536-1883). The war resulted, unlike most other instances of European colonization, in the victory of the weaker side. The first theory argues that in asymmetrical warfare, opponents choose between direct (conventional) and indirect (guerrilla) approaches; the stronger side is more likely to win same-approach interactions, while the weaker side is more likely to prevail in different-approach interactions. The second theory advances the claim that when armies become mechanized, they gather less intelligence from the ground, and are therefore less likely to solve the information problem - telling combatants apart from noncombatants. The analysis of the Arauco War shows the limitations of the first theory: the stronger side can easily win some different-approach (indirectdirect) interactions, while the weaker can win same-approach (indirect-indirect) ones. The study lends support to the second theory, especially once it is generalized to include cultural differences as factors that exacerbate the identification problem.

The Most Favored Nation Clause has attracted much attention in the international investment regime in the past years. The debate has centered on whether such regulation allows the attraction of more favorable conditions regarding the resolution of controversies. This paper moves away from this debate to analyze another problem that has gained much less attention: the possibility that, through said clause, more favorable conditions included in previously signed treaties are attracted. This possibility is of great interest since it could hinder the modification of the investment attraction policies of the States as expressed in their investment treaties. If eventual shifts in the development strategy are desirable, the clause constitutes an obstacle that should be thoroughly examined.

This article analyzes the cooperation that Chile has offered to other countries with similar or lower level of development during the last two decades. For that purpose, is analyzed the chilean policy of South-South cooperation, presenting the main features of a model that, in addition to promoting the development of countries in its regional context, it is an adaptive response to the changes that are occurring on the international system in the last years. Knowing the implications, trends and future challenges of this policy, paying attention to structural and sociocognitive factors that explain the model adopted, are the main purposes of this article.

From Geneva, the International Labour Office was interested from early linked to technicians, professionals, intellectuals and union leaders in the Americas. Latin America and the ILO itself, today remains a subject that has many opacities in the historiography of international, labor and institutional relations. This research explores the relationship established Moisés Poblete Troncoso (Chile) and Vicente Lombardo Toledano (Mexico), which is an example of many others, it is time to describe and explain, to interpret to better labor institutions in Latin America and the Caribbean, expanding perspectives have focused exclusively on the “labor practices”.

Assumptions of the constructivist theory in international relations allow to model principles and agenda of the discourse of diplomacy with Chinese characteristics. This model emphasizes an anti-hegemonic orientation, respect for the particularity of the countries and a multiple agenda. However, in Chinese president Xi’s speeches, and in comparison to domestic policy and partisan politics, only the principle of “peaceful development” stands out, because of its high frequency and its conceptual relations. Moreover, the agenda in foreign policy shows a clear concentration in economics and security.
