Resumen
Starting from the legal systems that support the right of older adults to social security in the Mexican legal system, as well as the way to access old-age insurance, in the present work, the breach of the Convention (number 102) social security (minimum norm) is exposed in the absence of the reduced old-age pension in the Social Security Law. Fundamental was the analysis of the national and international regulatory provisions applicable in the case of Mexico to the elderly and, especially, the regulations that regulate the right to an old-age pension. From the methodological point of view, the research required the consultation of specialized sources in constitutional law, international human rights law and social security, which in communion with the analytical and deductive methods, allowed us to understand the type of benefits that result from in old-age insurance, the requirements to access them and the non-observance of Convention No. 102 as an international human rights standard

Resumen
Culture, as a susceptible element to the protection of international human rights, is currently a challenge that modifies our understanding of the classical system of values that are placed in human dignity. The development of such a notion of subjective protection of law leads us to consider the realization of cultural rights under new theoretical models of law, such as the so-called social rights, since within the priority as to establish these faculties there is a need for immersion, recognition and coexistence of cultural differences, as well as the self-determination of the people, conceptions that modify the universe of basic human rights. To achieve such an enterprise, human rights mechanisms created management and understanding documents such as General Observation 21, regarding Article 15 of the International Covenant on Economic, Social and Cultural Rights (pidesc), which corrects specific State functions.

Resumen
The presumption of innocence is one of the guiding principles of criminal procedure in the country, which has the highest normative status when foreseen in the federal Constitution (article 20-B-I). However, in order to transfer it to its recognition to the sanctioning administrative law - specifically to the disciplinary administrative law - is not a simple matter, since its contours are diffuse. Hence, the approach of its content and its scope can be facilitated if we turn to comparative law, which has been broadly studied.

Resumen
The expansion of criminal law, which had already been pointed out by the jurist Jesús María Silva Sánchez (2001, pp. 26 et seq.), Is an inevitable premonition in the face of the possibility of new legal rights where their protection is legitimated, through the penal instrument, considering the new realities that Mexican Society has to face. Thus, behavior derived from identity theft or usurpation of identity data are among the fastest growing worldwide problems that have severely affected Mexico in recent years, mainly due to the phenomenon of globalization and the widespread use of the computer and digital means, which have increased the criminal indicators of theft to people and to the private initiative such as; (forge bank accounts damaging commerce and automotive and real estate industries). It is most common complaints by Mexican consumers that the National Commission for the Protection and Defense of Users of Financial Services (Condusef) gets, with about 60 000 people affected in 2016. The legal-preventive measures discharged by the Mexican Legislator will be subject of the present analysis.

Resumen
This article aims to reflect on the migration phenomena and the legal and social concepts of the different migrant’ “categories” in light of the international human rights law, making emphasis on the progresses and the pending challenges. Also, taking into consideration the International Convention on the Rights of Migrant Workers and their Families and the work of the Special Rapporteur on the human rights of migrants, the ultimate goal of this paper is to identify the vulnerabilities affecting the migrant population, especially women and children, and the challenges for a global governance in this area.

Resumen
In 1977, the World Health Organization (WHO) declared the nursing process as “a system of specific nursing interventions about the health of individuals, families and communities”. In Mexico, The Permanent Commission on Nursing aims to standardize nursing care plans, so that so that they serve as a basis for the application of individualized plans in clinical practice. The nursing process is a method of professional care and its application lays the foundation of the nursery’ daily practice. The present work uses this tool for guiding the care and intervention of nursing, it directs its attention to scientific evidence and it applies Nursing Based on Evidence; it provides quality results that allow nursing professionals to provide care in a rational and logical way. In this case the care is oriented to a pediatric patient in a premature stage diagnosed with hyaline membrane disease or respiratory distress syndrome, also known as Respiratory Distress Syndrome (RDS), as this condition brands alarming rates of morbidity and mortality at a worldwide level. According to Perez, López y Rodríguez (2013), each year there are about 13 million preterm births worldwide. Preterm births account for three quarters of all neonatal deaths not associated with malformations, so the morbidity associated with premature patients is high and the main causes of income to hospitalization reported, are hyaline membrane disease, sepsis, pneumonia and asphyxia, which underpins the need to provide comprehensive care to premature patients during clinical practice. The process presented in this paper was conducted at the Hospital for Children, Oaxaca, in which was applied the assessment of Majory Gordon, nursing diagnostics, individualized plans, implementation and evaluation. The case described here correspond to a real patient, for which it was used the standardized language of the trilogy NANDA, NOC and NIC

Resumen
The objective of this paper is to show the most relevant results of the first phase of the research project entitled Organizational Diagnosis of micro, small and medium enterprises of San Juan Bautista Tuxtepec, Oaxaca. This project has a goal to understand the current situation of micro, small and medium enterprises in the downtown area, in order to analyze, design and evaluate feasible solutions that contribute to improving these enterprises. The first phase is called “Diagnostic and Planning” and it mainly consisted of planning and designing an instrument with variables that could quantify and qualify the ideal characteristics of the enterprises for study. The result of this phase is presented here, the methodology followed to choose and adapt an Organizational Diagnosis Model until the construction of the instrument was applied.

Resumen
La profesión de Enfermería en el ámbito asistencial tiene como esencia brindar cuidados de calidad necesarios para mejorar la salud del ser humano. Sin embargo, la calidad de la atención se ve afectada cuando el bienestar del profesional no es óptimo para el desempeño adecuado de sus funciones. Situaciones propias de la Enfermería asistencial como el complejo sistema de rotación, la interacción continua con pacientes, y el escaso reconocimiento, entre otras, contribuyen a la susceptibilidad del enfermero al estrés. Tal circunstancia muchas veces pasa inadvertida para los directivos de las organizaciones, quienes restan importancia a la satisfacción laboral de los colaboradores y evaden el hecho de cómo esta repercute en la calidad del cuidado, aun cuando desde el año 2000 el Síndrome de Burnout fue catalogado por la Organización Mundial de la Salud (OMS) como factor de riesgo laboral por el deterioro físico y mental que ocasiona.

Resumen
The theory on governability and governance continues developing in the academia and joins with the practice of the national and international governments. However, its measurement has been difficult to secure the results to determine “good governance”, despite the fact that certain principles have been agreed for its understanding and basic indicators have been designed. The contribution of this paper is the application of some indicators in the analysis of governability and governance in the specific case of Oaxaca, one state of Mexican Republic, whose political change of 2010 sought stability and order from the interaction between social groups. There are two research questions for reflection: What is the social perception about governability in Oaxaca four years after the change? What interaction of good governance are built in the management of Gabino Cué? With the support of official information and results of a survey of perception applied to a conventional sample of 263 people, it is to provide answers to these questions and concludes that while there are positive developments in various issues, these are insufficient to achieve better living conditions in the state.

Esta nota presenta información sintetizada de la ponencia “Uso de la información estadística y geográfica en la impartición de las asignaturas de la Licenciatura en Administración Municipal (LAM)”, presentada en la 1ª Reunión Interregional de la Red de Consulta Externa del Instituto Nacional de Estadística y Geografía (INEGI), la cual se realizó los días 30 y 31 de octubre de 2014 en el Auditorio de la Heroica Escuela Naval Militar Antón Lizardo de Veracruz, México. En ella participaron diferentes instituciones usuarias de la información estadística y geográfica generada por el INEGI.
