The Brazilian electrical sector, with a predominant hydric matrix, generates social and environmental impacts, among which stands out the compulsory displacement of local populations. The de-territorialization and re-territorialization caused by hydroelectric plants produce a process characterized by “multiterritorialization” of conflict. This paper discusses this conflict, which involves consortiums of construction companies and the Movement of People Affected by Dams (MAB), as a contesting movement. The objective is to analyze to what extent resettlements produced by the construction of hydroelectric dams and organized by MAB potentiate actions against future constructions. Combining qualitative research with quantitative data, we present the case of the Uruguay basin, in order to demonstrate that, although they represent empowerment points, the potential of resettlements must be relativized from the standpoint of a broader social process.

This article analyzes the role of schools in educational choices in the transition to public high schools in Mexico City. Secondary schools have the potential to influence educational choices, through the development of certain educational functions. This influence comes in different ways, and is relatively independent of adscriptive characteristics and previous academic performance of students.  Schools serve i) as agents contributing to decision making, facilitating continuity on educational trajectories ii) or as instances that do not develop explicit actions aimed to link their students to any of the options offered in the post-secondary educational system. While some schools teaching resources are destined to accompany their students during their decision process, others lack of them, abandoning them in this crucial educational event. The article is based on data provided by an ethnographic study conducted in seven high schools in southern Mexico City between January and July 2012

The paper analyzes, from a historical perspective, conditions and characteristics of Brazilian’s software and IT services policy from the military governments to the recent period, trying to understand its conformation and connection to the industrial and science and technology policies and its participating actors. Through literature review, it was observed that, during the military period, the instruments and objectives of an industrial policy was prevalent in information technology policy. The software policy and it services in the 1990s prioritized external competitiveness and export of private enterprises. In the 2000s, except for two programs, the policy had general support measures for R&D in enterprises and university-industry relationship. Recently, the it Maior Program was created, focusing on software and it services industry, with S&T policy features and integrated with industrial policy instruments.

The main objective of the paper is to show some of the techniques used by de the Mexican government during a social protest, not only to control the group that makes such collective action but to establish self-control and surveillance mechanisms to the different organizations and levels of government itself. In this sense, the paper analyzes the central role that knowledge have in the operation of the mechanisms of power. Specifically analyze the role that performance the Federal Bureau of Security (Dirección Federal de Seguridad) as a fundamental tool for the construction and consolidation of the modern Mexican state. The paper analyzes the reports of the Federal Bureau of Security on social protest known as the Pacto Ribereño in Tabasco, Mexico.

In recent years, Brazilian military police forces have adopted community policing programs in order to increase confidence in the institution and reduce crime rates. The objective of this study was to verify what the police frontline personnel understands by community policing and how they perceive the results of its implementation. A survey was conducted with 592 military policemen involved in operational activities in 32 military police companies of Belo Horizonte. The results point to a vast plasticity of the concept, which came to mean any type of activity carried out by police officers and by the community without the formal cooperation of the police, making the category "community policing" a new name for old police practices.

This paper discusses the working agency of the third sector from a methodological approach supported in the Sociology of the Professions. We conducted a methodological overview of our object and field, passed to a resumption of the main theoretical influences suffered by the sociology of professions from the functionalist. We discussed one of the main dilemmas of contemporary sociology, the agency and structure, discussing how such seemingly abstract and theoretical implications are indispensable to the understanding of an empirical agency in the NGO world. Below is an overview of the perception of the people that work to the third sector, analyzing the voluntary sector and showing empirically some of the major limitations of applying the sociology of professions, when viewed from practical and flexible in changing reality cases.

Subnational studies in Mexico have pointed out the huge power of governors and the weakness of local Congresses in the design of budget policy. However, it is important to provide more evidence on the Congresses’s performance to attain a better understanding of this situation. Based on a case study of the Mexican state of Jalisco, the purposes of this paper are: a) to present empirical evidence on the exercise of budgetary functions; b) to explore whether the government status has an effect on the Congress behavior and its relationship with the Executive branch; and c) to establish the impact of ammendments on budget policies.

We study the proposal to set up a new international legal system to regulate the restructuring of sovereign debts when these debts reach unsustainable levels. We examine the reasons that explain why such a regulatory framework is needed to guide the debt restructuring processes, the role of collective action clauses (CACS) in sovereign debt contracts as possible substitutes to such a framework, as well as the 2001-2002 imf proposal and the reasons for its abandonment. We also analyze the experience of the generalized use of CACS and their lessons for the consequences of a possible adoption of a legal system for the restructuring of sovereign debts.

Esta investigación busca entender los procesos de producción de conocimiento en el laboratorio asociados al aprendizaje y la comunicación interdisciplinaria. La producción de conocimiento es un proceso complejo que rebasa los límites físicos del laboratorio, no obstante, el objetivo de este trabajo es observar dichos procesos en espacios socialmente organizados, es decir, en centros de investigación de diverso tipo. Esto permitirá distinguir efectos provenientes de la dinámica de las organizaciones, de aquellos más intrínsecamente ligados a todo proceso de aprendizaje y comunicación interdisciplinaria. Las observaciones se realizan en un conjunto de laboratorios de nanotecnología del Parque de Investigación e Innovación Tecnológica (PIIT) ubicado en la ciudad de Monterrey. El diseño busca mostrar la forma en que distintos tipos de lenguajes científicos y de representaciones materializadas en un medio físico, se constituyen como medios de aprendizaje y puentes de comunicación entre los cuerpos de conocimiento de investigadores provenientes de distintas disciplinas.
