It is well known that donors pursue different objectives (altruistic objectives or those based on recipient, and donor interests) in granting their aid. This study proposes an innovative tool that enables a combination of both types of objectives, allowing each donor (bilateral or multilateral) to better understand, optimise and target the distribution of its ODA according to the interests of both parties to the transaction (donor and recipient). This tool uses concentration curves and Suits’ indices to determine an optimal distribution of aid through the development of a constrained optimisation program that encompasses all of its purposes. Furthermore, used at the aggregate level, this tool could facilitate donor coordination to achieve international development goals.

This paper estimates the size of the value added of the informal economy for 157 countries over 1991 to 2017 with the help of the MIMIC-method. The results show that OECD countries have by far the smallest informal economies, with sizes below 20 percent of official GDP. Moreover, informal economies are larger in Latin American and sub-Saharan African countries, averaging almost 38 and 39 percent of GDP, respectively. The average informal-economy size over all 157 countries and over 1991–2017 is 30.9 percent. The average decline in informal-economy size from 1991 to 2017 is a remarkable 6.8 percentage points. In addition, results of the size and development of undeclared or informal employment all over the world are shown. Except for Eastern Europe and Central Asia and Southern Africa, informal employment is above 50% of total employment and even over 88% in Southern Asia and Sub-Saharan Africa. Finally, some policy measures to reduce the informal economy and conclusions are given.

This article analyses the global taxation agreement for multinational companies reached by the G20 in October 2021. This milestone in global fiscal governance is an important first step both to achieve a fair taxation of multinational companies and to seriously erode the business model of tax havens. It relies on the political economy analysis framework proposed by Hall (1997) to explain the role of ideas, interests, and institutions in achieving a global agreement that had previously been impossible to conclude. Likewise, it details the content of the agreement, how it is expected to function and its likely economic impact.

The lack of youth employment and its poor quality are not consistent with sustainable development, nor with the 2030 agenda. These weaknesses need to be corrected. This paper reviews the conceptualization and measurement of job quality and, based on the OECD Job Quality Index, presents a synthetic indicator, with different components, through which it makes a comparison of job quality means for the group of workers and youth. The results show the presence of significant differences in certain indicators that indicate the keys to follow to solve the problem.
