The paper examines the problem of improving the efficiency of public administration in Russia. The urgency of raising the effectiveness of modern public administration in Russia is caused by a number of reasons. First, the relevance of the problem under consideration is determined by the worldwide trend of increasing the role of the state in the modern era. Secondly, inefficiency of the existing model of public administration: the use of outdated principles, methods and technologies of governance in the system of public authorities. Thirdly, there is no correspondence of state management to internal and external challenges. Fourth, the problem of the public administration effectiveness in Russia is exacerbated by the use of sanctions measures against the country. Fifth, assessment of management efficiency allows societyy to determine the quality of the activities of state institutions and the state apparatus to evaluate the results of its own activities. The purpose of the study is to consider the problem of improving the efficiency of public administration in Russia. Achieving this goal requires revealing the main problems and tasks for improving and reforming the state administration of Russia. As a methodological base of the research, the work includes the following approaches and methods: systemic and structural-functional approaches, sociological, dialectical and comparative methods, as well as analysis of conditions and factors affecting public administration in modern Russia. As a result of the research, we came to the following conclusions:1. An inefficient public administration model contributes to stagnation and a permanent crisis in the development of society and the state.2. The ineffectiveness of public administration does not contribute to the growth of Russia's competitiveness in the world.3. The competitiveness of Russian society and, first of all, the economy of the country is impossible without a corresponding competitive state policy. Contemporary competition policy in Russia is being reduced mainly to antitrust policy, the competition development strategy does not receive due attention from the authorities.4. A modern effective model of public administration should rely not only on basic values and management principles, but also take into account the realities of the information society that is emerging in Russia, and the formation of a knowledge society.5.Overcoming the stagnation and social withdrawal of the administrative apparatus by involving the public in the work of state administration bodies. The relationship between the Russian state and civil society built on a hierarchical principle needs to be transformed into a networked relationship with conversion from trusteeship to partnerships.

Resumen
The article reveals the textural, timbre-dynamic, harmonic, performing and other musical means of imitating the sound of national instruments in piano music. Based on the analysis of literature and works by M. Mussorgsky, S. Rachmaninov, F. Liszt, Wang Jiangzhong, Zhu Wanhua, A. Rudenko, R. Kasimov and other composers, summarizing the performing and pedagogical experience of studying piano works shows the means of implementing various instruments to groups of idiophones, membranophones, chordophones and aerophones according to the instrumental classification of Hornbostel-Sachs. The article shows that onomatopoeia is based not only on the sound image of the primary source instrument, but also on recreating the playing techniques of playing it. At the same time, the traditions of academic art, the achievements of European pianism and the sound capabilities of the piano are actualized. Imitation of the sound of the bell, one of the idiophones, occupies an important place in foreign and domestic music. In the works of Russian composers, various types of Orthodox bells ring out, such as Blagovest, Perebor, Perezvon, and Trezvon. In the works of Chinese composers, the sounds of ancient bianzhong ceremonial bells are displayed. The imitation of a bell is based on the reproduction of its timbre-acoustic characteristics, rich in overtones of a booming sound, long and smoothly dying out, accompanied by other harmonies or figurations, pedalization of the piano. The imitation of string-stringed chordophones is notable for its expressiveness, melodic expressiveness, improvisation, and rich ornamentation. Piano playback of plucked chordophones of the zither type is based on the use of arpeggiated figures, pizzicato, vibrato, glissando, etc. wind themes are distinguished by an abundance of melisms (trillare, acciaccatura, glissando, repetitio). The imitation of membranophones is carried out by ostinate rhythmic formulas, specific timbres. Imitation of instruments on the piano reveals the rich timbre and coloristic potential of the piano, creates a special national flavor of the work, reflects the originality of ethnic musical traditions and the originality of their artistic representation.

When in 2000 the university did me the honor of appointing me Rector of this institution, I made the purpose that I then shared with my partner Dr. Idalia Valerio, to establish a basic research process important within the university thinking, especially at the beginning fundamental that a university without research is not a university conceptually speaking. Although the training of professionals quality has always been the goal since its formation as a School of Medical Sciences, lacked research, unquestionable seal of quality academic Well, that's where Dr. Valerio and I started, aprons to the waist, hands in the lavatory to prepare tubes, petri dishes, plates, coverslips, etc., to start producing some kind of research in the UCIMED. In those moments, I must confess, it was pretty hard the start since even the Administrative Board of the time when This process began, obviously not much was believed in the model of do basic research in the UCIMED; inclusive, why not say it, It was even suggested that what we were trying had some fun. In spite of everything we started approximately before 2000 in together with the University of Costa Rica and specifically with Dr. Gustavo Gutiérrez who had a project related to a study genetic in monkeys of this country. Although he was developing this project already I had started at the UCR, when I assumed the Rectory, we transferred it in part to this university, for which even the administration gave him the financial support to move forward in it.

