Resumen
Despite the evolution of the private investment promotion regime in relation to investment projects under private initiatives, there are many shortcomings in its regulation, especially at the evaluation stage, which creates serious disincentives for attracting private investors. One of these defects derives from its consideration as requests of graces and of how the Administration understands this type of petitions. Having this problem in mind, we propose a rereading of the nature of private initiatives to ensure that decisions taken by the Public Administration in this regard are subject to a true control of legality.

Resumen
In this paper, the author analyzes the problematic of the aggressive tax planning, due to the lack of coherence between the tax rules of the different States and indicates the way in which the transfer pricing rule should be applied. Also, he analyzes the regulation of the anti-avoidance provision in the Tax Code and criticizes how the Supreme Court applies this anti-avoidance provision and the reasoning of the Tax Court to derive legal effects based on the economic content.

Resumen
In this article, the author introduces us to the institution of third party funding and its future application in arbitration litigation. Third party funding allows the litigant’s costs can be funded. Moreover, he points out the problems that the third party financing has, and the implementation of rules to deal with this situation. Finally, there is a tendency to expand the duty of disclosure of the parties whether a third party is funding them.

This article shows the results of an interdisciplinary research applied to the predictive capacity of social networks, specifically Twitter, in the legal primaries in Chile in 2017. Through the incorporation of computational intelligence, we monitored the interaction of all Chilean users who mentioned at least once some of the five candidates competing to design a forecast model that considered the context of political communication, which delivered results under 2% in the mean absolute error (MAE), with more precision than the electoral polls

Resumen
This study examines the adequacy of the notion of brand personality (Aaker, 1997) in the field of Chilean political parties, measuring their perception in a sample of university students. It is shown that this concept has an adequate validity of construct and reliability, observing a structure of five dimensions (honesty, capacity, up-to-date, energy and uniqueness) similar to that reported in previous studies (Smith, 2009). Additionally, an exploratory analysis of three political parties (left, center and right) is presented, finding deficient perceptions of these, with relevant differences according to the political self- positioning and socioeconomic level of the interviewees

Resumen
This paper examines how two groups on Twitter— the 100 most-followed Colombian journalists and members of the general public—framed the 2014 Colombian presidential election. Using a social media analysis platform that applies supervised, machine-learning algorithms, this study collected and analyzed all tweets posted by these two groups during the election campaign from May 15 to June 20. This research conducted two different framing analyses. In the first analysis, the results showed that journalists followed the issue frame, while the public was more interested in the conflict frame. In the second analysis, journalists adopted the hate frame, whereas the public followed the peace frame.

Resumen
News media increasingly cover elections as infotainment, highlighting conflicts and strategies instead of campaign themes and proposals. The personalization of politics could explain this phenomenon, either because of the design of some political systems, that concentrate power and visibility in individuals, or the personalized narratives of the media. To investigate its impact on political coverage, we conducted a comparative content analysis of frames related to infotainment in the Mexican press, between a presidential election, highly personalized, (2012) and a congressional one (2015). Findings show a tenuous association between the personalization of election and such frames.

Resumen
Through a content analysis of headlines and central news of the main Chilean printed and online newspapers, as well as radio and television newscasts, the study describes the degree of homogeneity/diversity of the thematic agenda and the use of sources in different news media platforms. The results reveal a high level of homogeneity, both in the thematic agenda and in the use of news sources among the different types of platforms analyzed, where common professional procedures and values seem to regulate news production in a uniform way, although media with different audience orientations tend to show more heterogeneity among them.

Resumen
This report identifies the positions of Ecuadorian citizens and journalists regarding the professional practices that lead to quality journalism, since in recent years the social context of the country has affected the credibility of both professionals and media. To deepen into this estrangement, we conducted a survey that measures the credibility of journalists and media and identifies the indicators associated with responsible journalism; in addition, we conducted in-depth interviews with forty journalists to identify the conditions for the development of quality journalism. Thus, the different conception that journalists and audience have over what composes the latter explains the gap between them.

Resumen
This article analyzes the degree of accessibility of the websites of the Spanish local administration for people with disabilities in the context of the Transparency Law of 2013. We present 16 indicators that measure the access to information by users with sociodemographic limitations or physical disabilities, which were applied to the websites of the 62 Spanish municipalities with more than 100,000 inhabitants. The results show that the Spanish local administration does not fully allow the digital empowerment of these citizens, hindering their right of access to information and accountability.
