The European Union (EU) and the Southern Common Market (MERCOSUR) have been negotiating a bi-regional Association Agreement since the mid-nineties. The possible effects on MERCOSUR have been widely studied with emphasis on Argentina and Brazil, the main economies, and to a lesser extent on the two relatively less developed economies: Paraguay and Uruguay. This work aims to fill this gap by focusing in Paraguay. The objective is to identify products, at the level of sub-headings of the Harmonized System, imported by Paraguay that could be replaced from traditional suppliers by similar ones from the EU, called trade diversion in the specialized literature. The applied methodology was organized in three steps. First trade databases were adjusted. Then the trade indices were calculated and finally these indices were combined following the conditional “if ... then ...”. The results showed that at least 90% of the value imported by Paraguay from its main suppliers (China, Brazil and Argentina) could be replaced by similar ones from the EU.

Resumen
This article estimates the correlation between the presence of night lights in the provinces of the Dominican Republic and demographic variables, obtained from the censuses realized in 1993, 2002 y 2010. The information relative to the presence of night lights was obtained from the data base of satellite nocturnal imagery published by the National Oceanic and Atmospheric Administration (NOAA). The results suggest a positive relation between nocturnal lights and the population, population density and the presence of a mature population (population in working ages). Moreover, these lights keep a strong negative correlation between the level of poverty of each province. The findings in this article are consistent with international literature and represent a pioneer study in Dominican Republic that precede a field of study that could be implemented to complement national demographic statistics, adjust the sample used for the census (in order to improve the polls in years when no censuses are lifted), and to identify changes in the trend of specials indicators as the poverty in real time.

Resumen
This paper estimates the incidence of exchange rate depreciation on import prices and the general price level. Specifically, we use a number of econometric techniques to estimate the exchange rate pass-through and how the pass-through coefficient has been affected since the adoption of the inflation targeting framework in 2012. Our results show that there is evidence that the inflation targeting framework has contributed to reduce the short- and long-term effect of the exchange rate pass-through into prices in the Dominican economy and the magnitude of the reduction in the coefficient is substantial.

Resumen
This study estimates the relationship between economic growth and abnormal precipitation, that which is not expected by economic agents that already incorporate regular seasonal trends of precipitation during the year. For this purpose series indicative of provincial economic growth in the Dominican Republic were estimated from the evolution of night time lights in each province, following the methodology outlined in the international literature. This estimated provincial economic growth was linked with abnormal precipitation via a panel model using a generalized method of moments (GMM) approach, following the methodology of Arellano & Bond (1991). The results of the estimated equations indicate that abnormal precipitation, be it positive or negative, has a slowing effect on economic growth, even with quadratic terms, which means that the bigger the precipitation shock, the more extreme the effect on economic growth. Additionally, it was found that the poorest provinces in the country are especially vulnerable to abnormal precipitation shocks, and that this mediating relationship is robust to different measures of poverty and/or vulnerability.

Resumen
This article presents the main approaches in solving environmental issues from the science of economics, highlighting the ongoing debate on economic policy between economic planning and the free market. From the available literature, it is observed that there has been a particular interest of economists in integrating the environmental issue in the analysis of the economy, just as there has been an interest on the part of environmentalists in making decisions of structural change in the social, political and economic system in function of the protection and preservation of our natural resources and the environment.
