The paper’s goal is to assess the already implemented information and knowledge managers at InSTEC. This allows improving the managers’ future work, and serves as a preliminary study for including others in the future. Documentary analysis and heuristics evaluation methods are the theoretical basis; meanwhile, automatic tools Nibbler, GooglePageRank, SEOptimer, Website Grader, interviews and polls to users evidenced the actual development of both sites. The study’s outcomes revealed the quality of InSTEC’s external website and its intranet achieved 69,4 % of general competency. These sites’ indicators must be enhanced to provide a better service to users in the information and knowledge management so needed in universities.

Several bibliometric indicators have been proposed to evaluate the performance of researchers worldwide, one of them is the h index that takes into account both the number of publications and citations, and ranks researchers according to a scale proposed by Jorge Hirsch in successful researcher (h=20), excellent scientists (h=40) and as a singular individual (h=60). The objective of the study was to evaluate the performance of Paraguayan researchers from the disciplines of medicine, biochemistry and biology through the Hirsch h-Index comparing Google Scholar and Scopus. All Paraguayan researchers from the aforementioned areas whose data were available in Google Scholar and/or Scopus were included. It is a descriptive study with a quantitative approach. For the initial identification of the researchers, the cvpy available on the CONACYT, Paraguay website was used, and the Publish or Perish software was used. 158 researchers were identified, eight of them are positioned on the Hirsch scale. 13% of researchers had an h index equal to or greater than 10 in Google Scholar and Scopus, with the highest value corresponding to the area of medicine, 54 in Google Scholar and 47 in Scopus. Researchers mostly publish in low-impact national journals with few citations. The performance of the researchers by the h-index is below the region. There is a need for greater investment in national scientific journals for their indexing in databases that collect journals with higher impact.

This research was born due to budget cuts suffered by the cultural sector in Costa Rica, as a financing alternative to the projects carried out by libraries. Its main objective is to describe the opportunities offered by crowdfunding as an alternative method of financing in public and academic libraries for the development of social projects. From a qualitative approach, a bibliographic review with a descriptive scope is carried out. Therefore, articles and theses on crowdfunding in public and academic libraries are compiled, through the table of analysis categories; the main points of interest for the investigation are interpreted. The results reflect the effectiveness and adaptability of the implementation of donation crowdfunding for fundraising in libraries according to their needs. It is concluded that in a campaign of this type, the estimated time for fundraising, the proper management of social networks, an excellent selection of the type and platform of crowdfunding, as well as the skills and competencies of the people involved should be considered. Library professionals must use the potential of ICT in times of austerity to take advantage of crowdfunding to execute more and better projects.

The increase in scientific production makes it a challenge to identify particular patterns and traits that characterize researchers. Establishing levels of compatibility and similarity between actors in a scientific research context from their profiles requires a rapid and appropriate process. The objective of this article is to evaluate the levels of similarity, Euclidean distance and compatibility between vectors of researchers, based on clustering algorithms, multidimensional scaling, principles of the vector-space model and attributes of their scientific profiles, considering the terminologies addressed in their scientific production. Theoretical and empirical methods were used, including text mining techniques and tools. The application of the procedure in the Advanced Energy and Technology Study Center from Cuba and the Cotopaxi Technical University from Ecuador, evidenced its effectiveness. As a result, it was possible to identify professionals with higher levels of coincidence in areas and lines of research, which favors the establishment of Collective Communities of Knowledge; it was possible to demonstrate that the methods used can be integrated to ICT, resulting in obtaining perceptual relationships between researchers and expressing the groups formed from clusters of observations in each subcategory and knowledge domains of the two case studies analyzed.

