The Recovery, Transformation and Resilience Plan is part of an unprecedented response to a crisis by the European Union. It represents a historical opportunity to undertake the investments and necessary reforms to boost a transformative recovery of the Spanish productive model. It will help to correct  economic and social imbalances that have accumulated over the years and to undertake the green and digital transformation, to increase productivity and competitiveness locating Spain at the forefront of the sectors of the future. Its implementation will increase our potential growth and reinforce our welfare state. The plan was agreed and coordinated with experts, social agents and every administration, and it is implemented complying with European regulations and the goals agreed by all EU members.

This article shows the current state of the debate on the regulatory treatment of digital platforms in two much relevant geographical areas: the United States of America (USA) and China. The purpose is to compare the regulatory approaches of these countries with the one that will be followed in Europe through the Digital Markets Act (DMA) and the Digital Services Act (DSA).

The Next Generation EU program will enhance potential growth, it will contribute towards the reductions of gaps between the European economies, and will help to mitigate, temporarily, two shortcomings in the European institutional framework (the lack of supranational stabilizing fiscal elements and the scarcity of safe assets). However, the final impact of the program is uncertain, and will depend crucially on the ability to allocate and implement in a transparent way the different projects.

Monetary policy has played a decisive role in recovering from the pandemic crisis despite the limited room for maneuver of its more orthodox instruments. The decisive attitude of the European Central Bank (ECB) and coordination with fiscal and macroprudential policies have been fundamental. The challenge now is to reverse the expansionary measures without hindering the recovery.

Digitalization, or the digital transformation, involves a set of changes in the condition and use of technology that is naturally disruptive. The massive application of information and communications technologies (ICTs) has an impact on the productive system, on the financial, education and health services, and on the citizens' interactions with government. This article revises the conceptual framework of digitalization in a necessarily limited way given the many facets of such a complex process; it also describes where Spain stands in terms of digitalization and analyzes the relative strengths of companies and the skills of workers in the use of connected services.

The COVID-19 pandemic has had a significant economic impact around the world, far larger than during the Global Financial Crisis of 2008-2009. By mid-2021, global Gross Domestic Product (GDP) surpassed its pre-pandemic level, but the recovery has lost momentum and remains very uneven, with strikingly different outcomes across countries, sectors and demographic groups. Given the uneven and incomplete global recovery, governments need to maintain supportive and flexible policies that can be adapted to economic developments and which improve the prospects for sustainable and inclusive growth.

In this paper we review our recent results on the link between macroeconomic performance, the mix of energy technologies and the evolution of CO2 emissions. The theoretical framework of the analysis is that of models of economic growth with successive generations of capital. We show that CO2 emissions fundamentally depend on economic growth sustained by high levels of fossil energy intensity. Finally, we reflect on the possibility of advancing simultaneously in the green transition and economic recovery after the impact of COVID-19.

Digital markets are attracting increasing attention from regulators, competition authorities and governments, as shown by the recent activity of these authorities and legislative initiatives to regulate tech giants on both sides of the Atlantic (both in the USA and the EU). In this context, one of the aspects on which most focus is being placed is on the use of big data, which can already be considered as a new input along with labour and capital, and on the competition concerns that may arise from its accumulation and use.
