The development of the world and national Russian markets of medical tourism is directly associated with the improvement of the population quality of life. The article clarifies the concept of medical tourism, and classifies its main types. The place and prospects of development of Russian medical tourism in the world are shown, including the export of medical services. The article summarizes the main directions and factors of the dynamics of domestic, inbound and outbound medical tourism of Russians. The need for certification of Russian medical institutions for compliance with national and international standards in the quality management system was defined. The strengthening of influence of self-regulating medical organizations on the processes of improving the professional qualification level of doctors and medical personnel, and ensuring the visibility of pricing for medical services were indicated. The measures for increasing the competitiveness of Russian medical tourism have been identified. They include the certification of medical institutions and quality of services, overcoming of information asymmetry, the formation of package services, subsequent remote supervision of patients, the implementation of projects for the promotion of domestic medical tourism facilities on the world market, the application of loyalty programs and co-branding.

This article analyses, from an eminently legal perspective, the particularly vulnerable situation of migrants in an irregular situation. This irregular status notably increases migrants’ risk of suffering human rights violations, underscoring the high level of impunity enjoyed by states that commit such violations. Faced with this state of affairs, and by means of a comparative analysis of the case law emanating from European and inter-American regional legal systems, this study explores the possibility of irregular or undocumented migrants being included in the classification of “vulnerable group”. The meaning of this expression is being shaped in international courts of justice, and in particular the European Court of Human Rights and Inter-American Court of Human Rights. The study concludes that establishing this interpretation would facilitate access to those judicial bodies, offering an instrument to protect irregular migrants against the discriminatory practices engaged in by transit and host countries. Equally, it opens up the possibility of international migrants in an irregular situation benefitting from the “positive discrimination” measures handed down in some states and designed specifically to tackle such groups.

Migration is one of the most complex phenomenon of the XXI century. Every moment is increasing the volume of nationals of a country making their lives in other countries. México in 2011 and Guatemala in 2016 have new inmigration laws, in orden to catch up with the migration policy in accordance with human rights. In this paper it is centered in the analysis of one of many subjects of the migration phenomenon: the temporary and permanent migration status. This migration status will be compared in both migrations laws of Mexico and Guatemala.

The objective of this article is to describe the migratory phenomenon associated to the sugar cane cultivation in the state of Nayarit, the migratory routes, migrants profiles, and, with those, an approximation of their life conditions in the differents places of destination. To the gathering of information, it was used the cualitative methodology. With the analysis we found that: a) Life conditions of the destination places in the cane zone of  Nayarit, still being precarious, they’re perceived by the cane workers as better as their native (origin) places by the health access and the weather conditions that aloud “to give up¨ the work and therefore the incomes obtained by  it; b) The migratory routes are diverse, traditionally south-north, but it also exists the non traditional ¨north-south¨ and; c) the presence of the work at the plots, machete in hand, of woman cutting the cane.

This work aims towards the resulting analysis after testimonies of a Haitian population upon its arrival, between June and November 2016, to the US/Mexico Border city of Tijuana, Mexico, proceeding from Brazil. The main objective, in learning Haitian’s South and Central American trajectories by migration strategies, is knowing about their followed journeys to the Mexican Northern Borders. The theoretical framework to the analysis in this work regards the transit trajectories, which are conceived as actions or decisions, in this case that the Haitian migrants, make avoiding obstacles and dangers undergone with migratory journeys. One of key findings from this 2016 analyzed phenomenon was that the Haitian community from South America towards the US took up social media as an effective resource. Mainly friends, relatives, and networks to get assistance guiding them throughout their final destiny, as well as their intermediate geographical points, over which specially the Whatsapp app played the main connection CIT resource.

