Abstract: The codes of best practices collect in an orderly and systematic way those experiences that are advisable in a certain field because they have yielded positive results and have shown their success and usefulness so that they are worth repeating and sharing. Especially relevant in the realm of public sector organizations, they move between tradition and innovation and among their functions are the recognition of the mission of the activity, the generation of knowledge, learning and innovation about it, protection against external pressures, the prevention of bad practices, trust, and exemplariness. There is discussion about their assessment but, at a minimum, they should respond to a series of requirements: participation, flexibility, adhesion, accessibility, monitoring and dissemination.

Abstract: The attacks perpetrated on recent years by lone actors have aroused the interest of the lawmaker for the concept of individual terrorism. However, although it has been regulated in the last criminal reforms, a definition of it has not been positivized, a definition of it has not been provided in positive terms, but only in negative terms regarding collective terrorism. In this context, this study outlines the criteria to determine when an act of terrorism falls into individual terrorism and these tools are applied to three paradigmatic cases of what is generally known as lone wolves. Finally, three different classifications of the individual terrorist are provided to underpin a solid basis for an approach to their different levels of criminal dangerousness.

Abstract: The “constitutional culture” means the “realization” or “actualization” of the Constitution in the practices, habits and attitudes of the public powers and the general citizenship of a political community. This paper tries to explore the forms of interdependence between the constitutional norm and the cultural reality, adding at the end some reflections about the role of judges in a constitutional State.

Abstract: In this article, the idea of protest is approached along three dimensions. First, it deals with the relationship between protest and law (with particular attention to the problem of civil disobedience and the tension between legality and legitimacy). Secondly, the political role of social contestation in the functioning of democratic societies is addressed. Finally, the problem of punitive populism and repressive policies is analyzed in the context of societies strongly marked by inequality, poverty and social conflict

This work considers that it is important to debate the question of federalism from the point of view of Political Geography and Geopolitics. The article’s main goal is to analyse the territorialization processes conducted by the governments of each federal unit (the Brazilian states) in order to legitimize their capacity of autonomous action within the federation. From this standpoint, the key question turns out to be ‘How do the governments of the federal units handle their autonomy to elaborate and execute investment strategies within their territories?’ The paper focuses on the state of Bahia, which will be analysed in relation to two terms, 2003-2006 and 2007-2010, during which two clearly distinct territorial development plans were elaborated and put in place, respectively.

Over the last two decades, relations between China and the Latin American and the Caribbean countries have seen an exponential growth, especially as concerns economic exchange, but also from a political perspective. Drawing on Critical Geopolitics, the article discusses China’s foreign policy towards the Latin American and Caribbean region. It first explores the imaginaries and spatial representations that shape China’s particular way of “seeing the world”. It pays special attention to the principles of peaceful development and mutual benefit cooperation, and the way in which these inform China’s relations with other actors in the international scenario. The article then analyses the geopolitical codes orienting China’s current foreign policy in Latin America and the Caribbean. It is argued that China’s implicit strategy is to construct hegemony by locating the region’s countries within her particular vision of the global scenario, thus consonant with China’s pursuance of an enhanced position to intervene in the design of the international system.

The article analyses mining extractivism in Latin America. It makes two major contributions. First, it sets forth an explicative model of mining extractivism in Latin America based on four cross-regional patterns: the emergence of transnational mining, institutional assistance, land-grabbing and constant unrest. Secondly, the article discusses the model of mining extractivism drawing on a plural and antagonist reading of democracy. The latter is critical with the liberal-representative-procedural dimension of mining extractivism and has paid little attention to opponents to the model. The article concludes that, in spite of the exceptions to the model, mining extractivism perpetuates Latin America’s primary-sector and export-oriented economic basis, her external dependence and coloniality, while nonetheless shows that democracy’s constituent power sets up limits to this mining model.
