Resumen
The objective is to specify the legal and regulatory consolidation of communications in Colombia as a public service between the years 1847-2020. The methodology is based on a mixed approach - primary and secondary information. The results show that the legal and regulatory structure of the public communications service in Colombia between 1847 and 2020, despite the different ideologies and decision-making, respond to the premise of institutional learning with alliances and transfer of technical knowledge by of international and private actors. The conclusion is marked in a dynamic and progressive sector, which despite being regulated as a public service is very diverse and complex due to the incidence of international regulation.

Resumen
This article focuses on making visible the critical experiences about the beginning of the occupational trajectories of graduates of the Bachelor of Dramatic Literature and Theater (LLDyT), described in the academic reports by professional activity — specific career option at the National University. Autonomous of Mexico (UNAM)—. In particular, it problematizes the relationship between the New Forms of Work Organization (NFOT), based mainly on the organizationby projects, and the high levels of flexibility and job insecurity of the occupation. The methodological strategy arises from the documentary review of stories found in historical academic records. As a result, it was found that teamwork, more than a requirement of the NFOT, is established as a form of resistance to deplorable working conditions.

Resumen
The Participatory Guarantee Systems (SGP) are a strategy for associative development, entrepreneurship and empowerment for rural producers around the world; SGPs are based on common principles and objectives, and are adjusted to the social, geographical and human realities of the producers who develop them. The purpose of the article is to identify structural elements of the SGP that contribute to its application by small rural producers in Colombia. For this, a literature review was carried out focused on compiling definitions, concepts and evidence on the SGP, then the background of productive dynamics at the level of rural communities was analyzed, later the link of the seals and certifications as inherent to the SGP was studied, with this interaction mechanism were recognized as was the case of social networks and marketing strategies; coming to present an analysis of the situation of the SGP for the Colombian case. It is found that in Colombia the structural aspects of the SGP have aroused interest in the perspective of local markets and self-certification models for producers, associations, non-governmental organizations, educational centers, buyers and governmental entities; likewise, the importance of the context as a point for the adaptation and implementation of the SGP, articulating efforts towards quality of life, associativity, sustainability and fulfillment of value promises at the market level that is intervened. It is recommended that all actors interested in communicating the SGP work together and that success stories be highlighted to promote the applicability of the SGP as a development strategy for the country's rural population.

Resumen
The article corresponds to the documentary review carried out for the creation of a strategy that guides the cultural-based academic projects of the students of the Department of Design of the University of Nariño. The purpose of the manuscript is to explore the main concepts and characteristics of cultural entrepreneurship in Colombia and its importance in the new scenarios of economic and social development of the territories. For this, an approach is made to the conceptual bases that address creative economies, cultural capital and the importance of the Cultural and Creative Industries (CCI) in the construction of the region. The initial stage of the investigation considered it pertinent to establish a dialogue between different authors who address the aforementioned issues, referring to policies, research and background that currently constitute this scenario, with the aim of having a conceptual basis that later guide the construction of the strategy. The findings showed that the dynamics linked to CCIs and cultural-based entrepreneurship in Colombia are under construction, concluding that it is necessary to contribution significant from academia to recognize and take advantage of the creative potential, the cultural richness of each territory and the entrepreneurial spirit.

Resumen
This study focuses on investigating the different characteristics of the Born Global companies in Colombia and their convergence with the determinants of an export company. As a methodological review, a data search is carried out in academic and scientific bases such as Scielo, Redalyc and Google Scholar; where in the first instance an approach to the cases reported in Colombia with the theme of Born Global is show, then it presents an approach from innovation and development, to culminate with the selection of determinants for business innovation in companies with international operation. As first results, it is evident that the Global Born Companies have a high correlation between business development and innovation in terms of one of the fundamental pillars based on the Oslo Manual, which deals with innovative, high-level products that comply with characteristics of the needs in the international market.

