The beginning of the 20th century became for Serbia not just as "the next step on the time stairs", but radically changed all further history of the country. The revolution on May 29, 1903, having finished "autocracy" of the last Obrenoviches, opened the page of "constitutionality and national foreign policy of Karageorgevich dynasty" [Yugoslaviya v XX v. 2011]. In the Serbian historiography this short period of history of the Kingdom of Serbia is often treated as "the Golden Age of the Serbian parliamentarism". Some of authors even believe that at the beginning of the 20th century Serbians "created the modern system of parliamentary democracy", having brought closer the country to "the European samples" in the political plan.Inside politics of the Kingdom of Serbia after the revolution of 1903 undergo of certain transformations. Serious changes concerned the Serbian political parties. In particular, the Liberal party morph into the People's party; the Serbian Progressive Party was revived in 1906. The first elections after the revolution, also gave the vast majority to radicals, however split among the Serbian radicals which first symptoms were shown in 1901, raised at the Russian contemporaries doubts in ability of radicals to take the responsibility for effective management of the country "at that military terror which, apparently, finally triumphed now in Belgrade".

This problem being discussed is important today because the issue of the results of Russia's foreign policy in the eighteenth century is still debatable in contemporary Russian historiography. This discussion is connected with the preservation in the minds of Russian society of an ambivalent attitude towards the territorial growth of the Russian Empire in this century. A part of the society welcomes this growth, which has allowed Russia to reach the seas. Another part of the society indicates the great human and financial losses that the country has suffered as a result of expansion. A goal of the article is to relate the goals set by the Russian elite to the wars and the results achieved. The leading approach to the study of this problem has become a general scientific method of analysis and synthesis. The article describes the goals that the rulers of Russia set for themselves before the beginning of various wars. It characterizes the results of those wars. It assesses the effectiveness of the wars based on the correlation of the results, which were achieved, with the goals set. It reveals the trends in the development of this effectiveness. The materials of the article can be useful for clarifying the ideas about the foreign policy of the Russian Empire in the eighteenth century.

El femicidio es un fenómeno social, cuya implicaciones jurídicas tienen gran connotación para el bienestar de la ciudadanía. Por este motivo se planteó el objetivo de describir mediante datos cuantitativos este tipo de violencia que va en aumento en la sociedad, a través de un  análisis de porcentajes de casos encontrados en el país, para contribuir con recomendaciones para que el Estado mejore la estrategia para enfrentar esta problemática de carácter penal. Se aplicó la metodología descriptiva. Las estadísticas de femicidio en el Ecuador evidenciaron un crecimiento en el 2017, cuya tendencia se mantuvo en los últimos cinco años, la mayoría de las víctimas vivían en la costa, en zonas urbanas, siendo el causante de la muerte el exconviviente, porque las mujeres se encontraban separadas o divorciadas de quienes perpetraron el crimen.

One of the issues that has been discussed by the archaeologists is that of burial rituals and relevant beliefs of various pre-historic societies (early human communities). According to archaeological excavations, various aspects of burial have been analytically studied among which one can refer to such aspects as the position of corps, internal and external structural forms of the graves as well as ideological and cultural aspects.  On the one hand, generalization of the burial tradition and beliefs of primitive societies and applying them to the belief systems of some of the contemporary societies based on their religious perspective of the life after death and on the other hand, inattention to its specific meaning and application, have caused the reader to misunderstand this burial tradition and ritual. Then, the author believes that the existing beliefs and culture regarding death are based on the fear of death as well as the act of dying and the dead person. Burying the dead person’s properties with him/her is one of the manifestations of fear of death phenomenon and act of dying.

El objetivo de este trabajo es propender una perspectiva del desarrollo local desde la extensión universitaria. Para ello se realizó una investigación documental donde destaca el ímpetu de fortalecer el acceso integral a los factores relevantes y concernientes al desarrollo local, presentando una visión holística desde la experiencia de las instituciones de educación superior (IES) de la región en la contribución de impactar en el medio donde se circunscriben en concordancia con lo declarado en la Agenda 2030 para el desarrollo sostenible. Como conclusión principal se plantea que el encargo social de las IES es perpetuar y extender el conocimiento científico para la transformación social y económica de la comunidad, con la que interactúa y de la cual se nutre. Esta investigación se sustenta en los métodos de análisis bibliográfico, histórico lógico y la sistematización teórica.

