With data form the chapter sources of Santa Fe, Buenos Aires and Corrientes, it is intended to classify, exemplify and compare the interventions around the supply of food, goods and services, weights and measures, price, production and circulation controls. The Cabildo functioned as the main regulatory institution of the local market, and as a space for representing the interesting of the neighborhood and its members. We start from the idea that the members of the City Council were linked to the main local business. The period studied corresponds to the founding stage of the process of conquest and colonization of the Rio de la Plata territory, reaching the conclusion that there were both similarities and differences between the three cases, in terms of the problems addressed and the diversified nature of consumption.

Resumen
The Libyan popular tale entitled Allah will Provide, eventhough it is not a sufi or a mystic story itself, it contains sufi notions and practices such as the tawakkul Allah, this is the absolut and total trust and confidence in Allah; the dhikr, to keep the thoughts concentrated only and exclusively in Allah. Nothing nor anyone should deviate the sufi from his total submission, attention, and thought in Allah; the fana’, the self-annihilation, or the mystic absortion; as well as other sufi practices such as quietism, meditation and prayer. Besides all these notions, one has to add the ascetic sphere of the sufi and his journey to a new superior stage, that is the mystic stage itself. This essay analyses all these sufi notions contained in the Libyan popular tale entitled Allah will Provide, besides the notions of tawakkul Allah and Allah’s attribute of al-Razzaq.

Abstract
This article intends to describe the challenges and strengths presented to the teaching staff of two Open Education projects at the University of Costa Rica during the implementation of virtual teaching strategies, because of COVID-19. To do this, four teachers from the Open Education Projects, the Rodrigo Facio branch, and the South's branch were interviewed.. The obtained data was analyzed qualitatively, highlighting that the incorporation of virtual components to adult education strategies can have benefits in the economic area. Some of them are not traveling to the study center and at the pedagogical level and having a wide variety of digital resources for the implementation of new teaching strategies. These are accomplished only if teachers and students have the necessary digital skills to develop meaningful teaching processes that help students to pass their tests.

Resumen
This article pretends to analyze the development of postwar Japan, what is known as its "second modernization", using both historiographical sources and literary essays as a historical source since literary works are a reflection of the society in a certain historical moment. In this manner, they can both produce and reproduce existing inequalities of power, or in contrast, propose another possible reality opposed to the current world. Furthermore, essays written by the Japanese author Yukio Mishima (1925-1970) and by the Costa Rican Hilda Chen-Apuy (1923-2017) are used, evidencing that they were questioners of the social, historical, and cultural reality of the modernization of post-war Japan, but from unequal perspectives and with different interests, which is directly related to their lives, ideals, beliefs, and values.

Resumen
This essay addresses the relationship between literature and politics in Central America by focusing on two different, but interconnected processes: on one hand, it explores the public encounters between Nicaraguan writer Sergio Ramírez and Costa Rican President Carlos Alvarado during 2019-2020; on the other hand, it analyses one of the results of those meetings—former Costa Rica’s Presidents request to the Legislative Assembly of Costa Rica to concede Ramírez an honorific citizenship in 2021. Our methodology consists of comparing Ramírez’s and Alvarado’s careers while we also made an in-depth revision of Central American and foreign newspapers. We conclude that Ramírez promoted those encounters in an attempt to publicly compare Costa Rica’s democracy to Nicaragua’s authoritarian regime; in that sense, Alvarado strategically backed Ramírez as a way to internationally spread his literary production in order to compensate his growing local unpopular image. Finally, we present the claims of Ramírez’s enemies against the Presidents’ request and how Costa Rica’s democracy favored them.

Resumen
The German production Heimat (1984) by director Edgar Reitz consists of 11 feature films that deal mainly with World War I and World War II; in addition to the psychological, social and economic repercussions that these historical events generate in the inhabitants. This set of films focuses on a rural space called Schabbach. In that place, the development and evolution of a genealogy that is subject to the relationship between María and Paul Simon can be seen, but from a dissociated perspective. Individualistic situations will prevail, such as moving away from the family nucleus to be a supporter of the war, migrating to other locations, seeking to improve oneself, avoiding one’s peers or living in memory. In this sense, this investigation will be based on the characters’ motivations and interdisciplinary analysis will be used, an epistemology typical of Cultural Studies, to confront and explain that social reality in the face of war.

Resumen
The article analyzes the detention measures for male minor offenders. Law 3260 transformed the treatment of minors, seeking to differentiate it from the processing of adults while the Juvenile Court was in charge of their legal defense. Since the 1960s, young men detained in the Luis Felipe González Flores Orientation Center predominated. The social workers took over the intervention, the treatment and the accompaniment of the detained minors and their families. The success of the rehabilitation and re-education policies was described by lawyers and social workers as low due to the lack of an institutional budget, the inadequate detention facilities, the insufficient number of social workers, the absence of an intermediate center and the lack of specialized care measures.
