Resumen
The present work has the purpose of determining the impact of housing public policies (PIPE 1.0 and Households100% Subsidized) on the evolution of the price index of the new housing in Colombia for the period between January 2005 and December 2015 through estimation of autoregressive time series and an intervention following the Box and Tiao (1975) methodology. To achieve this objective, we conducted a study of the academic literature on the subject and followed a graphic and descriptive analysis of the data. Next, an ARIMA (1,1,1) (0,1,1)12 model was identified to carry out the intervention analysis, which showed that the two policies studied had an impact on the price index for new housing in Colombia. A forecast for 2016 was performed, which was compared with the actual data until July 2016. As a recommendation, it is suggested to do a similar study with the same housing policies but when they have completed their cycle, in order to measure the final impact of these on the price index of new housing in Colombia.

Resumen
The present article aims to develop a methodological projection for mathematics training of students of the Civil Engineering and Telecommunications careeres from 2013 to 2017, at the "Óscar Ribas" University (UOR); taking into account the epistemological insufficiencies manifested in the teaching-learning process of Mathematics around the interpretation of the investigative performance of university students. This impedes the social relevance of public, public-private and private institutions in promoting a research culture that promotes the development of complex engineering thinking necessary to contribute to the transformation of the university`s social, economic and cultural environment, as well as the development of scientific projects for the progress of the country (Faustino, 2014). All this implies the need to overcome traditional conceptions, oriented to the mathematical formation of certain features of the future Angolan engineer, assuming a holistic approach (Fuentes, 2009). It is therefore imperative to train professionals committed to the development of their peoples and prepare them to face ever more complex situations, in order to provide transcendent solutions. This way, the results achieved are subject to criteria of experts of the Civil Engineering and Telecommunications career, with a consensus of their relevance and viability in their implementation. To achieve the purpose of this research, we applied the historical-logical method, surveys, pedagogical tests and the stratified random sampling technique to deepen the research objective. Thus, the results attained were subject to expert criteria of the Civil Engineering and Telecommunications careeres of the UÓR, there being a consensus of its relevance and feasibility in its implementation in educational practice.

Resumen
This research aims to estimate the probability that a restaurant, established in the city of Playa del Carmen, Quintana Roo, Mexico, which implements Corporate Social Responsibility (CSR) programs, is based on its knowledge and impact (profits). From the theoretical perspective, the main authors cited in this paper are Freeman (2010), Freeman and Evan (1990), Dunn and Brady (1995), Porter and Kramer (2006), Bory and Lochard (2006), are the main. 2008), Moore and others (2009) and Moore and Spence (2006). The methodology used is of explanatory type where the dependent variable is dichotomous. For this, the Binary Logistic Regression (LOGIT) is used as an analysis tool that allows analyzing knowledge and impact as determining variables in the implementation of CSR. For the collection of information, a structured questionnaire was applied to 234 restaurant owners, who were key informants. The results show that CSR is directly related to the impact and knowledge of its instruments, as well as its benefits. Therefore, for restaurants to implement CSR, they need to establish strategies, identify the causes of problems, evaluate the impact of their campaigns and assess their benefits.

Resumen
The purpose of this paper is the evaluation of a Multimedia and Integrative Didactic Model (MIDMO) guided to develop research skills, which is based on the meaningful learning of Ausubel (1976), and contributions of Novak (1988), Gowin (1981) and Moreira (2000, 2007, 2009). The model includes the implementation of a virtual classroom using information and communication technologies (ICT). The investigation was evaluative with mixed design and contemplated a sample of 25 electrical engineering students of the fourth semester at Zulia University, who attended the subject Physical 3 Laboratory. In addition, a questionnaire, which was validated by experts and with a high reliability (Cronbach Alpha of 0,90), was used to evaluate the model; it was organized in two dimensions described as Didactic Aspects of the MIDMO and Technical Aspects of the Virtual Classroom and it was composed by 68 items with closed and opened answers. The obtained results demonstrate a degree of acceptance and satisfaction students with the didactic methodology used and with the aspects of the virtual classroom. Also, it´s possible derivate that the implemented methodology allowed the evolution and the develop of research skills, establishing a propitious context for the research training in a physics laboratory.

Resumen
The objective of this research was to analyze the transfer of knowledge as an articulated agent of competitiveness in the banking sector. The research was based on the theoretical postulates of Sebastián (2008), Vega (2007) and Porter (2009) among other authors, is part of a type of explanatory research, with a non-experimental, transectional field design. The population was made up of 64 subjects, including managers, sub-managers and administration employees. In order to gather information, observation was used as a technique through a survey, supported by an instrument composed of 69 items, validated by the judgment of 10 experts, through a pilot test of 10 subjects, whose results were applied Coefficient Alpha of Crombach resulting in a reliability index of 0.92. For the analysis of the data, we used inferential statistics, which seeks to test hypotheses and estimate parameters. It was concluded that knowledge transfer should be an integral process in organizations should focus both on the creation of new knowledge, as well as on the different modalities to structure, transfer, apply and increase it to generate competitive advantages, becoming intelligent organizations Through management decisions that facilitate the construction of a culture oriented to knowledge and competitiveness, in addition the results reflected that there is a significant relationship between both variables, since the Transfer of Knowledge promotes in 87.9% the Competitiveness in the sector For which strategic guidelines were drawn up to direct management and labor actions in order to improve the practice of knowledge transfer and competitiveness.

Resumen
The autonomy between state and electoral politics has been a main concern of the Latinamerica’s state reforms. In order to examine the ways public administration and politics intersect, this study pays attention to the social background of national deputies coming from public service positions, in the cases of Chile (2002-10) and Argentina (2003-11). The goal is to analyze the frontiers between the state positions and the elected positions. Therefore, we work with data provided by the project of Elites Parlamentarias de América Latina (Universidad de Salamanca-PELA). We proceed by analyzing the social background, the capitals and political and professional trajectories of national deputies of both countries. From a political sociology approach, we debate with political science’s institutionalism. Beyond latest institutional reforms, we argue that distinction between state elites and political elites is wider in Chile than in Argentina.

Resumen
The concept of power has been extensively studied in the social sciences in recent decades, especially in the field of politics and sociology. Traditionally power had been understood as a way of imposing the will within a dichotomy of ordering-obeying as Weber (2014) put it. Nowadays, through the contributions of Foucault (1996), power has now been understood in a reticular perspective through a set of relations between multiple social actors. However, in the specific field of political economy, power has been little studied by economists, and more has been worked on in the simplistic perspective of control and appropriation of wealth and the means of production based on a Marxist perspective. In this way, this article aims to explain the concept of power within the framework of political economy, with an interdisciplinary vision, especially in the context of the current capitalist economies. The analytical-synthetic method is used to carry out the research through a bibliographic review. It is concluded that it is necessary to understand power in the field of economics, seen beyond a perspective of confrontation and exploitation between rich and poor, but as a set of agreements, negotiations, contracts and consensus among multiple socioeconomic and political sectors, through Of changing and diverse relationships within a complex web of complexities and interests.

Resumen
This paper proposes a series of psychosocial mechanisms based on neurosciences (Clark y Chalmers, 1998; Damasio, 2005; Edelman y Tononi, 2005; Rizzolatti y Sinigaglia, 2006; Kahneman, 2014) to understand the motivations and dynamics that users of social networks build daily and whose influence and implications are increasingly determining for the future of modern society. These mechanisms are derived from the analysis of a series of events occurring in different latitudes around social networks and whose explanation is necessary to be alert and propose public policies that respond to new problems arising from new forms of socialization.