Knowledge is an important asset in organizations that must be properly managed. Techniques and tools for knowledge management have been progressively incorporated, including knowledge audits. This article aims to analyze the importance of knowledge audits as part of knowledge management in universities. Documentary analysis was used as a method and the document review technique applied to the bibliography retrieved through a search for exhaustive information. A compilation of the bibliography referring to these topics was made. From the review of the literature, it is deduced that knowledge management is a process that creates value for organizations and allows them to obtain competitive advantages. Knowledge audits shows their ability to identify the state of knowledge and draw strategies. Development and evolution of models for knowledge management, as well as methodologies and models for knowledge audits, show that importance is attached to both. Likewise, it is inferred that knowledge audits constitute a useful and necessary tool for knowledge management in higher education institutions. However, the scarcity of studies about the execution/application of knowledge audits in universities shows that this is a challenge to face in academic context.

The growth of the need for reliable information has led scientific journals to position themselves as reliable information media, which entails a need for the professionalization of this work that guarantees the reliability and rigor of this. The objective of this manuscript was to identify the training needs of the professionals in charge of the editorial management of the scientific journals of the University of Costa Rica. The research was carried out from January 2019 to June 2020, through a descriptive qualitative approach, with qualitative collection techniques. The editors and directors of the main journals positioned in the first ten places of the UCR index ranking (November 4th, 2019) were interviewed, a semi-structured interview was used with questions related to the identification of attitudes, skills, knowledge, training needs and the context in which they are developed, these represent the categories of analysis used for the processing of information. The main results shows that, training needs in topics related to the processes were highlighted, administrative issues related to journals, fundamentals of editorial management, technological tools and the positioning of journals; in addition, the short working hours that the editors of UCR magazines have were evidenced. It is concluded that it is imperative that the UCR meets these training needs, in addition to strengthening these means of disseminating knowledge and that the opportunity to offer a continuous training program or a specialty in editorial management be analyzed.

This article presents a review of the book Diccionario histórico geográfico de Costa Rica (1904-1923), by Félix F. Noriega, written by Saray Córdoba González, retired professor of the University of Costa Rica. The document rescues the main appreciations of the commentator on the contribution of the dictionary as a work of collective construction, which contributed -and could continue to do so- to Costa Rican education. Undoubtedly, it is part of the memory that we must keep and strengthen, because only by reviewing it we will be able to understand the present and not repeat the mistakes made in other times.

This article aims to examine the valuation given to Peruvian scientific journals according to current regulations related to science and technology, which leads to the existence of journal classifications and that authors are interested in publishing based on the score for academic and research career development. Methodologically, the current regulations of said classification and qualification of researchers will be reviewed, as well as the characteristics that a journal must have to be included in them, to later examine the ISSN portal and compare the list of registered scientific journals so that it can be observed which percentage of those journals are considered for current rankings. It is concluded that there is a high percentage of peruvian journals relegated or outside the classification system, which makes the growth process complicated, making the path of indexing harder for editorial teams. It is necessary to work for the development of new science and that involves giving these journals the opportunity to continue advancing in editorial management processes.

Superneutrality of money and the Fisher Effect are well-known theoretical propositions. Empirical tests of long-run versions of these hypotheses have sometimes been done by estimating how a variable responds to a permanent shock to inflation. Substituting inflation for money growth in a test for superneutrality is motivated by the widely-accepted Monetarist precept that “inflation is everywhere and always a monetary phenomenon.” Use of permanent shocks to inflation and money growth for testing such hypotheses has declined, in part because permanent movements in these variables have an endogenous component and so estimates are biased. But the sign of the bias may be determined using credible qualitative assumptions about the effects of structural shocks on variables. These results are used to re-examine multi-country findings from two di˙erent structural VAR models that estimate the effects of permanent inflation shocks. One finding is rejection of superneutrality for output in favor of a long-run positive output effect from permanently higher money growth. The second is rejection of the Fisher Effect in favor of nominal rates moving less than one-for-one in the long run with inflation. Both rejections are shown to be robust to endogenous money growth bias under a wide range of plausible structural assumptions. These results for real interest rates and output provide evidence in support of structural models which give rise to a Mundell-Tobin effect.