Ensuring the safety of participants in criminal proceedings is one of the important guarantees for the achievement of the goal of modern Russian criminal justice: involvement of a guilty person or release of an innocent person from punishment. The achievement of this important result can be based on an assessment of the evidence obtained. The citizens' assistance to establish evidence in the work of law enforcement agencies causes certain contradictions. The interests of the state in combating crime and the legitimate interests of a citizen can be asymmetric. In this regard, the state shall create the necessary and sufficient conditions for motivating such assistance. Otherwise, the citizen is not able to potentially assist in the criminal proceedings, as this constitutes a threat to his/her (close relatives) interests. It is particularly relevant to define the optimal balance of state and personal interests in the criminal proceedings. The citizens can facilitate the investigation only when they feel completely safe. At the same time, not only witnesses and victims (their relatives) shall be provided with the protective measures, but a suspect (accused), who promotes criminal justice, as well. The article presents an analysis of the formation and development of the personal security institution in the Russian criminal process. The articles shows the main problems of balancing the interests of the state in combating crime and ensuring the legitimate personal interests of a citizen.

The modern Russian regional society is multicultural and bilingual (multilingual) to make difficulties for mutual contacts of multilingual peoples. The problem of overcoming language barriers in a multi-ethnic regional community is in want of state support and special legal regulation. One of the best ways to solve this problem is bilingualism. Bilingualism is the possession of two languages - mother language and nationwide language (the so-called intermediary language). The choice of the language-mediator is determined by the socio-political, socio-historical and socio-economic conditions of life of a particular ethno-lingual education. The Russian language is the state language of the Russian society. The representatives of different nationalities enter into language contacts with each other through the Russian language. The Russian language serves as an intermediate language in the conditions of a multinational state. However, the uniqueness of any ethnic formation is manifested through language. Therefore the development of guarantees of linguistic rights is actually. Further we should be solving a bilingualism problem at the level of laws on languages adopted in the republics that make up the Russian Federation.

The purpose of this study is to identify China's geopolitical interests in Central Asia and to analyze its political and economic cooperation with the region. During the research, the main principles underlying the Chinese foreign policy were revealed and analyzed. The provisions of the work can be used to further study of this problem, as well as in the teaching of disciplines related to international relations. At the same time, problem-chronological and historical-comparative methods were applied. First of all, China's priority interests in Central Asia were reviewed and analyzed. Further, the spheres of multilateral cooperation implemented through the Shanghai Cooperation Organization (SCO) were noted. Priority directions of China's foreign policy discourse were also disclosed. Particular attention was paid to the questions of Uyghur separatism and its influence on China's relations with the CAR countries. The points of contact of economic interests were identified through the Chinese initiative project "One belt, one way". In addition, the importance of energy security in the Central Asian region is emphasized. At the end of the paper, conclusions were drawn based on an analysis of current integration processes in the region.

1970-ies are an important period of Soviet history concerning the protection of monuments. By this time, the protection of monuments in the USSR went beyond the competence of only state bodies, an active role in cultural heritage preservation was played by the public. All-Russian Society for the Protection of Monuments (VOOPIiK), established in 1966, performed its work. In Tatarstan, this society was established on February 8, 1966. It 1970-ies they adopt the law in the country (The law of the USSR "On the Protection and the Use of Historical and Cultural Monuments" issued on October 29, 1976) [1] regulating this sphere. It becomes the first comprehensive state document on the protection of monuments. In TASSR, the protection of monuments, and decisions taken in this area, corresponded to the general state policy for the preservation of the historical and the cultural heritage of the USSR. Some progress was made, but many problems remained unresolved.

The paper substantiates the psychological structure of emotional stability as a key competence of managers, including three interrelated components (cognitive, emotional-motivational, practical). On the basis of the competence approach, the criteria for the formation of this concept are proposed and disclosed. The content of the constituent elements of emotional stability as a key competence is specified. During the study, the following methods were used: theoretical (analytical-synthetic, comparative, modeling method); empirical (stating experiment, observation, method of expert assessments, testing). The diagnostic program revealed three levels of development of emotional stability: high, medium, low. Identified in the course of the study, the components and criteria for the level manifestation of emotional stability as the key competence of future managers were the basis for creating the author's course «Psychology of emotional development». The results of the study can be used in the planning and preparation of lectures and seminars of academic disciplines of the humanitarian cycle.
