This article presents some of the results of a survey of perception and public opinion in the fifteen regions of Chile, on the relationship between decentralization, regional development and governance. The central assumption is that the will for decentralization of the citizens and social actors is a facilitator key for regional development. Regional development is defined as the set of political, social and economic processes driven by regional actors, articulated according to priorities defined by themselves. Logically preceding this, it is assumed that there is regional heterogeneity that comes from the historical and cultural settings of the regions, and that this diversity defines an inequality in the initial conditions for the endogenous development of each region.

Multiculturalism, along with being a category indicating a particular state of “diversity” characteristic of complex societies in which social order and subjectivity manifests as split realities, is itself a way to assume the configuration of the public realm and citizenship differently from liberal-individualist classical principles. In this sense, the multiculturalist policy was established as a bid to overcome the “liberal fiction” of homogeneity that highlights the difference of cultural patterns as a key element in the configuration of a democratic public space open to diversity. This paper attempts to focus precisely on the scope and limitations of this relationship between the public realm and difference, sustained by multiculturalist policy.

The paper addresses the problem of subjectivity and everyday experience of female migrant who work as domestic caregivers into two highly feminised migration flows with high concentration of immigrant women in domestic service (Spain and Chile). A comparative approach will be taken to examine South-north and South-south migration flows regards on the expectations and motivations that shape female migration patterns, the meaning of care work in the employment of migrant women in the receiving countries, as well as appraisal and meaning that care work has for its protagonists, both from emotional perspective and the ‘public good’ framework. The results presented here are based on a broader research project whose primary information was obtained from the application of 67 in-depth interviews with different actors involved in the social relation of care.

This paper develops a first proposal to address the issue of university-community as an area of reconfiguration of the public, explaining first a theoretical position about the concepts: public space, community and university community, to advance then to the possible relationships between them. It points out the changes of the XXI century in relation to the reconfiguration of public space no longer exclusively linked to the state, but as a space of citizen and community participation, proposing the university a mode of working in its relations with the community, which places citizens and stakeholders in the idea of __the democratization of knowledge.

Social inequalities in Chile include territorial inequalities that remain unobserved when focusing exclusively on administrative regions. A grid of types of territories representing the urbanization process at a sub-regional level is proposed for the study of social inequalities from a territorial perspective. A territory is delineated by a common labor market, which is measured by commutation or territorial mobility.

The author refers to the verse 13 of chapter 19 of the Gospel attributed to Matthew, which reads: "because whoever has, more will be given to him, and he shall have abundance: but whosoever hath not, even what he has will be taken", and links this to the sociology of science, stating the "Matthew effect"-eminent scientific researchers reap much more nourished applause, than other researchers, less known, for equivalent contributions- for exposing the social stratification of scientific communities.