The main objective of the physiotherapist specialized in cardiac rehabilitation is to promote education in physical exercise and modification of risk factors that allow the prevention or non-relapse of these pathologies. In the world and especially the developed countries, by means of new drugs it has been achieved to a great extent to reduce the presence of pathologies that affect this important system. However, despite advances in health and research on risk factors, it has not yet been possible to penetrate strongly in the population to change towards healthy lifestyles.

El Modelo Educativo Institucional (MEI) de la Universidad Autónoma de Aguascalientes es el principal referente de la educación que en ella se imparte. En él se establecen las directrices más relevantes para lograr una formación integral y humanista, a partir de su concepción socioconstructivista centrada en el educando y acorde con las tendencias educativas del siglo XXI. Para lograr la implementación de procesos de enseñanza y aprendizaje, con base en los preceptos del MEI, es indispensable que la formación de los profesores sea integral y equilibrada entre el saber pedagógico y didáctico para su aplicación y el de sus áreas de especialización en cuanto a las disciplinas que imparten.

Los recursos educativos abiertos son definidos por la Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura (UNESCO, 2017) como “[…] materiales de enseñanza, aprendizaje o investigación que se encuentran en el dominio público o que han sido publicados con una licencia de propiedad intelectual que permite su utilización, adaptación y distribución gratuitas”. En este artículo se presentan seis recursos abiertos a disposición del docente y, del estudiante para la autogestión de su propio aprendizaje.

Las definiciones propuestas para el término coloquio–colloquium– concuerdan en que se trata de una reunión que convoca a personas interesadas en conversar sobre algún asunto específico. Hace cinco años, el doctor Raúl Capistrán y el maestro Juan Pablo Correa, profesores investigadores del Departamento de Música, perteneciente al Centro de las Artes y la Cultura de la Universidad Autónoma de Aguascalientes [UAA], decidieron convocar a académicos nacionales a conversar sobre las distintas problemáticas que enfrenta la educación musical universitaria en nuestro país. Fue así que la primera edición del Coloquio Nacional de Educación Musical a Nivel Superior [CEMNS] se llevó a cabo en el verano de 2014. Le siguieron dos emisiones nacionales más, y en 2017 se amplió la convocatoria al ámbito internacional, por lo que, desde entonces, se incluyó la letra I en sus siglas. Del 27 al 29 de junio de 2018, el Cuerpo Académico [CA] UAA-CA-117 “Educación y Conocimiento de la Música” celebró la quinta edición del CIEMNS. A través de esta comunicación, el CA reitera su compromiso por documentar la historia reciente de la educación musical de nivel superior en México, un proyecto iniciado en 2017, el cual tiende claramente a convertirse en una línea de investigación. Se presentan los antecedentes, logros y desafíos derivados de esta reunión académica.

Resumen
La nueva geografía humana en su carácter global y multidimensional instaura un mundo hiperconectado de acelerada innovación tecnológica. La educación superior enfrenta el desafío de operar en torno y dentro de emergencias culturales disímiles emanadas de tales dinámicas. La propuesta es resituar lo humano como eje vital, en contraparte del economicismo que afecta al medio ambiente, a la identidad cultural, al tejido social y al ámbito político. Es una proposición compleja y al mismo tiempo permisible, ya que desde el aula se gestan las transformaciones en el ser, conocer y hacer de los alumnos. En función de lo anterior, se intenta reinstalar, a través de la pedagogía de Célestin Freinet, aquella relación primigenia entre maestro-alumno, misma que, a manera de extrapolación, fue realizada en el contexto universitario como una experiencia de aprendizaje significativo que implicó tres momentos sustanciales: potenciar las facultades de la persona, reinventar el concepto incluyente y expansivo de la imprenta como dispositivo análogo al internet y, las nuevas tecnologías destinadas a dinamizar el trabajo individual y colectivo del alumno en la vida real.
