The new regulations that consolidate the Argentina Higher Education Act, passed in 1995, involve a number of important changes, including changes in the modes of governance of universities. Although national universities have adapted their statutes to the rules, the only exception after two decades is the University of Buenos Aires (UBA). The aim of this paper is to present and analyze the internal processes that, since the return to democratic regime in 1983, have led to the particular case of the UBA, and show how the process of discussion on the reform of the statute, having been permanently debated, have not made progress towards reform yet.

This article seeks to question the concept of attrition in higher education in Latin America. For higher education institutions that design pro-retention strategies, it is necessary to assume a precise definition of the phenomenon, allowing a narrower magnitude. Therefore we seek to provide information in two ways: first with the distinction between retirement and attrition, and second, through the differentiation between retention and completion. We also break with disciplinary perspectives and propose three types of factors associated with completion and removal in higher education, factors that act concomitantly, that´s why it was necessary to address this problem from a multidisciplinary perspective.

Policy models of science, technology and innovation (STIP) and quality models applied to higher education(CES) have changed in recent decades. From a survey of literature, acomparative analysis of the relationship between the two types of models is performed,looking for a possible co-evolution between them. This comparison allowed to show some historical co-evolution between models. At two different periods, clear conceptual relationships between the general principles of both types are identified: a) the linear model ofSTIPand the isomorphic modelCES; b) current systemic and interactive models for STIPand theCESmodel for equity. In the transition between the two periods there is a vague relationship. Hypotheses are put forward that are generated by these relationships and show a combination of models arises as well as a disruption between discourse and reality.

This text is part of an investigation that seeks to analyze how the Universidad Veracruzana (UV), Mexico, has been reconfigured in terms of institutional policies to respond to disability. The particular aim is to analyze some disability policies that have been established from international sources and how they have permeated the local environment. Educational policy for inclusion of students with disabilities in higher education as well as several policy documents both international and national, in addition to the University's own, are analyzed as well. The resulting outcome is that disability policies recently have little changed the ways in which the university attends this student population, because due to their null mandatory characteristics, basically left to free choice, it has not been allowed the full inclusion of students with disabilities.

Achieving and maintaining a status and image within the industry is a difficult task in all sectors. Nevertheless in higher education in Chile the task can be even more difficult because of the fragmentation of the sector, its dynamism, regulations and sophistication of demand. This article presents a study on the positioning of the Commercial Engineering studies in the Biobio region. The technique of factorial analysis for the development of perceptual maps is used. The results indicate the best and worst positioned universities in the region. Universities have some attributes better positioned than others, being the source segment the differentiating variable of choice. The study results allow higher education institutions to know the market perception of their image and service, design campaigns positioning and to point out the needs and demands of a dynamic market.

The transformation of doctoral studies in Spain to suit the guidelines of the Espacio Europeo de Educacion Superior (European Higher Education Area) has brought, not without difficulties, a whole series of legislative changes which have as an objective to harmonize the doctoral training with European guidelines for internationalization. The current rules for PhD legislated under Royal Decree 99/2011, defines a new organizational structure and details the new features governing doctoral studies. In this paper we present the most relevant and significant changes that have been regulated for this formative stage, namely, the novelty of the creation of doctoral schools, the specialization of research training through the new doctoral programs, the training in research and knowledge transfer competencies, and the internationalization of doctoral training.

This text is a study about emotions, expectations and evaluations in the educational process through social representations of a group of college students. Perceptions about life, the university and specifically the development of teaching and learning in a subject are reviewed. This will provide an overview about what they expect when starting a course and what they value when it concludes. The views are commonly satisfactory and positive, and this exercise allows the views on a topic that is little discussed by social sciences research.
