Resumen
This technical contribution presents a state of the art in the Engineering of Computer Systems and Information Technology profession, both in Colombia and abroad, giving an account of its academic situation and contextualization, as well as its social and economic aspects. These programs must respond to the need to support the training of engineers who contribute to technological development and innovation in Colombian regions. Thus, under the premise that the competitiveness of the country in a globalized world is linked to the availability of engineers who contribute to the drive of technological clusters and the provision of high added value services, from Colombian regions. This article also refers to a functional, academic and research proposal articulated with guidelines, given in engineering advances and information technology in Colombian regions. The above, without leaving aside the set of values (ethical, moral, social), which should also be a differentiating factor of the Systems Engineering programs.

Resumen
The nature and extent of foreign languages ( FL ) have changed in recent years in society and in the educational system. These changes, both in everyday reality and in scientific knowledge, require a rethinking of educational practices in relation to teacher training in FL . This article offers a theoretical review on the multidimensionality, complexity and dynamism of teacher education in FL, establishing perspectives, models and policies. First of all, we approach the concept of language teacher, specifying the particularities of the FL teacher . This is followed by an approach to teacher training, specifying theoretical and methodological positions for FL training. Finally, we advocate the need to review the professional development of FL teachers from the framework of their educational empowerment.

Resumen
The article analyses the emergence of an agenda and the design of incentive instruments toward a strategic definition of scientific research between 2007 and 2015, and its effect on public university circles in Argentina. Through a qualitative approach, a cross-sectional study of targeted promotional instruments —funded with the resources of the national universities themselves— was carried out and interviews were conducted with authorities in this policy area. From the perspective of public policies analysis, this research reveals that policy ideas and the instrumental creation of the standards, guidelines and instruments of the main agencies of the sector —in particular those of the ANPCyT and CONICET— achieved some persuasion at the local university level, so that the definition of strategic areas gained a considerable expansion in a recent survey of the scientific policies in national universities.

Resumen
The purpose of this article is to report the process of designing a clinical supervision competency assessment questionnaire in Medicine based on student opinion. It was based on the identification of the knowledge requires by the clinical supervisor, to the design the planning matrix of the questionnaire, which was validated through expert judgment. The first version of the questionnaire was subsequently integrated and submitted to a pilot study. Finally, evidence of validity was obtained. The questionnaire is a contribution to the need for valid instruments to improve clinical teaching.

Resumen
From the different contradictions that govern the teaching performance of the university teaching staff and the learning processes of the students, we focus the interest in some gender biases in the didactic processes. We look at how the needs and the training demands of students are addressed. These, far from coinciding, often oppose. We detected that one of the central unrest in teachers is the relationship between caring and serving in the teaching performance. We propose to reflect on this matter from a case study, and we point out that the excess of service can be an impediment to achieve one of the basic objectives of care in formative processes, which is the development of the personal autonomy of the students. At the same time it could mean a source of exhaustion for teachers.

Resumen
This article presents the results of the elaboration of a didactic mindset aimed at developing the professional competencies needed by future teachers. The sample is composed by a group of Spanish-speaking pedagogy students from the Catholic University Silva Henríquez, Chile, in professional practice. The study sought to improve professional practice on the philosophical and methodological basis offered by the constructivist sociocritical paradigm, systematizing actions and procedures that actively involve the subject, to reveal the integration of the motivational, cognitive, metacognitive and affective components necessary for their comprehensive formation as a future teacher who is integrated into the Chilean educational system.

Resumen
The creation of the new Mexican State, between 1920 and 1940, was based on countless strongmen and regional warlords. In Puebla the strongman Avila Camacho's regime started in the 1930's .The purpose of this article is to describe and analyze how the University came to be under control of the state regime as yet another “piece of the machine” designed to create an authoritarian regime —-in sociological terms—- . This regional regime was not far removed from the one being implemented nationally during the government of General Lazaro Cardenas. The article is based on interviews with survivors of the time, archival and printed sources and biblio-hemerographic references.

Resumen
The purpose of this study is to identify the university students' vision of taking notes in the Mexican educational context and to relate it to gender, the semester being studied and the area of knowledge. A descriptive exploratory study was carried out with 549 students from three Mexican public universities. The results show that students frequently take notes and consider note taking as a very useful resource for learning. Students say that is easy and interesting, and that their notes are usually written on paper, prioritizing the use of information coming from the teacher during their oral presentation as well as from their presentation in class. Significant differences were identified between the students' view on note taking and the variables studied.

Resumen
The present study aims to measure the level of financial education of young people who have already received formal instruction related to finances. 115 university students were surveyed during the last semester of the courses of the economic-administrative area of the Cristóbal Colón University in Veracruz, Mexico. Financial education was measured following the methodology used by three financial institutions ( CONDUSEF, Banamex-UNAM and FINRA ) to evaluate the knowledge of young people about interest rate, inflation, savings, credit card use and budgeting .The results show that university students have the knowledge and habit of developing budgets to plan their expenses, but their level of financial education is very low compared to the rest of the variables that are evaluated.
