The development of an innovative economy, the acceleration of technological changes require new forms and methods to improve the human capital quality. Globalization and digitalization of the world require other methods of managing the organizations, other principles and approaches to working with the employees. In the current circumstances, it is especially important to develop the employees' talents, to form self-government for making effective decisions in changing conditions, to introduce flexible and effective labor methodologies, to create an organizational culture based on trust. The management of talented employees occupies an important place. Talent is seen as a demonstration by an employee of the consistently high labor results, the desire for self-education and self-realization. The use of talent development tools offered by the authors among the working professions in the innovative economy allows the companies achieving the strategic goals of bringing the economy to a qualitatively new level. Creating incentives for productive work, motivating successful workers will lead to improving their physical and intellectual capital. The authors singled out the actual factors stimulating the need to manage the talented employees of the working professions in the Russian companies, made an attempt to identify the development tools for the talented workers: individual development map, long-term professional career motivation, WorldSkills, mentoring, self-education and self-realization, generation of innovative ideas.

In the context of economy globalization and the integration of interstate relations, as well as the short-sighted policies of the leaders of some countries, there is a serious danger of terrorist acts of various groups, arising on religious grounds. In such circumstances, the probability of racial discrimination is quite high. Racism needs neither explanation nor analysis. Its ineradicable slogans spread like a tide, which can flood society at any moment. The existence of racism does not require justification. This categorical statement, as absolute as the unprovable, means that racism has all the signs of an axiom. Racism is a concept, accessible to everyone, albeit not universally accepted. The more it is vague and seemingly obvious, the more effective and dynamic it is. The purpose of this work is to investigate the complex of criminally-legal and criminological problems of fighting against the incitement of national, racial or religious hatred in the conditions of terrorism. The article also proposes the scientific development of proposals and recommendations, aimed at improving of preventive activities, criminal legislation, as well as the practice of its application.

En este artículo se busca determinar, de manera cronológica, cuáles han sido los indicadores y transformaciones internacionales que han facultado la presencia y participación de la mujer en la esfera política. Para ello se parte de una revisión bibliográfica sistemática de artículos similares, documentos de organismos internacionales y fuentes periodísticas, abarcando el conocimiento sobre la participación de género en la política y la cobertura de los medios, englobando el campo internacional y contrastándolo con el aspecto regional y local. Además, se examina el papel de los medios de comunicación dentro de este proceso participativo de la mujer en la política.

The presence of a certain training of students, future teachers, is important for modern education. A complex social structure, formed by information technology actively, requires that the modern teacher ought to be fully prepared for various manifestations of sociality and broad outlook. A modern pedagogical university should form these characteristics of a specialist. Preparedness for the implementation of various functions and competences must be purposefully included in the training of future teachers. For this purpose, an important aim is to study the significance of the multifaceted functional approach in education. Functional analysis of the system of professional training of future teachers is an important preparatory stage in the implementation of the program for the comprehensive development of students-teachers.Among the many functions of the education system, we can distinguish the following ones: translational, axiological, activity, educational, educational and developing functions. The most important of them is the axiological, activity and developing functions. The axiological function forms the world of values and it is very important that these values are to be directed to the solution of human-forming, humanistic tasks. The activity function allows the future specialist to realize his tasks, despite the difficulties that arise. The development task of education will make it possible to develop the ability to complete the course of work.

The proposed study includes systematization and analysis of the theoretical and conceptual interpretations of "corruption" and "corruption interaction", discussion of the reasons and conditions for the development of corruption interaction in China, as well as consideration of the official assessments of anti-corruption activity and the main directions of prevention and combating corruption in Chinese society by Chinese scientists. Within the framework of this article, we analyze mainly current official positions, analytical materials, theoretical and conceptual versions and research approaches, in which the modern forms and practices of corruption interaction in China are being problematized. The work mainly uses Chinese sources and empirical data, which have been obtained by the authors during interviews (mainly an expert survey). The authors argue that both the scientific community, political analysts and public figures, as well as official representatives of the party, demonstrate unity in understanding the key characteristics of corruption and the main priorities of anti-corruption policy. At the same time, the very corruption phenomenon is treated as a socially negative phenomenon of the modern life of Chinese society, which is of complex nature.

In this article, two approaches to the studying the concept are investigated. The first approach defines concepts as complex, organized semantic forms. The second approach denotes that the concept and the term are used as synonyms and are interchangeable. As a result of the study of various interpretations of the term "concept", the following basic features of the concept are singled out:  the availability of the name; cognitive character (ability to process, store and transfer knowledge and experience); an open mental structure, capable to changes and transformations; verbalization through various linguistic units; cultural and historical reference; value character; presence of both verbal and non-verbal forms. The concept, being a unit of cognitive level, reflects a linguistic view of the world. It consists of perceptions and associations arising in the human mental process which are expressed by means of the verbal signs, concepts corresponding to them, the peculiar "labels" which have taken roots in our mind.

