Resumen
Ao apresentar os principais elementos do processo histórico de abertura institucional e do fomento à participação social em Governo Aberto no Brasil a partir de 2011, o artigo instiga reflexão crítica acerca de como a instrumentação da ação pública em Governo Aberto foi capaz de fomentar novas abordagens para a governança da participação social nas políticas públicas brasileiras. A partir das dimensões da transversalidade exploradas e da análise detalhada das especificidades dos Planos de Ação Nacional do Brasil na Open Government Partnership – OGP e dos Relatórios de Monitoramento do Independent Report Mechanism – IRM, o artigo lança luz nos efeitos, nas relações de poder e nas dinâmicas de legitimidade e de governabilidade gerados pela instrumentação da ação pública em Governo Aberto, bem como sua influência no desenvolvimento multidimensional e intersetorial brasileiro.

Resumen
El municipio de Veracruz, siendo parte del Estado de Veracruz, inició en 2018 un programa de innovación conforme a los criterios de transparencia y colaboración ciudadana derivados de la perspectiva de gobierno abierto. A pesar de los retos técnicos y administrativos, aunado a las limitaciones de aislamiento impuesto por la pandemia del Sars-Cov-2, los resultados permitieron avanzar hacia el establecimiento de un ecosistema digital con valor público. El proyecto buscó transformar un conjunto de servicios brindados de modo tradicional para orientar su prestación en línea con el propósito de simplificar trámites, actualizar el catastro, optimizar la recaudación, reducir el gran consumo interno de papel, así como organizar las fiestas del carnaval portuario. Ello ha contribuido a mejorar el servicio municipal en beneficio de una población de más de 600,000 habitantes.

Resumen
As with any public intervention, open government strategies need to be informed by evidence in order to assess their performance, their results, and their opportunities for improvement. Since 2017, in Mexico, the Open Government Metric (MGA, by its Spanish acronym) measures the way in which a person may know what government offices do and influence their decisions. Thanks to its design, its scope, and the disaggregation of its results, the MGA allows us to know the state of government openness in the country.
In this paper, we explain how the MGA was designed and we detail its methodology. We show how disaggregated information allows for specific diagnoses, analysis of territorial and time variations, and, more importantly, provides inputs for open government agendas based on evidence, focused on the specific challenges of each public office, and with the possibility of being evaluated and monitored.

La Alianza para el Gobierno Abierto es una plataforma para la reforma del Estado inspirada en los principios de acceso a la información, participación cívica y rendición de cuentas. Mientras que el sector justicia de Iberoamérica no es ajeno a las posibilidades de este esfuerzo global, su involucramiento tiene ciertas particularidades que es preciso analizar. Mientras que es la región con mayor número de compromisos de justicia, estos buscan incrementar al acceso a la información y la rendición de cuentas mediante una visión de Justicia Abierta, la cual además tiene en cuenta de manera creciente la necesidad de atender a la situación de minorías desaventajadas. En un contexto global, los compromisos iberoamericanos de justicia son altamente ambiciosos, tienen un nivel alto de completitud y logran impacto en abrir la justicia. Al mismo tiempo, algunos gobiernos son más eficientes en su uso para reformar el sector justicia y logran mejores resultados.

Resumen
Open government is based on the pillars of collaboration, participation, accountability, and transparency; It is a paradigm that has been taken up worldwide. In Mexico there are legal and institutional frameworks to adhere to the principles of open government, which applies to the three spheres of government, this also includes the municipalities that exercise indigenous regulatory systems belonging to the state of Oaxaca, they preserve their uses and customs to govern themselves without the foregoing exempting them from complying with the duties of political transparency.
The Oaxaca´s Constitution has recognized community transparency as a way to fulfill this obligation. Community transparency is based on institutions of indigenous municipalities such as the assembly, and is not based on information and communication technologies (ICTs); It is given directly, without intermediaries, contributing to the consolidation of the open government and state in these municipalities.

Resumen
The research analyzes the influence of Laws N° 20.500, N° 20.285 and Municipal Open Government Model of the Council of the Transparency in the speeches of political actors, managers and social leaders in Recoleta to advance in the Municipal Open Government process.
Based on the Grounded Theory method, the findings are studied through different categories of analysis. First, the results show that Law N° 20.285 has generated better perception and valuation in the actors, while law N°20.500 it is not well valued and is primarily associated with the functioning of the Civil Society Council. Finally, the previous conception of the mayor in governing and managing the municipality based on the principles that he considers as Open Government is highlighted, thus generating in practice programs that have innovated and encouraged municipal openness.

Resumen
One of the most important aspects during the first years of independence of the former nineteenth century’s Spanish colonies was the erection Latin American states with respect to the constitutional theme since their foundation, characteristics, and elements defined the original independent nations. Thus, this article has as purpose exposes the various factors (dates, individuals, sites, incidences, decisions, episodes, etc.) that were related to the figure of the almost unknown Provisional Political Regulation of the Mexican Empire, between 1822 and 1823, whose existence not only ostensibly marked the Mexican nation of that conjuncture but it also became part of the constitutional history of Costa Rica due to the little known political union that was established between the two countries during that century.

Resumen
This paper presents the results of the study "Media and Information Literacy in Costa Rican Higher Education: University of Costa Rica’s Case", which has been developed in two phases, between 2017 and 2024. Data shows that 68% of teachers, who answered the questionnaire, were trained in the use of databases of the Library, Documental and Informational System (SIBDI in Spanish) of the University of Costa Rica. Moreover, 63% of the people consulted participated, at least once, in the instructive process of the Mediated Teaching in Informational and Communication Technologies Unit (METICS in Spanish). The web service most used by teachers is email. All the people interviewed acknowledged the need to receive more training, which allows them to develop better pedagogical strategies that incorporate the use of technological devices and computer packages.

Resumen
In this article we will present an image of the leader and writer; Maria Isabel CarvajalCastro. She was an outstanding leader of the Communist Party of Costa Rica and aninternational journalist. She held a strong opinion about national politics, women'srights and workers rights within an open dialogue through the years. Her imposed exilein Mexico City with her partner and congressman Manuel Mora Valverde had themboth in a delicate health condition. Both of them were coounders of the CommunistParty in 1931. This is a reflection of the cruelty within the Civil War and later politicalpersecution towards the losing side. This was endorsed by the Military State of JoseFigueres Ferrer.

Resumen
In 1928, the US capital company Electric Bond and Share absorbed three of the most solid companies in the electrical industry in Costa Rica, operating as a Holding Company and monopolizing the shares and concessions over the country's water resources. This situation opened up a space for debate on the political scene about the need to nationalize this growing economic sector. The main interest of the current research is to identify the speeches used in defense of nationalization of the electric-power industry using articles printed in the national press of the period to analyze the way in which the importance of the nationalization was arised as well as the administrative model that it should adopt according to its defenders.
