In this essay the autor seeks to establish, trough a purely abstract and  theoretical examination, if the conflictive relationship which have undergone until this day between socialism and democracy, would derive from some esential property of that social form, or if it can be explained, alternatively, as the result of the special conditions in which  took place, along the XXth century, the different attemps of a socialist construction.

En el presente artículo, se sostiene que el actual escenario internacional se ha caracterizado por una profunda interrelación, y la integración emerge como una estrategia de inserción global de relevancia, especialmente para países como Chile. Esta integración no es sólo económica sino que también incluye el movimiento de personas. No obstante, la integración y la movilidad de personas se ven afectadas por los prejuicios y las desconfianzas, lo que se ha reflejado en el fenómeno migratorio peruano en Chile. Desde esta perspectiva, la construcción de un marco institucional para alcanzar mayores grados de integración de los inmigrantes peruanos en Chile, no sólo requiere avances en el ámbito económico-laboral, sino que también en el área educacional-cultural, promoviendo una educación basada en la interculturalidad, capaz de marcar el camino hacia una mayor tolerancia e integración entre ambas sociedades, y así superar quiebres históricos, como lo fue la Guerra del Pacifico.

This paper intends, after a brief look on the historic meaning of the city, to situate it in the environment of the Theory of the Human Needs, arguing how the city has been the most important synergic satisfactor of human needs.  Considering that needs are universal and identifiable, the city is the best place where these needs have been satisfied, and how one of them, participation, obtains a special meaning given its synergic and transversal character.  Nevertheless, the overflow of the city with the development of capitalism has dismembered it, zoning its functions and segregating the different social groups, loosing public space as political space.  Reconstructing an urban democracy,  needs a (re) return to the city considering multiple dimensions of change which are at the same time conditions and practical symptoms in order to reconstruct the public space as political space.

A new field of social sciences appears massively in the nineties by means of the Index of Human Development (IDH) elaborated by the PNUD. Nevertheless, its prehistory is vast and has summoned great thinkers from the antiquity. Three names appear mainly in the fifty, Sen, Arrow and Rawls that inaugurate a great synthesis that reunites, mainly, economy, ethics, political sciences and philosophy. Later, new methodologies and important theoretical discussions in multiple international seminaries have proliferate. The article sets out to expose the great lines of this field of study. The intention is to clarify the areas in which this field is developed, and to provoke the interest to develop this thematic as a new transdisciplinarian paradigm.

The concept of community, coined in the 19th century by Ferdinand Tönnies, continues constituting the substratum of the thought of  daily life, but also of theoretical and political formulations. Especially, it is behind the idea of community mediation, with which we propose ourselves new utopias of autonomous community management of the conflicts. Nevertheless, the social frame in which the concept was created has changed deeply, especially since the last 40 years along with the so called “globalization”. The article explores these changes, and suggests where new interpretations can be opened, showing at the same time how these will affect community mediation.

We have become accustomed to consider as normal a number of situations of injustice that are sources of extreme misery and sterilization of human possibilities of vast sectors of the global population. This article tries to show that such situations do not result from the violation of fundamental ethical principles by some individuals or organizations isolated, but because of the application of the ethical criteria that prevail in today’s economic and political practice. They continue in force because it suits the interests of countries and economic groups that dominate the global stage, those who exploit them ideologically in order  to maintain their power, regardless of the damage they cause to the development of economically less advanced societies. The text concludes by emphasizing the need to rethink the ethical criteria used to support business decisions in the context of globalization.

The investigation approaches the dilemma that implies the relation between economy and ethics, which derives from the separation between moral philosophy and positive economy. To analyze it through the welfare theory allows us to approach the rules of a cognitive ethics or moral psychology, by means of a different proposal of the representative individual. The purpose is to offer some elements to observe economy from another perspective, by growing closer links between theory and ethics.

The worsening of environmental crisis and its incontrovertible relation with the economic process –the globalization of the market economy–, has reopened the debate on the possibility of stabilizing, down-shifting and de-growing of the economy. This article argues that such de-growing is not possible under the established economic rationality. The construction of sustainable societies demands the deconstruction of the prevalent economic rationality and its substitution by another economy, based on the principles and potentials of an environmental rationality.
