This article discusses the film Vuelve Sebastiana (1953) by Jorge Ruiz, focusing on its ideological and aesthetic aspects. The analysis establishes connections between the idea of “nation” in the context of cultural transformation prompted by the economic and social policies of the National Revolution of 1952 and the way the Chipaya community is represented. The central argument is that "Vuelve Sebastiana" can be read not only in relation to the new national identity but as an expression of a new national imaginary regarding the indigenous communities of the Altiplano. The author proposes that "Vuelve Sebastiana" represents the nation through the temporal and spatial cartographies of a modern nation-building project, making visible some of its tensions and contradictions and allowing us to explore the imaginary that has redefined the relationship between the State and the indigenous communities of the Altiplano throughout the  second half of the 20th century.

Declassified documents show that when President Harry Truman created his Point IV Program (1949), he launched a global operation of soft “nation- building" through technical and economic assistance. Point IV Technical Cooperation Agreements were the master keys to intervening in other nations. This work covers the period from January 1951 to April 12, 1952, showing in detail how Bolivia became a laboratory for US experiments in these kind of interventions. On March 14, 1951, a pro-US Bolivian government signed the Agreement. The US did everything to prevent the rise of a revolutionary movement, but despite its efforts people mobilized, defeated the military and deposed pro-US  government in the bloody revolution of  April 1952. The MNR revolution set the stage for the definitive test of the effectiveness of the soft “nation-building” programs against a true leftist and anti-imperialist government.

This piece works off the contents of Larry Heilman´s book also based largely on his personal experience of decades in USAID and subsequent research over at least ten years. The first part follows the chronology of his work, that covers some 70 years of U.S. development assistance to Bolivia citing key points for each period. A second part provides information about the view of development/wellbeing in today’s Bolivia. Finally, some elements are presented to consider a possible new era of cooperation beyond the current impasse.

This article is a reflection on the notions of ‘time’, ‘history’ and ‘past’ arising from an analysis of the science fiction novel De cuando en cuando Saturnina–Saturnina from Time to Time– Una historia oral del futuro (2004) written by Alison Spedding (Belper, Inglaterra, 1962). The article shows how the novel disputes historical narrative and temporal linearity, advances a sharp social criticism of contemporary Bolivia and, above all, deconstructs hierarchies of power in the intersection of race, class and gender as historical constructions that legitimize social inequalities. Additionally, the article explores narrative mechanisms through which ideas of oral “counter-history” and Aymara temporal “concentricity” are reflected in the novel at structural and thematic levels.

This paper describes in chronicle format the main events around the so-called case of the "Chinese missiles": the surrender to Unite States military personnel of the only missiles that Bolivia has had for its anti-aircraft defense. The event happened months before the December 2005  general election in which Evo Morales won the presidency and after prolonged crisis and political instability (2003-2005). The paper identifies the main evidence and the political and institutional consequences of military subordination to a foreign power, all permeated by aspects such as interference, loss of sovereignty and impunity.