Based on information derived from the Survey on Migration in the Northern Border of Mexico (EMIF), examined between 1993 and 2010 the importance of undocumented migrants to use the “coyote” or “pollero” in the clandestine crossing the US-Mexico border. Also identifies changes in the average cost paid for their service, rather than making distinctions by place of contact with the smuggler of illegal immigrants and crossing city. Finally, it elaborates a demographic profile of the flow of migrants who hired a smuggler of illegal immigrants.

En los tiempos actuales la preocupación política, social y humanitaria de las migraciones se constituye en un asunto clave de las agendas de los gobiernos, organismos internacionales, organizaciones no gubernamentales, asociaciones de migrantes y organizaciones defensoras de migrantes en todo el orbe. En Europa la cifra de inmigrantes provenientes del antiguo continente y medio oriente aumenta exponencialmente, miles de desplazados forzados huyen de la violencia y del hambre que azota a sus países. En América Latina y el Caribe la cantidad de migrantes aumentó considerablemente en la segunda centuria del siglo pasado y el primer decenio del siglo XXI, debido principalmente a la expulsión por violencia directa, por la miseria y por la necesidad de mejorar condiciones económicas y familiares.

El Centro de Investigación y Estudios Avanzados de la Población (CIEAP) de la Universidad Autónoma del Estado de México (UAEM), a través del Cuerpo Académico de Migración Internacional inicia un nuevo proyecto en su programa editorial al publicar su primer número de la revista Huellas de la Migración. Esta revista es una publicación semestral, cuyo carácter es cientifica y arbitrada, surgida de la necesidad de conformar un espacio para difundir resultados sobre el fenomeno migratorio en el mundo, especialmente de América Latina y México. La migración internacional ha marcado a 232 millones de personas que hoy viven fuera de su país de nacimiento en todo el mundo. Seguir la huella a la migraión internacional implica tener encuenta su lectura teórica-metodológica multidimencional que se articule con lo emp´´írico, es decir, con la particular historia de los individuos. La multidimencionalidad implica tomar una postura crítica frente al fenómeno migratotio que haga posible identificar las asimetrías del desarrollo y la crisis económica, aprtir de tópicos como el flujo de personas, las remesas, las políticas migratorias, los tratados comerciales vinculados con la migración, el mercado de trabajo y el capital humano, el voto desde el extranjero, los derechos humanos, los contextos interculturares de la migración, el racismo y la xenofobia entre otras dimenciones.

Mexico and Latin America have much in common and, likewise, share the same vices, indifference and hypocrisy towards the governed, towards the demos; the lack of opportunities, the postponement in political agendas, the rhetorical and sophistical electoral processes that only make vain promises and that, amalgamated in the reality, the symbolism and the human imagination, respond to the why people leave, why do they miss, why they do not return even though they want to, and why others do not want to return. Panoramic and paradigmatic clarity that aims to understand the holistic, collective and transcendental dimension of what, from seeing so much in pieces, is no longer recognized. Of tongue I eat a taco, is a well-known Mexican saying that alludes to this disastrous and infamous, although pertinacious, reality; that, now tries to establish a global cultural economy, of the aristos, the plutos and the oligos, abstracts itself. Elusion and euphemisms of, for and towards the "Other"; the vulnerable and helpless, the unvalued.

The human migrations are a mirror of movements between border, so by their nature are dynamic, changing and more sensitive than the forecasts themselves; such is the case of Haitians in Mexico. Suddenly we are face to face with a new and uncertain migratory scenario “Haitians on the Mexican border”, migrants who see Mexico as a transit country; but which sometimes remain longer time than anticipated. A reflect of this is, the National Migration Institute of México has registered between May-November 2016 to 17 thousand Haitians in the border cities of Tijuana and Mexicali, none requested refuge in Mexico, however, if they have requested it United States of America (USA). The International Migration Observatory of the National Population Council had provided evidence of the phenomenon, since in its data recorded that they went from 199 requests of refuge to USA in 2010 to almost five thousand in 2015. The core goal of this paper is to give account of this new scenario migration through a documentary review.
