Resumen
This article is an account of the prodigia and portenta registered by the roman historian Titus Livius for the Key period of roman expansion to the East: the first two roman-macedonian wars. The period of our attention coincides as well with a very important part of the Second Punic War (218-201 B.C.). We develop in this article a symbolic analysis of some of these supernatural manifestations.

Resumen
Based on contemporary discussions on populism and democratic backsliding, we analyze the features of the populist style of government of current president of Mexico, Andrés Manuel López Obrador and the way in which his political and administrative decisions are affecting the structures, values and functioning of the Mexican federal public administration. We use various sources of information and analyze López Obrador government’s actions during its first three years (2018-2021). We argue that his populist mandate style is having significant negative consequences both for the country’s democratic system and for the administrative apparatus of the Mexican State.

Resumen
The objective was to identify knowledge workers in public administration. The study design was exploratory, descriptive, non-experimental and tran¬sectional. The case study was carried out in the public administration of San Luis Potosi (Mexico). A questionnaire was applied to a sample of 31 public officials of the State Government of San Luis Potosi. The results indicate that 6.45 % of respondents present the characteristics of knowledge workers, which is in line with research conducted in private sector. In addition, civil servants recognize the importance of innovation, but they are passive when it comes to implementing actions in search of innovative results. Based on the limitations of the research, it is suggested to increase the sample size to analyze the reliability and validity of the questionnaire, which was initially designed for the private sector.

Resumen
This article is a reflection about the importance of implementation, adop¬tion and diffusion of public sector innovations. This is made based on the conjunction and dialogue of administrative and public administration specialized literature. The main hypothesis is, that innovation is an inevi¬table practice to generate public value, from a strategic point of view, and that way, improve democratic legitimacy, from a political perspective, in public sector organizations. The reflection is framed in governance and new public management approaches, as the new paradigms for public sector organizations.

Resumen
This article is an approach to the narrative work of the Mexican writer Manuel Sánchez Mármol. The purpose is to find communicating vessels between his maritime tales and other universal literature stories where the sea is shown to the reader as the grand stage. Through his maritime tales, Voyage of Boyfriends (1905), Oceánida (1904) and Tunnel number 12 (1904), this approach is sought out on the narrative of Sánchez Mármol, novelist and storyteller that was not valued in his time and was ignored by many literary critics (Sol, 2011). Sánchez Mármol was considered a realistic writer and according to his few critics, he could be placed among Benito Pérez Galdós and José Tomás de Cuellar. Therefore, another purpose of this article is to bring to the table the name of a writer that has been scarcely studied, so that through reading and analyzing his works, his memory can be recuperated.

Resumen
This text portrays the contribution of the countries of Central America and Mexico in the process of elaborating the Convention for the Prevention and Punishment of the Crime of Genocide and the Universal Declaration of Human Rights. This regional analysis is based on two extensive compilations of the protocols and minutes of the sessions of different bodies of the United Nations as well as the contributions of other actors sent to these bodies. While the legal contributions of the delegates in these processes have been described, this text focuses on the historical and cultural aspects of their participation. By doing this, it reveals the specific historical and regional context of this crucial phase for the development of the international human rights system in which different actors involved have tried to expand or to limit the rights embodied in these key documents.
