The purpose of this paper is to analyze the foundations, identity, ethnic dominance and the cultural symbolism of national movements. Nationalism as factor of identification is the main glue for political expression and signification of mobilization power in the emergence of national movements. Modernity permeates the nationalism in national movements and their structures of political opportunity and functioning. It is concluded that national movements have been a factor of social change in large scale.

The main three conditioning factors for tourist development in Lake Chapala and its bank are; water quality, water volume and the holistic view of man and the environment. The existence of the lake is determined by the status of the Lerma Chapala basin, which has experienced deforestation-erosion-mudding, dehydration and pollution. The Lerma Chapala basin is distinguished for holding up and accumulating superficial waters as well as being the dumping destination of organic pollutants, mineral pollutants and waste water.

The objective of this essay is to reflex about the new social inequality expressed it like poverty, linked to the work’s precarious and salaries’ insufficiency from accede to goods and services, generated by the market and the State. This situation is illustrate in a general way for the Michoacan State using the calculated of indicators that shows the precariously of its habitants. It is the results of low income and deficit of basic services (like water, drainage, light, education and health). As well as the limited opportunities for the human development, which it is converted in an incentive from the immigration by michoacanos to the United States.

En este número Quivera quiere dar la bienvenida a la nueva Licenciatura en Ciencias Ambientales que a partir de septiembre ofrece la Facultad de Planeación Urbana y Regional de la Universidad Autónoma del Estado de México, organismo académico editor de nuestra revista. Dicha licenciatura tiene como objetivo formar egresados que generen alternativas de solución a los problemas ambientales y propuestas de manejo sustentable de los recursos naturales desde una perspectiva comprensiva e integradora de los procesos naturales y socioeconómicos. La ecología define la sustentabilidad como la capacidad de un sistema o ecosistema de mantener constante su estado en el tiempo, conservando volumen, tasas de cambio, circulación y reciclamiento en torno a valores promedio; existe equilibrio ecológico cuando la relación hombre - medio se mantiene sobre la base de equivalencias entre la salida de materiales y las entradas, sean éstos naturales o artificiales.

Moving towards a sustainable urban development implies tipping the balance in the city-environment relationship. Hence, a key aspect to move to a planning and management for sustainability, is to know the environmental performance, and whether the consumption of resources and generation of waste in the urban ecosystem is in line with biological thresholds, without entailing a reduction or loss of functional ecosystem integrity. Using the interpretative framework of the ecological approach, the objective of this paper is to generate an analytical tool to carry out an Environmental Balance of the City. Taking Mexico City as a case study, the article begins by analysing the metabolic fluxes of the city from 2009-2012. The second part estimates the local carrying capacity. The third part performs an environmental balance by comparing the local carrying capacity with the biologically productive land and water surfaces required to supply the goods and services consumed by the city. Finally, a series of reflections are made on the environmental imbalances of the city remarking the usefulness of introducing an ecological perspective in the interpretation of urban reality.

Major trends of change have occurred in the demographic patterns and urban development in the Metropolitan Area of Mexico as pressure on water resources, so this case study is to evaluate the population development and urbanization in the Chimalhuacan municipality in order to identify areas that have had the highest growth rates in the 2000-2005 period and identify them, the impact on the resource through the implementation of surveys and use of official information sources.

The aim of the article is to analize the expansion of the informal sector dedicated to the recollection and recycling of garbage in Buenos Aires city, since the middle of the nineties- and especially at the end of 2001- up to now. This sector is viewed as the one to recycle 97% of the garbage produced by the city of Buenos Aires. According to that we will examine the causes of such expansion, its characteristics and the public policies carried out to solve the problem.

The importance of the political and administrative decentralization subject is increasing. It refers to the fundamental concept of power, according to territorial point of view; it is closely related to the conception of territory, in other words, the relation that exists between a portion and the whole geographical space and a certain individual person or collective. The decentralization is a system of relationships that gives life and content to the governors in a territory, in this particular case of the Municipality of Tlataya, State of Mexico. That`s why, the power in its axiological and cultural exclusion is a mean that allows to guarantee the society and The State way of life.

This article will examine the financial capacity of the fluminense municipalities in the context of decentralization of the public policies. Decentralization is regarded as one of the strategies of the reform of the states to adjust it to the context of the globalization of markets and fiscal crisis of the 80’s. In Brazil, decentralization took impulse with the Constitution of 1988, when the municipality has became a more important actor in the formulation and notably in the implementation of politics. But one condition precedent, though insufficient, so that the strengthening of local governments becomes successful, is that this entity you have growing financial autonomy.

The onto-teleological condition of man corresponds to that assumed by the organization that watched his birth: life-nature. However, human beings on their way through life, have constituted themselves with distinctive qualities, resulting in different and diverse individuals. Some got a more faithful impression of the life-nature condition and others have moved away from it. Human beings‘ actions over nature denote the perception they have of it, being some in balance and others in a rupture against it. Then, for humanity to build balance, a metalanguage must be built, which shows the eco-organizing-existential complexity of life in order to influence of the recovery of the condition of natural.
