Resumen
This paper offers a summarized study of the methodology and criteria used in capitalist (in this case the Cost Benefit Analysis) and socialists countries in the quantification of the surplus generated by the I+D in the agricultural sector as part of sustainable development. What it sets to analyze is: is it possible to quantify the environmental capital which tends to be low? How and with what prices evaluate the externalities? Is it that economics (in this case through the evaluation of agricultural projects) has a convincing answer of how to allocate non-renewable resources?

Resumen
The author provides a broad overview on the studies of public transport in Santiago, analyzed as an issue of quality of life. For this he deals with a methodology and statistics of his elaboration occupying information contained in two national newspapers. He concludes that the service is below the minimally acceptable, creating additionally multiple problems and inconvenience to users, thus leading to a pressure for increment in the purchase of private vehicles.

Resumen
The author argues that the local place and globalization -the two major ongoing trends in which the text deepens- respond to technological changes and demand the adoption of innovative processes and structures. Against the prevailing tecnosystem, the author proposes a new humanist culture; and on the face of the negative trends of globalization proposes a new action from the local places that can nurture freedom, responsibility, participation, diversity and pluralism, and the emergence of a freer new citizenship, more responsible and more involved in the public processes.

Resumen
This paper argues that neoliberal theory intends to be a true interpretation of human and social reality, but in turn contains a utopia -in the sense of an impossible project- even if everyone agreed to try to implement it; all this in an intellectual context where it has significant presence the thesis of the end of grand narratives and utopias. Paradoxically, argues the author, neoliberal theory fulfills the functions of an ideology and a utopia, and even attempts to answer key questions about man, freedom, the meaning of human life, society and its institutions. The article covers the history and presents critical theories to this thought, and concludes by showing the political nature of the neoliberal utopia.

Resumen
The article analyses the role of scientific and technological research workers in contemporary society, and makes a critical assessment of the progress of science. It postulates the failure of science in its promise to bring progress, rationality and harmony to human society, and to become a factor of emancipation of humanity. It questions the role of science in the service of power and connects science crisis with crisis of the system, and finally proposes a systemic and interdisciplinary vision, which contributes to environmental care and sustainability from a human dimension.

Resumen
The author explains how from growing rebellion against authority in the last four centuries, there has been a social philosophy which criticizes the idea of any authoritarian control, and that it thus poses the great intellectual problem of the demarcation of two separate spheres, one of authority and the other freedom, but leaves unsolved the fundamental fact, which is that of the correct relationship between the two spheres, of their legitimate measures and bounds, which becomes a constant issue of dispute. The real problem -he notes- is that of the relationship between authority and freedom.
