In this paper, different characteristics about bishop Luis Alberto Luna Tobar life, work and his involvement with the more vulnerable people, are discussed. His auto transformation as person and his legacy as a bishop inside a post conservative city, is here treated. We tackle around conceptual sources about his activity, some expressions of his character and personality, his citizenship role, journalist writings and activism. Human rights and his commitment with the university, are perhaps his most relevant axes on his daily activity. Our vision comes from accumulative memories about him, dialogues and friendship developed with the emeritus archbishop of the andean city of Cuenca in Ecuador. Selective interviews are included and commented to clarify aspects regarding “Teología de la Liberación”, post influences from Vatican Concilium II, Medellin and Puebla Documents, as new points of view and convergence, facing church and catholic new tendencies.

This article aims to make an exploratory analysis of the actions carried out by the political parties in Colombia in relation to public archives management, transparency of information and the accountability in accordance with the provisions of Law 1712 of 2014 also known as Transparency Law. The later in order to identify the critical aspects in the application of the norm in the political parties, based on the complexity of their organization and representative functions of the performance within the political system. The main fndings are the degrees of compliance of obligations by the Colombian political parties and the points of tension between the conception of institutionalization proposed by the law and the role of the parties as agents of accountability.

Recognizing the internal transparency of the legislative process as an essential element for the functioning of any democratic congress, this paper focuses on identifying the factors that determine the fow of information concerning the legislative process within the House of Representatives in México, and with it, the consequences of information control during the decisionmaking process. This article demonstrates that the internal transparency of the legislative process seems to be defned more by specifc actors than by the same institutional framework that regulates these activities.

The budget granted by the government for public libraries in Mexico is currently minimal, which is why alternative sources of income are sought to fnance projects of various kinds. Many libraries around the world but especially in the United States and Spain have implemented fundraising in their public libraries, achieving very good results. This article presents relevant data of both, the government budget awarded to public libraries in Mexico, as well as proposals and strategies that help develop plans and programs to attract external resources and various sources, based on real success stories.

A casi 50 años de la propuesta de Quine de naturalizar la epistemología (1969), vale la pena evaluar en qué sentido se considera actualmente un programa viable. En su variante “modesta”, significa practicar la filosofía, incluida la epistemología, de una manera consistente con los métodos y resultados de las investigaciones científicas, bajo un supuesto de continuidad ontológica y de compatibilidad e incluso de complementariedad epistemológica. En este trabajo exploraré las virtudes epistémicas de esta variante de epistemología naturalizada, empleando una metodología naturalista, esto es, examinando, al modo de un estudio empírico de casos, la historia de los debates sobre del problema filosófico clásico acerca de las “otras mentes” hasta los enfoques actuales acerca de la cognición social, objeto de un intenso interés teórico por parte de los psicólogos del desarrollo, los etólogos cognitivos y los filósofos naturalistas de la mente, en las últimas décadas. Los diversos efectos teóricos positivos ejemplificados por la evolución del problema en las tres disciplinas mencionadas constituyen un caso actual favorable acerca de esta variante de epistemología naturalizada.
