Resumen
This work aims to present a contribution to phenomenological studies on vulnerability from a particular philosophical perspective, the phenomenological-existentialist perspective of Jean-Paul Sartre. In this case, it is proposed to reflect on the experience of illness as it reveals the vulnerable dimension of human existence, and the way in which this experience is aggravated by the appearance of the objectifying gaze of the Other. A particular mode of intersubjective relationship is privileged, the doctor-patient relationship. In this sense, it is proposed that Sartrean philosophy presents relevant conceptual elements to describe the relationship between sick people and those who diagnose, treat and care for them, founding a moral perspective from an ethics of responsibility. This analysis will make it possible to put the Sartrean approach in dialogue with bioethics.

Resumen
This paper describes two different meanings we usually associate with being a patient. In order to do so, I draw on Simone de Beauvoir and her methodology which enables me to conceive how different features of one´s identity are construed temporarily in a my own-intersubjective dynamism. Being a patient is here examined with regard to two dimensions: as an existential relationship with the illness and as a role in doctor-patient encounter. In the first part, the “patient” model is being analyzed. The relationship with the illness is conceived mostly as a loss, and epistemologically, the patient is conceived as irrelevant or irrational in the relation with the healthcare professional. To conclude it, I analyze different phenomenological description of being ill. The other extreme, I present “impatient” experiences, which are full of activity. Here, existential relationship with the illness is conceived as a “negotiation” and doctor-patient relationship is more about searching acceptable solutions in common. This part is mostly informed by Baszanger´s and Mol´s work. In conclusion, it is stressed that both notions form extreme points of the axis of illness and patient experience.

Resumen
Urban rivers present a complex problem resulting not only from the impacts of urbanization, but also from social and political visions that have determined human-river relations in cities. The rehabilitation of urban rivers is being integrated into public policy to varying degrees and with impacts that depend largely on the local context. This article reviews experiences of public policies to rehabilitate rivers in three Mexican cities in order to analyze their scope. It presents results of a collaborative research focused on the actions and strategies of neighborhood groups, civil associations, local governments and other actors to rehabilitate three urban rivers in Mexico. At the same time, the paper reviews public policy instruments from the international to the local level, in order to learn about official approaches to the problem of urban rivers. We conclude that although the rehabilitation of urban rivers is being integrated into public policy, the great diversity of experiences and the impact of the efforts complicates the application of a single national public policy, so it is proposed that this be based on the context and the participation of local actors.

Resumen
The main objective of this article is to know if there is a spatial correlation, expressed as social vulnerability within the Álvaro Obregón town hall, between residential segregation and the equitable distribution of urban green areas. The foregoing, through a bivariate quantitative analysis of a set of dimensions and from a series of spatial and non-spatial indicators that allow us to clarify whether the phenomena of segregation, while isolating social groups, also have a clear potential to isolate from the areas green (as a resource and service) to certain populations, specifically, to disadvantaged groups.

Resumen
En el presente trabajo se analizan los incidentes estructurales ocurridos en la red del Sistema de Transporte Colectivo (STC) Metro con el objetivo de exponer su presencia y posibles causas para demostrar, a partir del análisis de redes, que existe una relación entre el tipo de construcción de las estaciones y la existencia de incidentes de manera repetitiva. Los resultados de la investigación permiten comprender que los accidentes en el STC Metro no son eventos aislados, sino que son producto de la falta de gestión de riesgos y la poca vigilancia del sistema.

En el presente ensayo se analizan los conceptos de gobierno abierto y transparencia gubernamental, así como la importancia de ambos para la conformación de una sociedad participativa, colaborativa y corresponsable en la toma de decisiones de interés colectivo. De igual forma, se realiza una investigación en torno a la implementación del gobierno abierto en los municipios mexicanos, siendo el orden de gobierno que, por su naturaleza social y jurídica, posee una mayor comunicación e interacción con la ciudadanía.

Resumen
Este ensayo tiene por objetivo analizar el impacto del mecanismo de participación ciudadana, uno de los cuatro pilares en que se basa el Gobierno Abierto, implementado en el país en el año 2011. Se realiza con base en una metodología de estudio de caso en un área de la Alcaldía Iztapalapa. El resultado revela que la participación ciudadana como nueva herramienta del Gobierno Abierto todavía no alcanza la generalidad, dado que su presencia es escaza en varias zonas de la alcaldía, aunado al poco interés de la gente por ocupar las herramientas que se tienen disponibles.

Resumen
Dialogue is the best means available to the State and its public administration to overcome crises through the construction of agreements; it is the space in which participants express their interests, confronting their reasons through debate. Thus, deliberation is constituted as one of the normative bases of democratic theory; while argumentation is the fundamental process that citizens and rulers follow to arrive at moral judgments that give foundation to politics. But, when conditions do not allow for dialogue, the next best option to create public value is negotiation. Through negotiation, the interested parties agree on lines of conduct, seek individual or collective advantages, seek results that serve their mutual interests; In such a way that in the negotiation it is necessary to defend the interests, but at the same time to share a common interest to find a solution favorable to the parties.

Resumen
The article is a critique of the predominance of individualism as the "only" way to use the participation and accountability mechanisms institutionalized in Mexico City.
The role of social accountability as an institutionalized participation mechanism and as a political pressure strategy used by collective actors is analyzed. The methodology was an analysis and qualitative review of the academic and normative literature on the subject. The article also tries to show how the collective actions of civil society organizations use the mechanisms of citizen participation and accountability as a space for dialogue and pressure strategy to incorporate their demands in the government, exposes the importance of analyzing the collective action within institutionalized (formal) and non-institutionalized (informal) environments to improve citizen participation. Likewise, from the comparison of the two cases, the conceptual separation with which the mechanisms of participation and surrender are studied is criticized.