Safe work environments contribute to a better performance of employees in their activities in the company. Hence, the importance of having occupational safety management systems in accordance with current regulations. This research work delves into the current state of the Occupational Health and Safety Management System in micro and small companies located in the center of the city of Sincelejo-Sucre, based on theoretical references such as Patlán (2016), expresses the quality of life and labor formality. Barrios & Paravic (2006), point out the benefit of healthy and protected work environments. Antúnez (2016), mentions the different management systems. Hernández (2018), refers to Mipymes as growing companies and promoters of employment sources. In addition, Resolution 0312 of 2019 and NTC-ISO 9001 of 2015, among others. The research is of a mixed approach, of a descriptive type and there was a sample of 50 companies. The results exposed the relevance of unifying efforts for the accompaniment, management of resources and effective information for entrepreneurs on the subject. The study allowed to conclude, the reality of a weak system in occupational health and safety and the lack of knowledge of the norm.

Pasto is an artistic-artisanal city by nature, taking into account the creative environment by which it is influenced, for thisreason, it is important to identify which creative processes are developed in students in the "VisualizARTE: Audiovisual Expression of Being" at the University of Nariño, when creating experimental videos, being this a space where you can bias and differ the rules established by the cinema, where the purpose is only aesthetic and commercial; the experience of teaching the VisualizARTE chair previously, shows that students during six months can strengthen their creation processes, likewise, several studies point out that the constant immersion in an area of creation from the context can be very useful to develop their individual and autonomous creative processes. In this way, a hermeneutic phenomenological analysis of the students' personal experiences will be made to obtain a subjective vision of the process of making their experimental videos, deepening in the essential meanings of the pedagogical experiences of the professorship; proposing the identification of the creative processes developed during the making of experimental videos, as a contribution to future research focused on the same subject with university students.

Resumen
This article aims to highlight the challenges of business management in terms of mental health in Colombia, under the scenario of the fourth industrial revolution. The methodological design primarily covers the qualitative approach, employing a review of intellectual production, treated through the content analysis technique. The main results show that unfortunately in the country, most organizations are still in the second industrial revolution, and therefore, at the current rate, these new technologies may not be incorporated effectively into work. There are several challenges in order to enhance the use of these technologies hand in hand with the mental health care of employees, highlighting the need to: diagnose the current stage in relation to the use of technologies and application of care practices Mental health; provide greater support to the collaborator to reduce the development of psychosocial risks; and integrate mental health with the use of new technologies, understanding their impact as catalysts for productivity and harmony in the company.

Resumen
This article follows a systematic review of the literature on the main areas of research in International Business in the period 2017-2020. The purpose was to identify research trends, as well as gaps and opportunities for studies and research in this field; for this, a documentary review of scientific articles published in specialized journals was carried out. The findings provide an overview of the current landscape of research trends, point out the prevailing themes in the field, explain some emerging problems, research gaps, and future prospects. Technology foresight, business research, tourism management, business, industrial marketing management, international logistics management, and sustainable development were major themes identified. Regarding research gaps, topics such as digital marketing, innovative metrics to measure financial performance and sustainable or ecological marketing, and the application and impact of techniques related to big data on business performance were found. Regarding the challenges facing regional research, it was found that a review and study of structural processes of development, competitiveness and sustainability and internationalization processes of entrepreneurial companies is necessary.

Resumen
This article examines the quality of work and job insecurity in Colombia, taking the pillars of decent work promoted by the International Labor Organization (ILO) since 1999, as well as the measurement of job insecurity within the framework of the transformation of the world of work. We resort to the construction of two weighted indices to measure the quality of work (one of an objective nature based on pillars and the other subjective focused on the perception of workers) and a weighted index of labor precariousness, using anonymized microdata from the Great Integrated Household Survey (GEIH) carried out by the National Administrative Department of Statistics (DANE) in June 2022. The results show that the low quality of work is an economic and social concern with little attention from the Colombian State with 37.4 % and 24.4% for urban and rural wage earners and 17.0% and 29.5% for urban and rural self-employed, respectively. Similarly, the level of job insecurity is low with 24.9% and 23.6% for urban and rural wage earners and 27.6% and 34.8% for urban and rural self-employed, with slight differences between men and women.
