In the historiography of the state of exception in Mexico, interpretations on its constitutional and political meaning have been based on an empirical foundation that has not been consolidated. This article acknowledges this weakness and works toward a gnoseological and historiographical revision of the state of exception, which was called the “suspension of guarantees” in the 1857 and 1917 constitutions. It discusses the weaknesses of the historiography when studying this phenomenon during the period of historic liberalism, the attempts to suspend guarantees by three postrevolutionary presidents (Carranza, Obregón and Ávila Camacho) and substitutes for the suspension of guarantees in secondary legislation, particularly the law on social dissolution, from its approval in 1941, the 1950 reform and its repeal in 1970, which occurred as a consequence of the 1968 student movement.

Through a conceptual history of morality and virtue centered on the Viceroyalty of New Granada, this article offers a characterization of the dense theological/political fabric of the Spanish monarchy. It demonstrates the central and yet diffuse nature of morality, identifying three conceptual pillars of the moral fabric: tradition, the doctrine of the licit and the illicit and the power of individuals to lead a righteous life. It likewise identifies the forces at play with the emergent concept of virtue, particularly in the decades immediately preceding independence. This article places special emphasis on the viceroyalty’s final fifty years, during which its normative foundations underwent major transformations, inaugurating the conflictive stage for the development of republican political life.

The Mexico City Alameda is a public space that has seen military interventions for policing purposes since the 1760s. Analyzing the Municipality Acts of the capital of the Viceroyalty of New Spain allows us to understand the place as a regulated site for promenades, integrated into recreational, ceremonial and commercial activities. Pictorial sources, manuscripts and the press reveal jurisdictional overlap due to military interventions at this site in order to confront possible disorder, which in turn led to conflict.
