Local development is a controversial issue because of the limitations that surround it. On the one hand, the destructive globalization and economic growth not related to ethics. On the other hand, the lack of local autonomy and relationship between the community and the development projects of the country as a whole. These tensions invite to cross borders and to think local development at a human scale, as orientation model, as seed to another glance towards human development. In this article it is shown how local development can be made possible trough social participation, by analyzing seven Chilean experiences in the thematic of municipal health.

The proposals of paradigmatic change, originating from postmodernistic tendencies, bring to light a new conception of reality, different from a euro-anthropocentric philosophical background, although they lack the ontological fundaments that hold the key to a world without asymmetries. Thus, they still become functional to the system, which, to preserve itself, makes more flexible it´s rigid positivistic epistemology pretending to fuse subject and object, while maintaining a reality which resides “outside” the observer, reaffirming the anthropocentric dichotomy nature/culture. To facilitate a world that lacks antagonisms and hierarchies, the ontology of unity formulates a human being that contains reality, proper to it´s own essence and form, different though similar, without anthropocentrisms, to that of any other being. Ergo, cosmo-knowledge is the process of re-apprehending oneself –since oneself is reality or totality–, using not only reason, but all the potentialities of an integral human being, which is human, natural, cosmic and whole.

In this work, literature on social capital is analyzed critically, with emphasis on the current situation of the subject.  In the first part the concept is presented, some antecedents related to the theoretical context in which it arose and the most important moments of the subsequent discussion are indicated.  Here it is also enunciated the thesis of the work, which states that part of the existing confusion and conceptual indeterminacy drifts from the way the perspective was initially established.  Subsequently the strategies to delimit the theoretical and application field of social capital are analyzed critically, the basic components at the level of indicators are presented and the most important elaborations that characterized its development are summarized.  In the final part, a summary and some general considerations on the subject are given.

The present article compares theoretical speeches and their interpretations of sub-national realities, focussing in cultural, political, and socioeconomic aspects.  It argues that sub-national territories can be considered under a “glocal” angle or as an empowerment of local inhabitants; that political decentralization is not, by itself, guarantee of an advanced in democracy, and that regional and local development, political decentralization and collective identities are three components that contribute to the appreciation of  territories.

Initially, the text discusses the significance of the exercise of social philosopher, and also wants to locate the origins of the modern debate about ‘subjectivity’ in social and philosophical thought. The guiding ideas of Kant, are located at the junction and disjunction between reason (knowledge) and subjectivity (moral). From this reference, the debate among some thinkers considered postmodern (Badiou and Zizek), on the one hand, and Castoriadis on the other, whom rejects this nomenclature, new ideas derive about ‘subject’ and ‘truth’. This debate is not without consequences for the sociological theory that takes up the challenge of introducing the category of ‘subject’ in its canons (Touraine). The remarks of Stengers also serve to question and adapt the practices of knowledge production and scientific discourse. Finally, there remain challenges such as to think about theories and socio-environmental practices, in the light of these concepts presented throughout the text.

The role of education is to spread the benefits of living in democratic societies, however, the diaspora of those advantages is connected to globalized economic and political interests; their mission: to anesthetize society so it will silently observe the dismantling of its life project. Traditional education does not promote the ability to read the complexity of the democratic reality. It focuses primarily on lecturing about the “benefits” of modernity, where the majority is destined to be masses of employees, and a minority to “inherit” the elite. This document proposes that for reading this reality, citizens must be literate beyond mere technique that would only serve to read, memorize and write manuals, particularly literacy should be: thoughtful, critical, based on knowledge’s dialogue and permanent; but, ethically coordinated by intellectual teachers.

This investigation has as principal aim to rethink leisure in contemporary Latin-American societies, seeking to generate contributions for its resignificance. For this, leisure is approached considering its links with emergent current realities. It starts by constructing definitions of what is understood by leisure, based on the theoretical already existing developments. Extending the perspective, a critical analysis of the form in which the leisure is perceived in the imaginary social current Latin American is presented. Later social advances and setbacks are analyzed as warnings that express the current situation of leisure. To conclude a first proposal is elaborated, in which the leisure will be re-signified looking for the possibility of constructing new knowledges and practices for a learning commited with the social transformation.
