This essay presents the transatlantic confluence of two hegemonic cultural traditions; the ideology of mestizaje and lusotropicalismo in the discourses of the Angolan and Cuban socialist regimes. The shared political utopia during the Angolan Civil War envisioned a South-South community, racially homogeneous. In the last part of the essay I review the works Dulces guerreros cubanos (1999) by Norberto Fuentes, Desconfiemos de los amaneceres apacibles (2011) by Emilio Comas Paret, Geração da Utopía (1992) by Pepetela, and Estação das Chuvas (1996) by José Eduardo Agualusa, in order to demonstrate socio-racial conflicts embedded in the leftist armed struggle. These narratives challenge the homogeneity of official discourses about identity that sustained the transatlantic mestiza territoriality. In doing so, they note a historical continuity of inequality and authoritarianism between colonial and postcolonial, between pre-national and revolutionary nation.

Between 1862 and 1889, the Empire of Brazil participated in the most important World’s Fairs in Europe and the United States. Especially within the scope of the exhibitions in Paris (1867), Vienna (1873), and Philadelphia (1876), one of the most frequently visualized topics was the Paraguayan War, which the exhibition organizers staged as an epical battle between “civilization” and “barbarism”. Besides, by constructing a “national memory” of the victory over the descendants of the indigenous Guaraní, generally considered as “savages”, Brazil sought to present itself as regional power as well as a society whose racial composition was about to change by the process of “whitening”.

Born in the France of the Ancien Régime, the commissaire de police has a capital importance in the history of modern policing. The European  historians have underlined its ambivalence and complexity: authorities named by the central government, but at the same time supported with local funds, and struggling between the administration of justice and police bureaucracy. This paper analyses how this authority emerged in the Hispanic American world, focusing on the case of the city of Buenos Aires in the long nineteenth century. The comisarios of Buenos Aires have built a strong writing tradition, materialized in the form of police journals and memoirs, which constitutes the main documentary source of this work.

The first years of the millennium proved to be one of the moments of greatest documentary film production in Argentina, because of technological, legal and especially social changes with the political-economic crisis that culminated in the resignation of President Fernando de la Rúa in late 2001. The struggle for the recovery of factories on the verge of bankruptcy by workers and the portraits of the cartoneros were the privileged narratives during the period being portrayed immediately and insistently in a impressive number of documentaries. This article proposes an analysis of the argentinian documentary film production focused on these two social sectors formed during the neoliberalism of the nineties. The main objective is to investigate the ways in which the subjects are presented, the articulation of characters with collective features and the narratives articulated in two sets of films, addressed as “thematic series”, establishing a dialogue between them and their social representations.

This article relates the transnational biography of Christóvão Morais Sarmento, Police Commissioner in Lisbon between 1867 and 1906, to understand the role of cosmopolitanism in the reform of the Portuguese public security system and the functioning of Lisbon's police. The result of a transnational biographical experience – not only on their individual pathway but also on family ties – Morais Sarmento cosmopolitanism is an essentialelement to understand the changing contours of public security policies and building an organizational culture within the Portuguese police.

This article examines the various transnational measures taken by the Argentine government and police between 1889 and 1913 to deal with anarchism, particularly, those measures that had the Spanish case as benchmark. Even though the close links between the Spanish and Argentine anarchist movements are well attested, little is known about how such links affected and were affected by political repression. This paper shows that these factors are inseparable, suggesting, at the same time, that a narrow focus on Argentine anarchism – the usual approach among contemporary historians - is insufficient to assess the effect of international actions aimed at curbing anarchism in the city of Buenos Aires.

This article examines the cultural encounters among League of Nations’ special agents and official authorities of Buenos Aires and Rio de Janeiro in the first international investigation on traffic of women. Marked by cultural distances, such encounters resulted in the emergence of an idea of “South America” as a specific region in a broader moral geography. Although they sought to create the conditions for international collaborative initiatives, the League of Nations’ agents did not recognize the local meanings of anti-traffic legislation and its utility for the same police forces they reputed inefficient.

This article aims to analyze social and moral aspects of the training of African and Brazilian police officers in Portugal. In order to compare these two experiences, we try to examine the different social and political implications of cooperation formats. Based on the analysis of 115 interviews to police institute teachers, African and Brazilian students we will show how African students on the one hand, and Brazilians on the other, have different viewsabout their careers and about how they can apply locally the knowledge they acquire in this circulation.
