The objective of this paper is to estimate the effect that innovative capacity exerts on the economic growth of the states in Mexico, highlighting the differences in their locative context and degree of international integration. The estimation method consists of a dynamic panel econometric model for the period 1998-2013 with annual data. To avoid technical and statistical discrepancies of the patents, an aggregate indicator of technological activities is constructed with a factorial model. The results show positive effects of the innovative capacity in the growth only for the entities with greater integration to the international market and those located in the northern border. In the case of patents, no specification was found that has significant effects. Among the implications for public policies of economic growth based on science and technology is that differentiation by context optimizes its functionality and efficiency.

The aims of this essay are: to identify some survivals of classical nationalist thinking in the Latin American field of border studies and to offer some tools to further a critical epistemology on borders. This essay is fundamentally based on a bibliographic exploration work and on the reflexive process that took place in my own research experience. I will pay particular attention to the persistence of the association between the concept of frontier and the form of the nation-state, as well as the monoscalar look. I mainly review the production of the Latin American south of the last decades, although works generated in countries further north are also recovered. This work does not reach conclusive results, but develops some guidelines that order my individual work as well as that of the group that I am part of, the Group of Studies on Borders and Regions of the University of Buenos Aires.

This essay is an analysis of the novel La mitad del infierno by the writer from Chiapas Óscar Palacios, in which the representation of the southern border of Mexico is examined as a non-place. The study employs this category proposed by Marc Augé. Based on it, the multiple plots that underlie the novel are analyzed. In addition, Ricoeur's hermeneutics serves to understand the ideological implications that surround the reader to represent the Mexican southeast. Based on the above, the representation of the southern border is palimpsest of places (historical, relational) where, according to the plots, the idea of non-place is imposed as one of the ways of conceiving the boundaries between Mexico and Central America.

The objective of this article is to understand the context of social exclusion faced by children of migrant families residing in Chile, as well as the use of intangible cultural heritage that they use in school spaces to advance towards social inclusion. From a qualitative methodology, the sample was integrated by professors and psychosocial team who work in a public school. The technique used for the collection of information was focus group. Content analysis was used to analyze the data. The results reveal a geography of social exclusion expressed in the neighborhood, work and school context. However, valuation of intangible cultural heritage is also identified as a tool to move towards social inclusion.

This research project used a positive deviance approach to identify Mexican immigrant women (MIW) who have experienced great stress and who have positive mental health indicators in order to determine the factors behind their resilience and coping skills. Signposts, strengths and resources contributing to positive mental health are identified and described. The resilience of participants in this study emerged as a very dynamic phenomenon. A series of internal assets helped these women find meaning, purpose and build resilience. Social networks, families, positive attitudes, and purposeful behaviors determine the strengths and well-being of this group. This may be the first exploration of the mental health assets of MIW. Although the purposive sample in the study limits the generalization of its results, the specificity of its population is a clear point of comparison and reference. The study has implications for the design of health promotion interventions with individuals of Mexican shared ancestry.

The experience behind local environmental bi-national collaborative initiatives in the Tijuana river watershed is examined, and the governmental participation from Mexico and the U.S. in those spheres. The analysis encompasses four main topics: the characteristics and environmental problems of the watershed; the local bi-national initiatives undertaken on the last decades; the governmental involvement in that experience, in the context of the structural differences between the two countries, and some reflections from the perspective of the global debate on the importance of local levels in trans-boundary watersheds. The results illustrate the potential that local initiatives as those studied, presents to complement the search for cooperative solutions to the common bi-national water problems. It is concluded that Minute 320 from CILA-IBWC represents a unique opportunity for the Mexican governmental instances to implement operative mechanisms to facilitate the interaction with their social and governmental counterparts at the sub-national levels.

The objective of this article is to propose a discussion on the role of multiculturalism and its implications within the Mexican nation-state from the methodology of legal studies, given the lack of legal and institutional tools to address the growing challenge of a multi ethnic society that aspires to a peaceful coexistence; where the indigenous peoples of Mexico uphold old demands on compliance with and respect for their Fundamental Rights, now based on international law and jurisprudence. The proposed analysis shows that despite the constitutional reforms of 2001 and 2011, it is necessary to introduce major legal reforms, including pluralism and interculturality in the public agenda and institutional space. The case of the Yaqui tribe is paradigmatic because they are waging a legal and peaceful struggle for their fundamental rights against the dispossession of their ancestral territories and its natural resources.

Paradiplomacy is a new international participation phenomenon involving local governments and other non-State entities. This research aims at analyzing paradiplomacy and observing the economic development in the Reynosa-McAllen cross-border region after the North American Free Trade Agreement (NAFTA). A qualitative research method with a descriptive approach was used. The data collection instruments were a literature review and interviews. The findings indicate that outreach activities between Reynosa and McAllen respond mainly to teamwork between the Municipal Government of Reynosa, the Tamaulipas State Government and the McAllen Economic Development Corporation (MEDC), which have increased investment and employment, thereby generating economic development in this cross-border region.

The objective of the investigation is to analyze the development of illegal practices and their relations with the control and repression devices in the Brazil/Paraguay border, specifically in the boundaries between Foz de Iguazú-Ciudad del Este and Guaíra-Salta del Guairá. Methodologically, we use interviews, bibliographic sources and criminal processes. Through the sociological historical approach, we problematize the relations between illegal practices and state apparatus in three specific moments, which represent periods where the Brazilian government and the inhabitants of the zones referred to presented different positions in relation to the borders. The investigation allowed to conclude that the organization of the labor market and the experiences of the residents of the border are related to the intensity of the presence of the State in the region studied.

The article aims to describe the interrelation of labor markets, the productive structure and regional development models. Based on the theories of Sociology of work and development, we propose a macro-structural methodology, cutting descriptive, based on the comparison of the behavior of local labor markets, during the period 2000-2010. The case studies were the States of Baja California and Puebla, representative of two models of regional development: a border and non-border one. As main result, it was identified in both contexts a process of precariousness of the labor market, but responded to particular dynamics and affecting different populations. Although, in this work is accomplished to meet more fully the effects of the economic crisis and industrial relocation in the territory, the study could be expanded to show the limitations of other models of development.
