Resumen
The control of public policies seeks to verify if the real conditions of their materialization are in accordance with the established criteria. The article analyzes the external fiscal control related to the complementarity that citizen control provides in the surveillance of public policies. For this, a documentary research with bibliographic design was carried out. The conclusions deal with the importance of complementarity as a means to ensure the correct execution of public policies, consolidate the transparency of public management and guarantee the compliance with Human Rights.

Resumen
The objective of this research was to analyze, from theoretical statements of the Advocacy Coalitions, the inclusion process of the population LGBT egalitarian rights on the public agenda, on the frame of the second electoral round in Costa Rica, in 2018. The methodology was based on a mass media monitoring process (February 1st-April 4th) and the systematization of data according to the mentioned model. The research period was 2018-2019. As a result, it was possible to identify the mediatic impact on the political agenda.

Resumen
The urbanization process that takes place in Costa Rica in the last thirty years has various expressions. In that context, this work explains the way in which municipalities, as local governments, change in order to satisfy the new demands of the inhabitants of urban centers that change as well. This article also analyzes the municipalities’ performance from the citizens’ viewpoint. In addition, it presents a discussion on how the citizens themselves evaluate their own participation in urban affairs. The city of San Ramón is the case study that illustrates this discussion.

Resumen
This article exposes the relationship between personality disorders and drugdependence, including some forms of addiction. For this purpose, the PsychoanalyticTheory of Object Relations will be used, in order to establish an explanation of the rolethat this symptomatology plays in these psychopathological structures. All this will beaddressed as a contribution to understanding the relationship between symptoms andcharacter structure in the constitution of personality disorders, and as a contribution tothe psychodynamic clinic and intervention of addictions.

This article analyzes the evolution of costarican press during the first thirty years of the XX Century. It is focused on the exposing of changes and continuities and the way to do journalism and to know how this affects the press, as an organization, the context in which it is developed. This article deals with the writings and the contents of the press and its entailment with the political organized groups and the financing sources. As well the article introduces the reader in the operational system of the companies.

Resumen
The category "human rights" is not immobile or definitive or it is the same in all circumstances of space and time. More than a general category, it is a dynamic of struggle for the dignity of individuals and groups depending on the time and place. In this process of struggle, the category of vulnerable communities has emerged to refer to sectors that, due to their cultural, economic and social subordination, are exposed to ignorance and disrespect for their rights and dignity.

Resumen
Since March 2020 the world has been living in a pandemic status because of Covid-19. This situation has created a context of political and social action to contain it. Research about covid-19 and its consequences has appear in different areas, topics and disciplines. In our case, this article explores the covid-19 situation thru discourse analysis, specifically social discourse, which is a macro analytical framework for doing discourse studies. By using this analytical path, we create narrative groups that give us the possibility to explore the social construction of sense and meaning. The three narrative groups are: government, experts and the media (traditional media). Thru an inductive methodology and using centrally a discourse analysis technic -emphasising the social aspect- the document ponders conflict, arrangement, problems, difficulties and social sense from this 2 years track on covid-19. A central conclusion about social discourse is that confirmed and stimulate social inequality and promotes social division in the country. The covid-19 phenomenon is presented as something almost incomprehensible due to the high complexity process linking epidemiology knowledge and social behaviour.

The analysis of social inequities in health is a complex and diverse process that can be carried out from different epistemic, theoretical and methodological approaches. Based on an extensive documentary review and with the aim of facilitating this type of analysis, this article proposes some methodological recommendations (in broad terms) for the research of social inequities in health.

Resumen
The objective of this research is to analyze the perceptions of the teachers of the Sindicato Nacional de Trabajadores de la Educación (SNTE) of Tamaulipas, Mexico, regarding the conditions for a profound democratic transformation in the context of the labor reform in union matters of 2019. The work is the result of a qualitative research, which consisted of 22 semi-structured interviews with people chosen through a convenience sample. The findings allow us to identify favorable conditions, but also important limitations for this transformation.

The autor speaks about privatization attempt of Costa Rica telecommunications and tha social movements against the “energetic Combo”. A new oportunity of privatization appears on the horizon with the Free Trade Agreement (FTA) proposed by the United States in coincidence with economics of IMF and MB.Moreover, the article visualizes that the expansionist interest of United States is not only present in this trade, but in the world geopolitics changes as result of their military intervention against Afganistan and Irak.
