Resumen
The study was oriented to analyze the values that regulate the ethical behavior of teachers in public educational institutions of the municipality of Barrancas, Department of La Guajira Colombia. It was based on theoretical -conceptual approaches, in terms of Management by Values, organizational ethics and codes of ethics, of authors such as Guédez (2007), Fernández (2005), Graterol (2008), Frontodona (2007), Contreras (2011), Rockeach (1974), among others. Methodologically, the research is of analytical type supported by a mixed documentary and field design, given the qualitative and quantitative nature of the study. The population was made up of the 175 teachers, belonging to the institutions under study, using the whole population as a sample, which gave it the character of a population census. For data collection, a questionnaire with a mixed response scale (Likert and open type escalation) was applied. The validity of the questionnaire was determined through the Expert Judgment, the discriminant analysis and the Cronbach's Alpha coefficient, which resulted in 0.93. For reliability, Statistics of the two halves were used, yielding a result of 0.92. The results of the study indicated high presence of instrumental and final values within the moral behavior of the teachers.

Resumen
The research follows a quantitative approach supported by qualitative approach whit descriptive and quasi-experimental design method. In this research, the objectives were set: to study whether students’ skills in variational and didactic thinking improve with the use of a pre-calculus course using a virtual platform with respect to traditional teaching; examine the influence on development of mathematical thought and its teaching; as well as to analyzewhich type of students obtains better results in relation to their level of digital competence. The following advances have been obtained: the experimental group has obtained a statistically significant improvement of its interpretive and mathematical thinking skills with respect to the control group.

I visit my dear professor, Pedro Ortega, in his house, on a quiet afternoon in the Murcian autumn. I find him sitting in front of his computer, surrounded by the books that have accompanied him in the last years of his academic life: Levinas, Adorno, Horkheimer, Ortega, Buber, Mounier, Derrida, Steiner. And other authors with whom he maintains a close friendship: Mèlich, Duch, Zamora. Why these books, Pedro, and not others? At my age, Eduardo, I only have time and desire to read those books that force me to ask questions. The others, I find boring.As you can see I have made a selection of those authors who mark a very specific line of thought and who depart from the idealist philosophy that has long configured the thinking and life of Western society, with the results that are in sight .

Resumen
The social and educational problems of vulnerable sectors require the attention of governmental entities that are destined for early childhood, that is to say, they must be committed in the search for alternative solutions, due to a lack of leadership and autonomy, this has a negative impact on the integral development in a society. That is why indifference and apathy has impoverished the quality of life of vulnerable sectors.
Likewise, the issue of early childhood policy in integral care, such as the construction of equity of vulnerable sectors in the new campaign, Dibulla municipality jurisdiction, La Guajira, emerges as a felt need, due to situations of abandonment that became visible in the However, early childhood policies guarantee the cognitive, psychosocial, nutritional performance, health of an individual, which allows the inclusion of welfare programs aimed at effectively targeting vulnerable populations. It is for this reason that Grunewald and Rolnick (2006) expresses that the potential of future inequalities between people is reduced.
We perceive a rate of return to investments in human capital, which decreases the greater theage of intervention of the children.
