Public approval for the President plays a fundamental role in the power and legitimacy he enjoys and in the potential success of his policy decisions. This paper analyzes and compares the factors determining the presidential approval of two Mexican presidents: Felipe Calderón and Enrique Peña Nieto. The data I use are taken from two series of the Survey of the Americas 2008 and 2014. Among the most important findings I find that, on the one hand, the issues that prevailed in the press (which to some extent are the same as those that predominated in presidential speeches) coincide significantly with those that citizens perceive as the most important issues for them. On the other, even with different presidents, in different situations, economic issues are the ones that weigh most heavily in the evaluation of their performance. However, the issues of insecurity and corruption appear and remain during the two six-year terms in office as issues that continue to have a significant effect on the presidential approval rating.

Many studies on international intergovernmental organizations (IOs) rule out there being autonomous or capable of self-directing their processes of change. The case of the International Commission against Impunity in Guatemala (CICIG) makes it possible precisely to observe to what degree an IO is autonomous. Through documentary analysis and interviews with the leadership of the CICIG, this article shows that the organization adjusted and reinterpreted its mandate as the result of a process of internal and autonomous decisions. This evidence contributes to the debate about IOs as self-directed actors.

The Syrian conflict has caused a humanitarian catastrophe with 6.1 million internally displaced persons and more than 5 million refugees. Turkey is a key player in the conflict because of its military involvement and because it hosts 3.5 million registered Syrian refugees. This paper focuses on the humanitarian crisis and seeks to verify the relationship between the Turkish international protection system and the strategy to manage this crisis, which has been based on two premises: on the one hand, the temporary character of the refugees and, on the other hand, the provision of services, rather than the recognition of rights.

This article examines the current crossroads facing Mercosur and the consequences of the recent political changes in Brazil, in terms of a shift from the integrationist paradigm to the adoption of a more “commercial-liberalist” profile. Two research questions are posed in the article. To what extent do the most recent directions taken by the Mercosur bloc imply a real change to its integrationist model? How much has the political change effected since 2016 in Brazil affected the course of the regional bloc? To answer these questions, the article undertakes the following analysis: 1) an engagement with the most recent academic discussions on both subjects; 2) a necessarily brief and provisional examination of the turn taken by Brazil’s foreign policy in recent years; 3) an evaluation of the consequences of these changes in Brazil for the evolution of the Mercosur process in the short and medium terms.

This paper explores how Mexican congressional candidates campaign in single-member-districts. To do so, it looks beyond the effects of the electoral system and single term limits, and examines both party leaders’ incentives and the strong likelihood that deputies will return to their locality to continue their political careers. We argue that theories that only examine electoral rules miss the crucial input of the party leadership as well as different ways that office-seeking deputies can continue career trajectories. With a database on the campaign activities for a sample of the candidates from the three major parties in Mexico, we show first, that plurality candidates are active campaigners; and second, that running in competitive districts and holding greater personal experience lead to more personal vote type activities.  Nonetheless, national party offices are also active participants in federal deputy campaigns – underlining the mixed nature of modern campaigning.
