The preparation and overcoming of cadres and reserves of the Public Administration is an integral part of the policy of cadres of the Cuban State and is the means to equip them with knowledge and skills to fulfill their functions. Case studies are carried out to detect the aspects that may be subject to improvement. And in the document, based on a territorial area, it is evident the need to prescribe the learning processes with rigor, for a transit ordered by positions that fulfill a promotional movement, projected according to needs. The systematization that is proposed from the study, part of the use of scientific methods to propose a procedure in three phases for the preparation and overcoming of the reservation of tables, with an order that guarantees the objective transition for the fulfillment of the policy of tables, seen as an object of study in permanent transformation and construction for a good performance of the reserve of paintings.

In this article, good practices that were taken into account during the process of updating the official tourism portal in Cuba (www.cuba.travel) are showed. They were identified during the state of the art investigation process related to the use of the information technologies (IT) in tourist portals of international reference and digital development of some tourist destination. The objective is to satisfy the digital requirements of traveler 2.0 according to international standards, positioning CubaTravel on the Internet, as the main channel to know and buy Cuba.

The estimation of demand is an essential element for the proper functioning of a company. Numerous qualitative and quantitative methods have been developed that allow an adequate forecast of the demand, which together with the analysis of the market where the company operates, allows a good estimate of this. The most used qualitative methods and time series models for quantitative forecasting are explained. An example of application of the TS is shown using the Minitab 15 statistical package.

A procedure for risk management was designed, with applicability to all the processes of a Management System, based on the need to develop risk management as an integral part of the administration process. The procedure performs a qualitative and quantitative analysis of the estimated risk values, both from a strategic and economic-financial point of view, and consists of nine elements: Communication and consult, Establishment of the context, Identification of risks, Assessment, Evaluation, Determination of the level of vulnerability of the Organization, Treatment of risks, Monitoring and control, and Communication of risks. These elements were matched with the cycle Planning-Do-Check-Act. The procedure was validated in a Research, Development and Innovation center located at Mayabeque province, Cuba, and was used to identify and evaluate risks associated with the Strategic Planning process in the entity, determining that this process has a medium value of risk, so the associated risks moderately affect the success of the strategic project.

The strategic planning of information systems is a critical process in organizations that intend to maintain a constant level of innovation. This involves cognitive and organizational efforts that demand efficient and effective management of the information generated during this process. The basis for managing information lies in having a good computer system that allows retrieving information from multiple perspectives, associated with interests of different roles that are involved in the planning process. Based on these considerations, it is defined as the objective of this paper, to carry out a first version of a comparative study of software for the strategic planning of information systems, based on the identification of useful criteria by technological surveillance. With the monitoring, 13 criteria were identified. The selection decision constitutes a strategic decision to be considered by the organizations.

The study of the Intellectual Capital has been intensified during the last decades. The 21th century, with its particularities and trends, has exposed the need of considering the Intellectual  Capital as an essential factor for sustainable development. However, it does not exist a clear consensus about the conceptualization and the generation of new knowledge related with this topic. The investigation and the effective management of the Intellectual Capital depend on its correct understanding and for this it is necessary to deep into the epistemology of this concept. The present project is aimed at evidencing the principal epistemological regularities of the Intellectual Capital in the enterprises.

Este artículo tiene como objetivo realizar una explicación histórico-jurídica entre México, Chile y Brasil sobre la existencia de los órganos estatales encargados de promover la transparencia gubernamental y el derecho de acceso a la información pública, realizando un análisis sobre el diseño institucional de éstos, partiendo de sus atribuciones legales y contrastando estadísticas institucionales para entender cuál es la dinámica que siguen y si a la luz de su realidad sociopolítica han funcionado o no. Esta investigación está integrada por cuatro apartados, elprimero analiza el concepto de transparencia gubernamental a la luz de teoría jurídico política, el segundo estudia el concepto del derecho deacceso a la información pública como derecho ciudadano, el tercero estudia el surgimiento de los órganos garantes de Transparencia yAcceso a la Información Pública en México y el cuarto expone el comparativo con los órganos garantes de transparencia y acceso a lainformación pública de Chile y Brasil. Se finaliza con las conclusiones. Lo anterior, con el propósito de realizar un estudio general de los contextos históricos que han detonado la creación de estas entidades públicas de rendición de cuentas.

Within Public International Law there are two principles of utmost importance for the achievement of adequate international relations between the Sovereign States: the principles of Equality and the International Reciprocity. These are part and column of support of the existing relations between two or more nations. However, we have seen that methodologically these principles -as also part of the formal sources of Public International Law- in praxis are not fully complied with, as in the case of bilateral relations between Mexico and the United States, with the constant violation of them by part of the northern neighbor. One of the aspects where there is no equality and even less reciprocity is in the migratory order, because we have found some situations that are not signed in the framework of equality and Mexico -for lack of political will, among other aspects- does not exercise any measure of retaliation, as when, for example, the American nation requires Mexicans to enter and Mexico does not apply Reciprocity via Retorsion, which would oblige US citizens to apply for a visa to enter our country. All this in an area of equality and reciprocity between sovereign nations. It is important to analyze the events that have been presented as violating the principles already mentioned, by the United States immigration policy and therefore, the Mexican State’s right to apply retaliatory measures (as a peaceful means of dispute resolution, allowed by international public law) to legally and politically level relations between both nations.

Democracy, more than a regime or political system, is a commitment of governors and governed; without the interaction of both, democracy would only be the subject of study by academics (as it mostly has been).Nowadays it is necessary to know what democracy implies and to know that representative democracy would not work without participatory democracy and vice versa. Citizens have the firm commitment to generate a democratic culture that implies the development of representative institutions and seek the creation of public spaces, as well as alternative mechanisms to institutions that seek other forms of expression due to demands, and that only the mere representation, cannot attend. Before the electoral scenarios that are being lived, it is necessary to create a coexistence (participation) where government and citizens are integrated into the decision making, as well as in the application and implementation of public policies to form a political, social and economic environment that stimulate individual and collective interests, and thus reach the much desired common good; this, reducing conflicts, fulfilling in accordance with law political freedoms accompanied by individual welfare and constantly improving the quality of life, making public policies more efficient and effective. An important ingredient to consider in this relationship is governability and the role it plays in the democracies of societies that are becoming increasingly complex. The future of democracy in Mexico is a coin on the air; it presents challenges and challenges that will have to be addressed, obligatorily, in government agendas, since, otherwise, the institutions that execute it will continue to show signs of exhaustion.
