Texto introductorio al número 14 de la Revista de El Colegio de San Luis.

This work presents an analysis of the capabilities and gaps of skills related to the Comité de Agua de San Felipe Tlalmimilolpan 2006-2009 y 2009, community organization in charge of major water supply operations that includes distribution and control of the liquid in the same locality situated in Toluca, México. This local water committee is included in a public policy network that eventually respond to governance’s purposes, by defining it as a diversity of configurations expressed in conflict spaces, instead of a normative concept. Within this perspective the use and management of actors’ resources are studied. In this analysis resources are understood as the capabilities, and gaps of skills are complemented by the concept of closedness procured from the network’s literature, and the use of analytical proposal “matrix of territorial capabilities” to situate and differentiate the types of capabilities: cognitive, instrumental and socio-relational. However, through the use of interviews with committee members and water government officials, the presence and absence of capabilities needed for management organization were identified, which resulted in the ceased of board members after an auditing process, by means a waste of time, resources and trust given by the local community. Additionally, it has been found, some particular characteristics within the network’s culture, such as: isolation, mistrustful, and lack of respect for authority representatives. In consequence of these characteristics, management’s environment for public water resource has become more difficult. Therefore, based on findings, our main conclusion is that despite of the absence of some capabilities, the committee has been capable to survive as an organization that brings out water supply to its community. Nevertheless, a fragility that might represent a serious risk to its stability as an organization has been found.

Book review Teorías de las Relaciones Internacionales en el Siglo XXI

The new proposed General Water Law, published in the Parliamentary Gazette on March 5th, 2015 (No 4228-II), aims to replace the current National Water Law (LAN). The former, based on concepts such as water scarcity and population pressure, also seeks to place water as a commodity, subject to the laws of the market, opposed to what is believed to be the universal consideration of being able to demand what is written in the law, and is believed to be in Article 4º of the Mexican Constitution, which seeks to guaranty water as a human right. This paper contributes to the debate on the proposals that supports the intended changes to the LAN, by pointing out the most important implications in science, suggesting the urgency of regaining a sense of national water sovereignty aimed to ensure human security and the best quality of life to all inhabitants of the nation, mainly the rights of the original inhabitants who so far, have enjoy free access to water.

Book review Los Caminos de la trashumancia. Territorio, persistencia y representaciones de la ganadería pastoril en el altiplano potosino.

In this review I dedicate the following lines to the work of J.B. Harley who contributed new interpretations to the history of cartography and paved the way for the rereading, analysis and exploration of the maps. In this sense, I analyze Harley's proposal on two issues that I find fundamental. Analyze and interpret the iconographic meaning of the maps and address the silences as part of the discourse censored in cartography.

Book review Diversificación empresarial y redes socioeconómicas.

The objective this research is knowing the importance of the governmental actions established in the presence of agricultural sinisters. Specifically it analyzed the presence of frosts in the maize in the municipality of Tlachichuca, Puebla in 2011. Data was gathered with a survey to 76 producers affected. The research showed that is almost nonexistent the agricultural insurance and in the presence of frosts were activated the program called Componente de Atención a Desastres Naturales (Care Component to Natural Disasters, CADENA). The support provided for this program did not recognize the full involvement in the lands of producers covering almost a third of production their cost per hectare.
