The research aimed to systematize the teaching method "Socioneuropsicológico" in a theoretical concept, focusing primarily on procedures that encourage dominance in cerebral hemispheric integration, right-left, based on theories derived from neuroscience and educational sciences. It has used the research design called "randomized group design pre and post test". The sample consisted of students from two sections of sixth grade School "San Juan de la Libertad" - Chachapoyas, one of 17 students in the experimental group and one of 15 for the control group. The hypothesis tested through the T-Student statistic reveals that the experimental teaching method "Socioneuropsicológico" significant evidence of the predominance stimulation in cerebral hemispheric integration, right-left as qualitative-quantitative results. We conclude that the systematic method stimulates the cerebral hemispheric integration, twelve bipolar functions. The left brain function are stimulated verbal, analytical, symbolic, mathematical abstraction, logical and rational, temporal, visual, intellectual, specific interpretation and convergence. In the right brain functions are stimulated nonverbal, synthetic, spatial, artistic, concreteness, emotional, timeless, kinesthetic, sensual, systemic, divergence and creativity.

Resumen
This study shows the results of an implemented with pupils of Primary Education High Capacity using the short film as an innovative strategy based animation and audiovisual creation, improving their potential experience. It is intended, on the one hand, analyze the progression of these students and, secondly, exemplify this analysis using the short-films technique, revealing its potential as didactic teaching tool that promotes the improvement of their creative potential. Specifically, it seeks to create, manipulate and combine texts and images creatively, encourage the acquisition of social skills, effectively using search procedures, collection and processing of information, and assess the media as a tool for learning to access information and experiences. As a method of research case studies and action research is used. The intentional sample selected consists of 12 students from High Capacity Primary Education. ATLAS.ti software was used in the qualitative analysis of the data. After the intervention a significant improvement in the creativity of students is found; and an increase in motivation, emphasizing the acquisition and development of skills such as collaborative work where problem solving strategies are learned. Also, interpersonal skills such as communication, leadership and decision-making capacity.

Resumen
A concrete proposal for using a Dynamic Geometry System at an educational setting in a STEM environment (Science, Technology, Engineering and Mathematics) and, particularly, in the subject of Mathematics, consists on the generation and handling of digital simulations of mechanical linkages.Herein, in this article we collect proposals arguing for the teaching of mechanical models or articulated mechanisms and curve drawing devices in particular, as a path to apply complex mathematical ideas and notions which are based on Dynamic Geometry. In addition, this perspective constitute a powerful resource for the iniciation and reproduction of historical contexts of scientific experience in the classroom.We present two digital repositories of articulated mechanisms, the Kinematics Models For Design Digital Library and the Laboratorio delle Macchine Matematiche together with a review of educative proposals dealing with these mechanisms.

Technological changes and their integration of the teaching and learning process makes possible that new methodologies emerge in the educative context. flipped classroom is one of them methodologies.Flipped classroom allows student centred education and work with tools very close to them.Therefore, this article aims to show the research results of a student-centered methodology through flipped classroom in the area of music education, with primary education students.After the design and implementation of the teaching unit "Famous composers", a series of results have been obtained through various techniques and tools for data collection, such as questionnaires and fact sheets, which have allowed a positive assessment of this experience as well as ensuring that the methodology flipped classroom is an interesting methodology for future research and studies in Primary Education. The most significant data sources and results achieved from this experience are provided below.

Resumen
This study intends to realize a contrastive investigation about the interlanguage of students that learn Spanish as a foreign language. The corpus that serve as basis consists of 200 written exams and questionnaires, realized by Austrian and Turkish students, which come from two different group of languages. Both groups have been students of Cervantes Institute in Vienna and Istanbul of Level C1. The study analyzes some grammatical units in which both groups repeatedly make mistakes. The aim of the present study is to exhibit the origins of the difficulties that appear when these student groups intend to learn the mentioned grammar units. Analyzing these different types of errors, it is observed that their native language generally interferes and stands as an obstacle while learning the targeted language.

Resumen
The present article suggests that the various crises that have been affecting the European Union since 2008 have essentially structural causes. Two of them are the subject of this analysis. On the one hand, European regionalism is experiencing a crisis of legitimacy due to its technocratic character, the predominance of the neoliberal paradigm in its policies and the lack of a properly European identity among the population. On the other hand, the EU faces a crisis of a geopolitical kind that includes three main components: the growing vulnerability towards the MENA; the reappearance of a «Cold War logic» in its relations with Moscow and, in general, the same characteristics of the current international order.

Resumen
This article addresses Colombian foreign policy in the context of the post-conflict period. First, it establishes the relationship between conflict and foreign policy during the governments of Andrés Pastrana (1998-2002) and Álvaro Uribe (2002-2010), and explains the turn that occurred with the arrival of Juan Manuel Santos to the presidency (2010- present), the peace talks with the Revolutionary Armed Forces of Colombia (FARC). Second, it analyzes the global scenarios in which Colombia wants to deploy a more active, propositive and autonomous new international image in a post-conflict context. Third, it identifies the extra-regional powers that are, or can be, strategic partners in the implementation of the peace agreements and the new international projection of the Colombian state. Fourth, it postulates which countries and regional institutions are fundamental for addressing some of the more complex post-conflict challenges. Fifth, it formulates Colombia’s main domestic challenges in the implementation of the agreements, both for the construction of a stable and lasting peace, and for the enhancement of its international projection.

In recent times, the study of international relations began to explore new areas of research and to invent innovative approaches. Scholars turned their attention to the role of “economic diplomacy” as an important mean of foreign policy in fostering economic development and expansion. The case of the franco-peruvian economic diplomacy allows analyzing different structures and strategies which were directed towards a bilateral rapprochement. This paper studies the actors, functions and the institutional framework of the foreign economic policy of France and Peru between 1945 and 1975. In a comparative perspective, it is thereby possible to identify, a part of structural similarities, two clearly contrasting strategies in their economic diplomacy. On the one hand, France invested in the extending and specializing of their diplomatic staff in order to implement an active economic diplomacy. On the other hand, due to political and financial reasons, Peru often remained in a more passive role in the search for foreign investments.

Resumen
The purpose of this essay is to reflect on the state of current relations between Mexico and the United States after the rise of President Donald Trump, which has had a significant media impact, which in turn has influenced the posture which have assumed the leaders of both countries; which has encouraged nationalist claims and the trend toward economic protectionism, as evidenced in the American case through the content of America First’s discourse and praxis. At the same time, there have been several expectations of change or continuity with regard to addressing the priority issues on the bilateral agenda, beginning with the effects on the expansion of the border «containment» wall in the face of massive influx of immigrants, The development of the North American Free Trade Agreement (NAFTA), as well as aspects related to national security issues from the fight against drug cartels and the neutralization of organized crime, whose effects go beyond the bilateral to hemispheric issues.

Resumen
The paper reviews a topic of recent interest in the context of international law such as the designation of marine protected areas in the high seas. To that end, the author analyzes the importance of marine conservation in the global management of ocean resources, explores the recent developments related to the designation of marine protected areas in the high seas within the framework of the current international legal order and gives his views on the growing trend of establishing the aforesaid protected areas. Likewise, the paper briefly reviews the main international instruments and processes related to the conservation and sustainable use of marine biodiversity beyond areas of national jurisdiction.