Article is devoted to a problem of media texts (journalistic and advertising) compliance to ethical standards: to ethical standards of professional community and norms of media ethics.The research is conducted with the use of the "humanitarian expertise» principles and the semantic analysis method.In journalistic texts professional ethics standards violation is revealed. Advertising texts contain intended elocution violations.Non-compliance with ethical standards can be motivated by a divergence between them and other professional requirements to the journalistic and advertising text. In case of such divergences authors neglect requirements of ethics. The inattention reasons to ethical aspects of media texts: insufficiently accurate wording of ethical standards in Codes of professional ethics.Violations of professional ethics standards and language ethics demand discussion by professional community for improvement of professional standards and developing prevention mechanisms for such violations.

Una de las tres funciones sustantivas para el quehacer universitario es la investigación, una actividad propia del docente en la que debe poseer y dominar ciertas competencias que lo ayuden a desarrollar el proceso investigativo. En muchas ocasiones los docentes carecen de estas o su desarrollo es insuficiente. Se propone la identificación de necesidades de formación para el desarrollo de competencias investigativas a partir del análisis de la percepción que tienen los docentes de la Universidad San Gregorio de Portoviejo en cuanto al nivel de preparación y la relevancia de temáticas específicas para el proceso de investigación con fines de implementar planes de formación para su perfeccionamiento. Se configura un cuestionario con 15 competencias resultantes de la revisión bibliográfica y que según el criterio de experto de los investigadores resultan relevantes en la práctica de la investigación. Los datos revelan que el Análisis de datos cualitativos y el Diseño y selección de muestras, son las competencias a intervenir inicialmente como parte de un Plan de Formación elaborado para el efecto.

The entry of the world community into the 21st century was characterized by the recognition of the exceptional importance and necessity of stabilizing international relations in all important areas. The pristine beauty of our fragile world can only be preserved if the global, regional, economic, environmental and social issues would be resolved in a reasonable and timely manner, and the proper order in the world to be established. In this regard, the cooperation of states has become not only an obligatory principle of international law, but also an indispensable condition for global development. So, back in 1997 the UN General Assembly called on all states to carry out their activities in accordance with the norms of international law, and above all in accordance with the UN Charter, to promote respect for and implementation of international legal principles, to join multilateral agreements in order to promote the development of international law in general and all its branches. The most important principle of international law is the principle of conscientious fulfillment by states of their international obligations. States parties to international conventions undertake to fulfill their obligations in good faith arising from generally recognized principles and norms of international law, as well as obligations resulting from other international treaties and agreements to which they are parties. In the exercise of their sovereign rights, including the right to establish their laws and administrative rules, they will align them with their legal obligations under international law. Thus, an essential sign of the principle pacta sunt servanda (from Latin "treaties must be respected") is the implementation on a voluntary basis by all participants of international legal relations of all undertaken obligations and the non-admission of rejection of them unilaterally. The protection of the World Ocean is connected with the adoption of a number of preventive measures, the monitoring of compliance with which is entrusted to international bodies specified in international agreements. In the case, when there is a fact of pollution, or their violation, the process of adopting a number of measures aimed at combating the consequences, namely, the protection of the World Ocean from pollution, which, in some cases, involves bringing to international responsibility, begins. In the international legal doctrine, the problem of the international responsibility of states is one of the most controversial. There are different definitions of the responsibility of states, but all without exception recognize the fact that it plays a crucial role in maintaining law.

At present, Tatar ethnic linguistics seeks to view Tatar musical culture as a synthesis of regional-dialectological components of various ethnographic and local-territorial groups, which inevitably determines the perception of Tatar musical folklore as a heterogeneous phenomenon. Of particular interest to researchers today is the little-studied traditional culture of the Siberian Tatars. The Siberian Tatars consist of three ethnographic groups, differing from each other by some peculiarities in the spoken language, spheres of material and spiritual culture, lifestyle and everyday life. These are the Tomsk, Baraba, Tobol-Irtysh Tatars, which, in turn, are also divided into subgroups. The names of groups of Siberian Tatars accepted in the literature are associated with the place of their permanent residence. The article discusses the features and problems of preserving the ethno-music culture of one of the dialectal groups of Tomsk Tatars - Ob chats living in the villages of Yurt-Ora and Yurt-Akbalyk, Novosibirsk Region of Russia. Expeditionary research from different years shows that Ob folk music is a diverse phenomenon. There are samples of village song folklore, children's folklore, drawing, lyrical and short songs, takmaks, chastushkas, ceremonial, wedding tunes, singing reading genres, baits and munadjats that are still in the memory of older and middle-aged people. During the 20th century, the musical traditions of the Siberian Tatars were strongly influenced by the cultures of the Volga-Ural Tatars and settlers, which also influenced the stylistic and genre diversity of the region's musical and song folklore. The study of the inexhaustible wealth of the musical folklore of the Tatars of the Novosibirsk Region will allow preserving for subsequent generations the distinctive and universal foundations of the spiritual culture of the entire Tatar people.
